A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
APPROVING THE ADOPTION OF THE LYNWOOD FARMERS MARKET PILOT
PROGRAM IN CONJUCTION WITH MOVIES AT THE PARK
WHEREAS, Lynwood suffers from high adult and youth obesity rates due
to inadequate access to healthy, fresh food options and recreational activities, both
of which greatly affect the quality of life in Lynwood; and
WHEREAS, Lynwood has been recognized by local, state and federal
agencies as a disadvantaged community and by the U.S. Department of Agriculture
as a "food desert'; and
WHEREAS, the Los Angeles County Public Health Office completed a
study in 2007 that stated 26% of Lynwood's youth were obese, giving Lynwood one
of the highest obesity rates in L.A. County; and
WHEREAS, a lack of access to healthy foods contributes to a decline in a
community's health, which includes a rise in obesity and diabetes rates; and
WHEREAS, City leaders are attempting to remedy these problematic
historical issues by introducing new healthy eating and life options for the
community; and
WHEREAS, a Farmer's Market would provide multiple benefits including
recreational opportunities, access to healthy food options and will compliment the
City's efforts to provide for healthy, active lifestyles in Lynwood; and
WHEREAS, the City Council agrees a Farmers' Market would meld well
with the City's Movies' at the Park Program to give alternative healthy eating
options to the community while enjoying outdoor activities at Yvonne Burke /John
Ham Park; and
WHEREAS, funding for business related special events such as Farmers'
Markets is provided for in the FY13 and proposed for the FY14 Parking and
Business Improvement District (PBID) budget.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD
HEREBY RESOLVES AS FOLLOWS:
Section 1. The City hereby authorizes and approves the Lynwood
Farmer's Market Pilot program.
Section 2. The City hereby authorizes the use of $10,000 in PBID funds
for the start up and maintenance cost necessary to conduct the Farmer's market.
FY13 PBID funds may be used if necessary to cover front cost prior to FY14
PBID fund availability up to authorized amount.
Section 3. The Farmers' market will be a City program provided through
a collaborative effort of City Departments including but not limited to Recreation
and Community Services, Public Relations, and Community Development,
subject to the Lynwood Farmer's Market 2013 Rules and Regulations attached to
this Resolution which are hereby approved.
Section 4. The City Manager, or his designee, is hereby authorized to
sign all documents necessary and appropriate to carry out and implement said
activities on the behalf of the City.
Section 5. This Resolution becomes effective immediately upon adoption.

Lynwood Farmer's Market
2013 Rules and Regulations
NAME
The market will be known as the Lynwood Farmer's Market.
The City of Lynwood name and logo are the property of the City of Lynwood and may
only be used with written permission from an authorized representative of the city.
LOCATION
Yvonne Burke /John Ham Park; 11832 Atlantic Blvd, Lynwood, CA
MARKET OUTDOOR SEASON
July 11, 2013 thru August 29, 2013
EVERY Thursday from 4:00 pm — 8:00 pm
PURPOSE
The purpose of the market is to provide a service to the community in the following
ways:
1. Provide a venue for promotion and sale of locally produced food;
2. Provide the customer with a central source for high quality, locally produced and
value added food products as well as a venue to connect with local artisan and crafts
people;
3. Provide a center of activity and education for visitors and families of our community
where they may become familiar with, recognize and value the wide variety of resources
to be found locally;
4. Increase the awareness and promotion of existing agri- tourism offerings.
GOVERNANCE
The City of Lynwood Farmer's Market is an initiative of the City Council Healthy Cities
MARKET MANAGEMENT
City staff will have full authority to implement and, when necessary, enforce the Market
Rules and Regulations and Code of Conduct.
PRODUCTS
❑ Vendors must be approved by city staff and permitted by the. Los Angeles County
Health Department and meet regulatory criteria.
❑ Hand crafted items must be original in nature and locally produced in whole by the
seller. No crafts shall be permitted that are derived from kits'or resale unless 'approved•
by city staff.
❑. Exceptions to the above regulations may be considered on a case- by- case'basisby :
city staff.
While the market does not offer exclusive rights. to any one vendor to sell anyone
product, staff may exercise their right to limit the number of vendors. to, avoid;,
excessive duplication.
VENDOR ELIGIBILITY
All vendors must reside or do business within the City. of Lynwood or the'County
of Los Angeles although consideration will be given to vendors outside ;of these::
areas
VENDOR RESPONSIBILITIES
All vendors are responsible for the following:
Compliance with all conditions laid out in these Rules, and Regulations and the.,Gode of'.
Conduct;
C- Knowledge and compliance with health and safety, regulations-,,: 4
❑ Obtaining all appropriate permits and licenses and certificates with respect to, sale of
goods offered;
u Display of an attractive, easy'to read sign with their farm orrbusiness! name and
location;
❑ Post prices for ALL items. Prices should be fair market value! Cooperation, -not-
competition. is encouraged in pricing;
❑ Provide their, own shelter (fire retardant.— .certified) , tables, - chairs, tablecloths,
displays, signs, bags, waste disposal containers, sanitation supplies and all other-
necessary items for their booth;
❑ Maintain a tidy area throughout the market day - leaving the area clean at.the end of
the day;
❑ Booths must be set up by the start of the business session and taken down
immediately after the business session, unless otherwise pre- arranged with city staff.
All regular vendors are expected at the market every week. Any occasional vendor
scheduled or regular vendor expected to be present MUST notify city staff by noon on
the day prior to the scheduled date of market if they will not be in attendance at that
session. If two (2) weeks are missed the vendors' space is subject to reassignment.
Fees paid in advance are nonrefundable.
Vendors must arrive at the market 30 minutes prior to the start of the market session or
their space may be reassigned. For the Health and Safety of the vendors and patrons
this will be strictly enforced. Please call staff on the day of market if unavoidably
delayed. The onsite staff is responsible for all space assignments.
INSURANCE
Vendors are responsible to carry their own insurance for the booth and product. Written
proof of Insurance is required with the application.
NON - COMPLIANCE WITH MARKET RULES; CONFLICT RESOLUTION AND CODE
OF CONDUCT
Any vendor who fails to abide by the market rules and regulations is subject to the
cancellation of their participation in the market without refund at the direction of the staff.
If a conflict arises and a review is necessary, a detailed description of the issue in
question must be submitted in writing to staff within 10 days of the incident or issue
arising.
FEES — 2013 OUTDOOR SEASON
Booth Fee: $25.00 per week must be submitted with the application.
Market Rates:
❑ Full (8) week Outdoor season prepaid - $ 200.00
Minimum of (4) weeks required to participate
Not for profit organizations will be charged for booth spaces.
Written proof of insurance is required with the application
All fees are payable to the City of Lynwood Farmer's Market. Receipts will be issued.
Refunds will not be issued in the event that a Full Season is purchased -.but the
purchaser does not participate in all markets that season.
