PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, SEPTEMBER 3, 1985
1 The Common Council of the City of Richmond, Indiana met in regular session
2 September 3, 1985 at the hour,. of 7:30 P.M. in the Council Chambers in
3 said City. President Williams presided with the following members present:
4 CouncilmeMbers Elstro, Hankinson, Whitesell, Parker, Bodiker, Lemoine
5 and Morris. Absent: Brookbank. The following business was had to-wit:

13 Councilmember Hankinson moved to approve the minutes of the previous
14 meeting as prepared, seconded.by Councilmember Parker and on unanimous
15 voice vote the motion was carried.

17 COMMUNICATIONS FROM THE MAYOR

19 Mayor Frank H. Waltermann told the Council that he had attended a neighbor-
20 hood meeting sponspored by Rick Wicks with the neighborhood around the
21 South 7th Street Park area. Mayor Waltermann stated this was an
22 organizational group of persons from 6th, 7th and 8th Streets and they
23 are interested in being actively involved in the upgrading and maintenance
24 of the South 7th Street Park. The Mayor stated they are awaiting the
25 Park Master Plan to see the best use of the Park.

27, Mayor Waltermann informed the Council that the new police vehicles are
28 ariving and that six (6) of the thirteen (13) ordered have been delivered.
29 He said that Ms. Maness would be establishing a date for a city auction
30 to sell the excess city vehicles and other unused articles. The Mayor
31 stated that the Street Department wrecker is out of service and that
32 towing is now being put out on a bid basis.

34 The Mayor stated that the weeds in sidewalks and curbs was discussed
35 at a recent staff meeting and that since the 'City is short of manpower
36 to physically remove these weeds and it is .the wrong season to use weed
37 killer he has contacted some property owners in bad areas to sec if they
38 will cut the weeds if the City will flush the sidewalks afterwards.

40 Mayor Waltermann stated that he and Councilmenber Whitesell has attended
41 a 911 meeting and that the report from George S. Olive on the 911
42 Central Dispatch was ready. The Mayor stated that he and Councilmenbers
43 Whitesell and Parker would be meeting to discuss the issues and take
44 questions along with any Council input back to a full committee meeting
45 for the 911 - Central Dispatch.

47 President Williams requested Mayor Waltermann to keep him informed of
48 any future meeting of the neighbors of the South 7th Street Park area
49 since this is his district and he would like to support their efforts.

51 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY

53 Ms. Maness informed the Council that the letter of response to the proposed
54 rate increase of Clearview Cable was in the Board of Works minutes of
55 August 22, 1985. She said the Board had denied the rate increase.

57 In response to President Williams, Ms. Maness explained that the Board
58 has control of rate increases, excepting the automatic 5% increase allowed, .
59 until December 31, 1986 when the Board's power will be eliminated and
60 the rates will be allowed to fluctuate with the market.

1 Councilmember Lemoine reminded the Council that there is a Committee of the
2 Whole meeting scheduled for September 26, 1985 at 7:00 P.M. for discussion
3 of recodification of the City Code. Councilmember Lemoine also announced
4 meetings of the Committee of the Whole for October 16, 1985 for Ordinance
E No. 47-1985 and for October 23, 1985 for Ordinance No. 84-1985.

7 Councilmember Lemoine announced a Town Meeting of the Common Council in
E District 1 on September 24, 1985 at 7:00 P.M. in the Union Hall at 1729
c South 5th Street.

1 REPORTS FROM STANDING COMMITTEES

1 Park Board •

1` Councilmember Bodiker stated that the Park Board had sane questions about
1: the recent Purchasing Ordinance since they are not authorized to make
1 emergency expenditures. He said the Park Board would be proposing sane
1: amendments to the Purchasing Ordinance. Councilmember Bodiker also
1' informed the Council that the Park Department would soon be proposing an
21 ordinance to add another member to the Park Board.

2. Plan Conattission

2' Councilmember Morris informed the Council that the Plan Commission would
2` be having a work session on September 5, 1985 at 7:00 P.M. to discuss
2: criteria on a proposed subdivision.

2 Councilmember Morris also reminded the Council that the petitioner for the
2 rezoning in Ordinance No. 76-1985 requested the ordinance be striken from
3 the agenda.. III

3 ' President Williams asked about temporary street closings by the Board of
3 Works for dances, parties, etc. Presidennt Williams stated he has received
3 many telephone calls during the night about loud music and requested the
3 Board to remind persons to keep the music quiet. Ms. Maness informed
3 President Williams that all street closings for dances and parties are only
3 .until 12:00 midnight and that after that they are in violation of the
3: approval of the request.

5' Speaking for Resolution No. 11-1985 was Ms. Lynn Johnstone with the CityIII
5% of Richmond Energy Program. Ms. Johnstone told the Council that the
5. application is for the weatherization of 250 hones and that 3,400 families
5 ' will qualify. She stated that 300.00 was alloted per home. Ms. Johnstone
5: said that 500 homes have been done in the past two (2) years.

60 President Williams asked if there were persons waitlisted and Ms. Jobocno.
6 said that they did not have a waiting list, but this program reaches people
6 never reached before.

1 Councilmember Whitesell asked if this petition can be brought back if
2 the same circumstances exist and Mr. Barden stated it would have to be
3 delayed for one year with similar issues involved.

5 Councilmember Lemoine asked if the petitioner could go to the Board of
6 Zoning Appeals and Mr. Barden said yes since this provided a different
7 relief for the variance.

9 Councilmember Elstro invited the public attending the meeting regarding
10 the zoning issue to come to the Town Meeting on September 24, 1985 to
11 discuss their drainage and water run-off problems.

61 installation of timers and sensors for the lights in the garage.

63 Ms. Merchanthouse stated that since the electric current was so costly, she
64 was in hopes this would help control the situation and she would report
65 back for any cost savings.

52 City Clerk, Mary Merchanthouse, informed the Council that they have approved
53 this ordinance on a prior occassion and due to a technicality with the
54 legal advertisement the ordinance had to acted upon again. It is for
55 matching funds for the capital equipment grant.

57 Councilmember Whitesell asked to excused fran voting on this ordinance
58 for any possible conflict of interest. Councilmember Bodiker moved to
59 allow Councilmember Whitesell to disqualify himself from voting on Ordinance
60 No. 83-1985, seconded by Councilmenber Parker and on unanimous voice vote
61 the motion was carried.
