President Bodiker presided with the 4 5 following members present: Councilmembers Elstro, Williams, Brookbank, Hankinson, Whitesell, Parker, Lemoine and Morris. Absent: None. The 6 following business was had to-wit: 7 8 PLEDGE OF ALLEGIANCE EGIANC'E 9 10 SILENT DEVOTIONS 11 12 APPROVAL OF MINUTES OF DEC EMBER 16, 1985 13 14 Councilmember Hankinson moved to approve the minutes of the previous meeting 15 as prepared, seconded by Councilmember Brookbank and on unanimous voice 16 vote the motion was carried. 17 18 COMMUNICATIONS FROM THE MAYOR • 19 20 Mayor Frank H. Waltennann extended his congratulations to President Bodiker 21 and thanked Councilmember Williams for his service as President of the 22 Council. 23 24 Mayor Waltermann also stated that some positive movement is occuring toward 25 economic development in 1986. 26 27 PRESENTATIONS OF REMONSTRANCES, PETITIONS AND SAS 28 29 Councilmember Morris wished Councilmembers Williams, Lemoine and Brookbank 30 a happy birthday. All three celebrate their birthdays in January. 31 32 Mr. Bill Delk, 1205 Hunters Point, owner of. Sparkle Car Wash presented 33 a bill to the City for loss of revenue of 100 cars for a total of 632.25. 34 Mr. Delk stated the revenue loss occurred on December 21, 1985 and resulted 35 fran President Bodiker investigating a traffic hazard on East Main Street. 36 Mr. Delk stated that the car wash does not create the traffic hazard, but 37 are a part of the traffic hazard on East Main Street. Mr. Delk said he 38 has been located there for 22 years and had often called for assistance 39 fran the Police or hired personnel to assist. He said instances like this 40 behooves the City to support the widening of East Main Street along with 41 the South L Street extension and Industrial Parkway Project. Mr. Delk. 42 challenged the Council to assist in alleviating the traffic problem on 43 East Main Street. 44 45 Councilmember Elstro stated that he was also involved in the traffic 46 congestion on East Main Street that day and he noted that the traffic was 47 unable to go anywhere even if they did not want in the car wash. 48 49 President Bodiker explained that the traffic was backed up to Glen Miller 50 Park and he went to the Sparkle Car Wash and asked to speak to the manager 51 to get assistance with the traffic congestion. He stated he was treated 52 discourteously and was told he would have to see the owner. Mr. Bodiker 53 stated he then contacted the Police since the congestion was impeding traffic 54 into other businesses along East Main Street. President Bodiker stated 55 that if he had only been informed that the car wash would try to assist 56 in correcting the problem, he would not have pursued it any further. 57 58 Councilmember Lemoine stated that the issued should be forwarded to the 59 Board of Public Works and Safety for comment. 60 61 Mr. Delk informed the Council that the bill had been presented only to 62 make a point and to ask their cooperation in the support of the East Main 63 Street Project and other projects to alleviate the traffic congestion. 64 65 274 Common Council Minutes Cont'd January 6, 1986 Page 2 1 REPORT FROM CITY DEPARTMENTS 2 3 Law Department 4 5 Mr. Barden informed the Council that his office and the Clerk's Office woulc 6 be working this year to recodify and would be working on a title a month fo' 7 the Council's consideration. Mr. Barden said that by presenting it in this 8 manner the entire code could be completed by the end of 1986. 9 10 Mr. Barden also stated that the City was filing suits against delinquent s- er 11 fees and the suits were currently on fees in the 300.00 to 400.00 dollar r. ge 12 which meant they were residences that had not paid in several years. He 13 stated that any fee not paid within sixty (60) days is eligible to be 14 sued. 15 16 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY 17 18 Ms. Maness reminded the Council that the Board of Works had approved the 19 rate increase request of Clearview Cable for 11.30 per month with a two 20 (2) year committment for a senior citizen discount. 21 22 She also informed the Council that the Board had approved the contract with 23 the FOP bargaining unit and appropriate ordinances would be on tonight's 24 agenda for this agreement. 25 26 REPORTS FROM SPECIAL COMMITTEES 27 28 President Bodiker stated that he would be making his committee appointment 29 in the near future and requested persons currently serving on 30 committees to continue until new appointments were made. 31 32 Committee of the Whole 33 34 Councilmember Brookbank stated that two (2) ordinances had remained in the 35 Committee of the Whole for sane time and she wished to set a date for 36 discussion of these ordinances in order that final action could be taken. 37 38 Mr. Barden requested Councilmember Brookbank to wait until he had the 39 proper input from contact persons on each of the ordinances in the 40 Committee of the Whole. 41 42 REPORTS FROM STANDING COMMITTEES 43 44 Reid Hospital Board 45 46 Councilmember Brookbank stated that the Board had toured the Aurora Unit 47 (Chemical Dependency Unit) at their last Board meeting. 48 49 Park Board 50 51 President Bodiker stated the Park Board would be meeting on January 8, 1986 52 and would be discussing new fee and rate structures. 53 54 Urban Enterprise Zone 55 56 Councilmember Brookbank stated that the Urban Enterprise Zone Board meeting 57 for January had been cancelled. 58 59 MISCELLANEOUS BUSINESS 60 61 President Bodiker welcomed the students fran Richmond High School and 62 Centerville High School. 63 64 Appointment to Wayne County Tourism Board 65 275 • • Common Council Minutes Cont'd January 6, 1986 • Page 3 1 . Councilmember Morris moved to approve the following appointments to the 2 Wayne County Tourism Board: Linda Von Pein representing the Travel Industry, 3 David Runyon representing the Executive Committee of the Chamber of Commerce 4 and Robert Gabbard representing the Hotel Business. Mayor Waltermann 4 informed the Council that the ordinance was one he had been discussing with 5 the Council since last fall. He said that now with the federal budget cuts, 6 the human service area would be the areas most affected. The Mayor added 7 that one-third (1/3) of the City's population would derive benefits from 8 the City's human service programs and the City now has a need for the 9 position of Human Service Administrator/Coordinator. This position is need-d 10 to make certain that the human programs expand and are not lost due to federal 11 . budget cuts. Mayor Waltennann said the position would seek out other sourcos 12 of revenue and that administrative fees written into proposals would fund 13 the position in the future. 14 15 Councilmember Morris asked about a discrepency betwccn the Mayor's memo 16 on the position and the job description regarding supervision of the positi. . 17 18 Mayor Waltennann explained the position would be placed under the direct 19 supervision of the Clerk's Office with the Human and Environmental Infonnat'on 20 & Referral Services, but would ultimately be responsible to the Mayor since 21 he signs off on all funding requests and reports for the City. 22 23 In response to Councilmember Morris regarding future funding, Mayor Waltenn. 24 said the future funding will depend entirely on the person hired. 25 26 Councilmember Lemoine asked that the services of this position be made 27 available to other organization in the community. 28 29 Councilmember Elstro requested that the position be particularly careful 30 in watching duplications of services and to keep the Council informed of 31 the activities. 32 33 Mayor Waltennann stated the Council would receive reports and that the 34 position would also hopefully identify service gaps along with preventing 35 duplications of services. 36 37 Councilmember Lemoine stated that the Community Services Committee of the 38 Council had held a series of meetings in 1985 after the report was issued 39 by the Lilly Fellow on Human and Environmental Affairs.
