HomeMy Public PortalAbout09-19-1985 205 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA SEPTEMBER 19, 1985 1 The Common Council of the City of Richmond, Indiana met in regular session 2 September 19, 1985 at the hour of 7:30 P.M. in the Council Chambers in 3 said City . President Williams presided with the following members present: 4 Councilmembers Elstro, Hankinson, Brookbank, ='Parker, Bodiker, Lemoine and 5 Morris. Absent: Whitesell. The following business was had to-wit: 6 7 PLEDGE OF ALEGIANCE 8 9 SILENT DEVOTIONS 10 11 APPROVAL OF MINUTES OF SEPTEMBER 3,1985 12 13 Councilmember Hankinson moved of approve the minutes of the previous meeting 14 as prepared, seconded by Councilmember Parker and on a unanimous voice vote 15 the motion was carried. 16 17 PRESENTATIONS OF REMONSTRANCES, PETITIONS AND MEMORIALS 18 19 Councilmember Hankinson presented a petition from residents of the 4700 20 Block of South B Street for the installation of street lights. He stated 21 that for some unknown reason this section was omitted 3 years ago when lights 22 were installed. 23 24 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY 25 26 Councilmember Elstro, having noticed that the Board of Public Works and 27 Safety are seeking bids for the removal of dead trees in the City, stated 28 that he would like to see a program stated whereby a new tree would be 29 planted whenever one is removed to take its place. He further stated that 30 Dave Nicholson has roughly 50 trees given to him each year and it may be 31 possible to use these trees for the program. Other possibilities were 32 mentioned for replacement of trees. Councilmember Elstro is concerned that 33 Richmond will loose its beauty if something is not done about this. 34 35 Councilmember Brookbank stated a concern about the pigeon problem on South 36 15th Street. This problem has been brought up before with no solution being 37 reached. 38 39 President Williams stated that it is his belief that a possible solution 40 to this problem is being prepared to bring before Council and that it will 41 ultimately be the responsibility of the property owner to control the 42 pigeons. 43 44 The Deputy Clerk reported to Councilmembers that as per the September 5, 1985 45 Board of Works minutes the railroad crossing at North 8th and "E" Streets 46 are being repaired. 47 48 REPORTS FROM SPECIAL, COMMITTEES 49 111 50 Councilmember Lemoine reminded Councilmembers of the Committee of the Whole 51 dates which are printed at the bottom of the agenda.plus a Town Meeting in 52 District 1 . 53 54 REPORTS FROM STANDING COMMITTEES 55 56 Liaison to Reid Hospital 57 Councilmember Brookbank reported that Mr. Reller is going to go over the 58 new living will legislation with the people. New appointments being made 59 to the Hospital Staff were Dr. Terrill, with the Family Practice also 60 Harry Bernard with Allied Health Professional Staff. Tom Ebbinghouse has 61 changed his status from active to honorary active. 62 6�+ Councilperson Brookbank also stated that Mrs Spears announced that the name of the chemical dependancy unit will be called AURORA which means"Dawn:', and 65 that unit is coming along nicely. 206 Common Council Minutes Cont'd September 19, 1985 Page 2 1 An increase in Emergency Room cases of _13% has resulted in additional staff 2 during_peak hours. 3 4 The new appointment to replace Roy Werking is Paul Banning representing the 5 County Council. 6 7 Net income year to date is $442,000. against an expected 275,000. 8 9 Enterprise Zone 10 Councilmember Brookbank reported that the Enterprsie Zone adopted standards 11 for homeowners occupied housing rehab program. It was noted that the program 12 is working well as 8 houses have participated with a total amount of money 13 spent of 2,550. , a Breakdown of 320. per home. 14 15 RESOLUTIONS 16 17 Resolution No. 12-1985 18 19 President Williams announced that no action can be taken at this time on 20 Resolution No. 12-1985 as the Economic Development Commission has taken the 21 matter under advisement until its next meeting on October 7, 1985. Resolution 22 No. 12-1985 will come back on the agenda on October 7, 1985 for Council. 23 24 ORDINANCES ON FIRST READING 25 26 Councilmember Morris moved to suspend the rules on Ordinances No. 91, 92, 93 27 and 94-1985 and be read on title only, seconded by Councilmember Bodiker and 28 an a unanimous voice vote the motion was carried. 29 30 The Clerk read on first reading, by title only, Ordinance No. 91-1985 - AN 31 ORDINANCE AMENDING CHAPTER 154 OF THE MUNICIPAL CODE, COMMONLY KNOWN AS THE 32 ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA, PROVIDING FOR THE REZONING 33 OF THE PROPERTY LOCATED AT THE REAR OF 119-121 SOUTH 6TH STREET, FROM R-3 34 ONE-TO-EIGHT FAMILY RESIDENCE DISTRICT"C0 C-2 COMMERCIAL DISTRICT. 35 36 President Williams referred Ordinance No. 91-1985 to the Plan Couauission. 37 38 Ordinance No. 92-1985 - 39 40 The Clerk read on first reading, by title only, Ordinance No. 92-1985 - AN 41 ORDINANCE AMENDING ARTICLES 33, 41, 60, 61 and 62 OF CHAPTER 154 OF THE MUN= 42 ICIPAL CODE, BEING ORDINANCE NO. 2325-1968 COMMONLY KNOWN AS THE ZONING 43 ORDINANCE OF THE CITY OF RICHMOND, INDIANA. 44 45 President Williams referred Ordinance No. 92-1985 to the Plan Commission 46 47 Appropriation Ordinance No. 93-1985 48 49 The Clerk read on first reading, by title only, Appropriation Ordinance No. 50 93-1985 AN ORDINANCE TO APPROPRIATE WITHIN THE GENERAL FUND. 51 52 President Williams stated that Ordinance No. 93-1985 will be advertised for 53 Public hearing. 54 55 Transfer Ordinance No. 94-1985 56 57 The Clerk read on first reading, by title only, Transfer. Ordinance No. 94- 58 1985 - AN ORDINANCE TO TRANSFER WITHIN THE GENERAL FUND. 59 60 Police Chief Joseph Nimitz spoke for Ordinance No.. 94-1985 explaining that 61 the money is needed in the Administrative account for investigative purposes. 62 63 Councilmember Hankinson moved to suspend the rules and read by title only on 4 second reading Transfer Ordinance No. 94-1985, seconded by Councilmember 65 Morris and on a unanimous voice vote the motion was carried. 2 7 Council Minites Cont'd September 19, 1985 Page 3 1 The Clerk read on second reading by title only Transfer Ordinance No. 94- 2 1985 - AN ORDINANCE TO TRANSFER WITHIN THE GENERAL FUND. 3 4 President Williams announced that Ordinance No. 94-1985 was on public 5 hearing. 6 7 There being no.comrnent Councilmember Hankinson moved for engrossment of 8 Transfer Ordinance No. 94-1985, seconded by Councilmember Lemoine and on a 9 unanimous voice vote the motion was carried. 10 11 Councilmember Hankinson moved to suspend the rules on Transfer Ordinance No. 12 94-1985 and move to third and final reading and read by title only, seconded 13 by Councilmember Morris and on a unanimous voice vote the motion was carried. 14 15 The Clerk read on third and final reading by title only, Transfer Ordinance 16 No. -94-1985 - AN ORDINANCE TO TRANSFER WITHIN THE GENERAL FUND. 17 18 Transfer Ordinance No. 94-1985 was adopted after the following call of the 19 roll: 20 21 Ayes: Elstro, Brookbank, Hankinson, Parker, Bodiker, Lemoine, Morris and 22 Williams (8) 23 Nays: None 24 Absent: Whitesell (1) 25 26 ADJOURNMENT 27 28 On a motion duly made, seconded and passed the meeting was adjourned. 29 30 31 32 33 34 35 36 Marion Williams, President 37 38 39 ATTEST: 40 Deputy Clerk - Carol Brady 41 42 43 44 45 46 47 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65 208 1 1 1
