PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, JULY 7, 1986
_1 The Common Council of the City of Richmond, Indiana, met in regular session
2 July 7, 1986 at the hour of 7:30 P.M. in the Council Chambers in said
3 City. President Bodiker presided with the following Councilmembers in
4 attendance: Elstro, Williams, Brookbank, Hankinson, Whitesell, Parker,
5 Hutton and Morris. Absent: None. The following business was had to-wit:

11 APPROVAL OF MINUTES OF JUNE 16, 1986

13 Councilmember Morris moved to approve the minutes of the previous meeting,
14 seconded by Councilmember Whitesell and on unanimous voice vote the motion
15 was carried.

17 COMMUNICATIONS FROM THE MAYOR

19 Mayor Waltermann reported that the Rose Festival had scheduled a meeting
20 on July 15, 1986 for comments on the 1986 Rose Festival. Mayor Waltermann
21. requested any one having compliments or complaints to turn them into his
22 office by June 12, 1986 in order that he can forward the comments.

24 REPORTS FROM CITY DEPARTMENTS

26 Street Department

28 Mr. William Hillard, Street Commissioner, gave the Council an update on
29 the Street Sweeping Program. Mr. Hillard stated that the job had been
30 shabby to date due to equipment problems . He said that two (2) of the
31 older sweepers have been given up and currently one 1976 Pelican is running
32 with breakdowns. Mr. Hillard said that they are now trying one on a
33 trial basis and it is capable of doing the work of two (2) of the old
34 sweepers . He added that now they are trying to do catch up work.

36 Mr. Hillard informed the Council that each zone of the City had been swept
37 one this year with the old equipment and the rental sweeper is now
38 starting in Zone 1 and they were able to complete the zone in one day.
39 He said the sweeping will be done on a three (3) trick schedule with swing
40 shifts for the balance of the summer. Mr. Hillard said that Clarence
41 Toschlog is in charge of the sweeping crews and with the new sweeping
42 equipment he is also freed up to help with other things in the department.

44 Councilmember Brookbank asked about the cost of the equipment and Mr.
45 Hillard indicated about $80,000.00.

48 Councilmember Whitesell commented that he felt they were trying to do
49 a good job and he felt an awareness program,yould hel.p to gpt residents

51 to:move 'ther-cars when their zones are being cleaned.
52 REPORT OF BOARD OF PUBLIC WORKS AND SAFETY

54 Board President, Susan Silberstein reported that the Board had held Unsafe
55 Building Hearings at 640 South llth and 1431 South I. She said thata
56 the contract had been awarded for weed removal and bid dates had been
57 set for street improvements and re-roofing of Fire House No. 1. Ms.
58 Siberstein added that the Board had authorized the City Attorney to
59 further investigate the sale of city owned property on North 20th Street.

61 Councilmember Elstro asked about the railroad box cars still on the tracks
62
63 from a wreck over a year ago.
64 Mr. Barden indicated the next step was to notify the Public Service
65 Commission since he had already notified the C&O Railroad.

1 President Bodiker asked if the Board handles problems related to junk
2 cars and Ms. Silbertein explained that the Board conducts inoperable
3 vehicle hearings .

5 President Bodiker stated it was on on street vehicle and Mr. Barden indicated
6 that they can be tagged as abandoned and towed after a certain time
7 period and should be reported to the Police.

9 REPORTS FROM SPECIAL COMMITTEES

11 Committee of the Whole

13 Councilmember Brookbank reminded the Council of the Committee of the Whole
14 set for July 10, 1986 at 7:00 P.M. in the Board of Works Room for the Cat
15 Control Ordinance and the Human Relations Commission Ordinance.

17 REPORTS FROM STANDING COMMITTEES

19 Reid Hospital

21 Councilmember Brookbank reported that patient revenue was up 11% and there
22 was a new Doctor in house which is a cancer specialist .

24 Plan Commission

26 Councilmember Morris announced a special meeting of the Plan Commission on
27 the Master Plan and added that if there were any area of interest the Council
28 would like to see included they should get the information to her prior to
29 the meeting.

31 MISCELLANEOUS BUSINESS

33 President Bodiker announced that there would be a meeting scheduled with the
34 Economic Development Director prior to the second Council meeting of each
35 month. The meeting would be at 6:30 P.M. and held in the Council Office.

37 Police Merit Commission Appointment

39 President Bodiker stated that there needed to be two (2) appointments to the
40 Police Merit Commission. He indicated that Mr. Jack Portzline would like
41 to be re-appointed retroactively to January 1, 1986 for a three (3) year tern
42 and that the other appointment was to replace Reverend Bell and would need
43 to come from the Clergy.

45 Councilmember Whitesell moved to appoint Mr. Jack Portzline to the Police
46 Merit Commission effective January 1, 1986 for a three (3) year term,
47 seconded by Councilmember Hutton and on unanimous voice vote the motion was
48 carried.

50 President Bodiker requested the Council submit names for Rev. Bell 's
51 replacement.

13 a mechanic apprentice electrician to the appropriate level after the

46 Speaking for Ordinance No. 58-1986 was Major Don Ponder of the Richmond
47 Police Department. Major Ponder informed the Council that the transfer
48 was for the purchase of a Cushman three wheel Police Vehicle for downtown
49 parking control and also assistance in other area. He said the vehicle
50 would allow the number of passes in the downtown area to be increased.

52 President Bodiker asked if there would be a safety problem with the size
53 of the vehicle for the personnel and Major Ponder indicated there would
54 be no problem.

56 There being no further comments, Councilmember Elstro moved for engrossment

58 unanimous voice vote the motion was carried.

12 CHAPTER 97 OF THE RICHMOND CITY CODE REGULATING THE PLANTING, MAINTENANCE,
13 CARE AND REMOVAL OF TREES WITHIN THE PUBLIC RIGHT-OF-WAY.

20 President Bodiker announced Ordinance No. 47-1986 was on public hearing.

22 Speaking for Ordinance No. 46-1986 was Mr. Lorrie Foust of 505 West Eaton
23 Pike. Mr. Foust informed the Council that the ordinance was not concerned
24 with the removal of dead trees, but rather with the planting of new trees
25 in order to prevent trees from dying. He said the town has needed this to
26 control dying trees and sidewalks being torn up and it provides a solution
27 with the proper. planting and care of trees in the proper areas .

29 Councilmember Elstro commented that it would be up to the• administration to
30 incorporate tree and stump removal into the Street Tree Program, but first
31 the town needs the proper plantings.

33 Councilmember Parker asked funds would be generated for brochures and
34 leaflets on the program and Councilmember Elstro stated he hopes sto earmark
35 some funds for the Commission in the future.

39 was carried.

65 is in Indiana and part in Ohio and the Ohio portion is already zoned properly.

1 Councilmember Morris reported from the Plan Commission that the Council had
2 granted this apartment project preliminary approval and this is final
3 approval for expansion of the project by Cardinal of Indiana. She stated
4 the project will be screened from Backmeyer Trace subdivision and that it
5 has been a successful apartment unit and they are pleased with the
6 expansion.

37 Councilmember Whitesell moved to amend Section 1 to read as follows: That
38 for the fiscal year beginning January 1, 1987 and ending December 31, 1987,
39 the following appointed officers and employees of the City of Richmond may
40 receive the following maximum regular wages allowed for the positions
41 established.

43 Councilmember Morris seconded the motion to amend Section 1 and on unanimous
44 voice vote the motion was carried.

46 Councilmember Whitesell moved to amend the salary of the Economic Development
47 Director from 55,000. to 51,250. , seconded by Councilmember Hankinson and
48 on unanimous voice vote the motion was carried.

50 Councilmember Morris moved to amend the salary of the Purchasing Director
51 from 30,250. to 26,522. with 17,509. from Central Stores and 9,013. from
52 Sanitary District, seconded by Councilmember Hankinson and on unanimous.voice
53 vote the motion was carried.

55 Councilmember Morris moved to amend the salary of the Chief of Police from
56 29,700. to 31,800. to reflect the longevity pay, seconded by Councilmember
57 Whitesell and on unanimous voice vote the motion was carried.

59 Councilmember Hankinson moved to amend the salary of the two (2) positions
60 of Major in the Police Department from 25,782. to 27,882. to reflect
61 longevity pay, seconded by Councilmember Whitesell and on unanimous voice
62 vote the motion was carried.

64 President Bodiker indicated that the longevity pay for these positions is
65 included in the salary ordinance since they are not members of the bargaining

3 Councilmember Brookbank moved to add the position of ILS Maintenance
4 for the Municipal Airport at 6,000. , seconded by Councilmember Parker
5 and on unanimous voice vote the motion was carried.

7 Councilmember Morris moved to delete three (3) dispatcher positions from
8 the Police Department leaving four (4) at 13,240. , seconded by Councilmember
9 Parker and on unanimous voice vote the motion was carried.

11 Councilmember Williams moved to add a Temporary Help budget to the Public
12 Transit Division in the amount of 5,616. , seconded by Councilmember
13 Whitesell and on unanimous voice vote the motion was carried.

15 Councilmember Hankinson moved to add a Temporary Help budget to the Board
16 of Works in the amount of 3,000. , seconded by Councilmember Whitesell
17 and on unanimous voice vote the motion was carried.

19 City Controller, Marge Sweet explained that the Temporary Help was used
20 for additional help throughout the City Building offices.

22 Councilmember Morris moved to add a Temporary Help budget to the Department
23 of Planing, Permits & Inspections in the amoount of 7,000. , seconded
24 by Councilmember Williams and on unanimous voice vote the motion was
25 carried.

27 The Temporary Help in Planning will be used for weed enforcement.

29 Councilmember Morris moved to amend the title of Ordinance No. 53, 1986,
30 to read in part "except for members of the Police, Fire and Transit Union
31 Collective Bargaining Units, seconded by Councilmember Whitesell and
32 on unanimous voice vote the motion was carried.

34 Councilmember Parker moved to amend the salary of the Chief of. the Fire
35 Department from 29,700. to 31,800. , the position of Assistant Chief from
36 25,479. to 27,579. , and the positions for three (3) Battalion Chiefs
37 from 21,630. to 23,730. to reflect longevity pay, seconded by Councilmember
38 Whitesell and on unanimous voice vote the motion was carried.

40 Councilmember Morris moved to amend the position of Skilled Maintenance
41 in Off Street Parking from 3,737. to 3,626. , seconded by Councilmember
42 Williams and on unanimous voice vote the motion was carried.

44 Councilmember Williams moved to amend the salary for the position of
45 Park Superintendent from 30,250. to 29,700. , seconded by Councilmember
46 Elstro and on a .voice:.vote:,.with Councilmember Whitesell voting no the
47 motion was carried.

49 Councilmember Morris moved to add a Temporary Help budget to the Parks
50 and Recreation in the amount of 51,000. , seconded by Councilmember WhiteseIl
51 and on a voice vote with Councilmember Hankinson voting no the motion
52 was carried.

54 Councilmember Elstro moved to amend the salary of the Controller from
55 31,600. to 29,700. , seconded by Councilmember Parker and on a voice vote
56 the motion was defeated.

58 Mayor Frank H. Waltermann informed the Council that six (6) months of
59 preparation had gone into the salary ordinance as originally proposed
60 and he had hoped the Council would be able to support the proposed ordinancte.
61 He stated they had followed the position description for over 300 employe
62 and the employees and Department Heads make Richmond unriveled.

64 The Mayor commented that the overall percentage increase was 1.3% andi:the
65 balance of the budget will absorb this small increase. He added that

1 the Department Heads had managed to find wage increases for their departments
2 through inovative means.

4 Councilmember Morris stated she was concerned with the clerical positions
5 earning less that 11,000. and she would like to see increases in these positions
6 in the future along with other discrepencies in job positions and pay taken
7 care of before next year's ordinance is presented.

9 Councilmember Williams commended the administration for a good salary
10 ordinance and he found only three (3) or four (4) out of line. He added
11 it was also good since it did not skyrocket.

14 engrossment, seconded by Councilmember Williams and on unanimous voice vote
15 the motion was carried.

30 President Bodiker commended the Council for the performance of their duties
31 and thanked Councilmember Brookbank for her assistance in his absence.

33 Councilmember Elstro stated that he could not support the Ordinance over
34 the pay of the position of Controller and he would also like to see the
35 administration get away from percentage increases .

37 Mayor Waltermann commented that the City has now operated under the position
38 description system for one year and have fine tunned the system and are now
39 ready to implement incremental increases in the future.

49 ORDINANCE TO APPROPRIATE WITHIN THE GENERAL FUND.

51 Mr. Barden examined the Proof of Publication and found it to be in order.
52 Councilmember Whitesell moved to accept and file the Proof of Publication,
53 seconded by Councilmember Parker and on unanimous voice vote the motion was
54 carried.

56 President Bodiker announced Ordinance No. 55-1986 was on public hearing.

58 Councilmember Hutton asked what the appropriation was for and City Clerk
59 Mary Merchanthouse explained that it was to be added to the transfer within
60 the Police Department for the purchase of the Cushman police vehicle. She
61 explained that appropriation was from excess revenue from parking fines and
62 the total cost of the vehicle if 6,000.

64 In response to Councilmember Parker, Major Don Ponder explained that this
65 vehicle was more manuverable than an automobile and can be used from either

1 side of the vehicle for marking vehicles for parking control. He added
2 that the vehicle would enable the output of tickets to triple. He also
3 added that the vehicle would be used in all weather conditions .

5 There being no furtherdiscussion, Councilmember Williams moved for engrossment,
6 seconded by Councilmember Hankinson and on unanimous voice vote the motion
7 was carried.

9 Councilmember Williams moved to suspend the rules and move Ordinance No.
10 55-1986 to third and final reading by title only, seconded by Councilmember
11 Brookbank and on unanimous voice vote the motion was carried.

13 The Clerk read Ordinance No. 55-1986 on third and final reading by title
14 only.
