Speaking for Ordinance No. 6-1986 was Mayor Waltennann. Mayor Waltermann
informed the Council that the ordinance was one he had been discussing with
the Council since last fall. He said that now with the federal budget cuts,
the human service area would be the areas most affected. The Mayor added
that one-third (1/3) of the City's population would derive benefits from
the City's human service programs and the City now has a need for the
position of Human Service Administrator/Coordinator. This position is need-d
to make certain that the human programs expand and are not lost due to federal
. budget cuts. Mayor Waltennann said the position would seek out other sourcos
of revenue and that administrative fees written into proposals would fund
the position in the future.

Councilmember Morris asked about a discrepency betwccn the Mayor's memo
on the position and the job description regarding supervision of the positi. .

supervision of the Clerk's Office with the Human and Environmental Infonnat'on
& Referral Services, but would ultimately be responsible to the Mayor since
he signs off on all funding requests and reports for the City.

In response to Councilmember Morris regarding future funding, Mayor Waltenn.
said the future funding will depend entirely on the person hired.

available to other organization in the community.

the activities.

position would also hopefully identify service gaps along with preventing
duplications of services.

Councilmember Lemoine stated that the Community Services Committee of the
Council had held a series of meetings in 1985 after the report was issued
by the Lilly Fellow on Human and Environmental Affairs. She stated that
representatives from a variety of organizations had participated in these
meetings and that this position is a good start to addressing concerns,
