HomeMy Public PortalAbout09-07-2021 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA, SEPTEMBER 7,2021 The Common Council of the City of Richmond, Indiana met in a Regular Meeting, September 7, 2021 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR President Parker called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Doug Goss,Lucinda Wright,Bill Engle,Jeff Cappa,Gary Turner, Jane Bumbalough, Ron Oler and Larry Parker. Absent was Jeffrey Locke. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk;Emily Palmer, Controller;Tracy McGinnis,Deputy Controller; Sharry Hemingway, Payroll; Fire Chief Jerry Purcell; Beth Fields, Infrastructure and Development; Suzanne Bias, Office of the Mayor; Tony Foster, General Manager of Richmond Power and Light; Melinda Wilson; Pat Smoker,Director of the Sanitary District; Rick Funk; and, Media. APPROVAL OF MINUTES Councilor Oler moved to approve the minutes of the regular meeting held August 16, 2021, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. Councilor Oler moved to amend the Memorandum of Committee of the Whole meetings held August 23 and 24, 2021 to reflect his absence, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. Councilor Oler moved to approve the Memorandum as amended, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. PRESENTATIONS, MEMORIALS OR COMPLAINTS, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS -None COMMUNICATION FROM THE MAYOR • Strongly encouraged all eligible people to be vaccinated • There will be several memorials to commemorate 20 years since the 9/11 attack on our Country a Common Council Minutes September 7,2020 Page 2 of 3 • Review of Community Events REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the August 12 and 19, 2021 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS -None ORDINANCES ON FIRST READING Councilor Goss moved to suspend the rules and read Ordinance Nos. 38, 39, 40, 41,42 & 43-2021 on first reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. ORDINANCE NO. 38-2021 —AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2022 BUDGET The Clerk read Ordinance No. 38-2021 on first reading by title only. Ordinance No. 38-2021 was referred to the Finance Committee for due diligence and will return on September 20, 2021 on second reading and public hearing. ORDINANCE NO. 39-2021 — AN APPROPRIATION ORDINANCE FIXING THE ANNUAL COMPENSATION OF ALL ELECTED CITY OFFICERS FOR 2022 The Clerk read Ordinance No. 39-2021 on first reading by title only. Ordinance No. 39-2021 was referred to the Finance Committee for due diligence and will return on September 20, 2021 on second reading and public hearing. ORDINANCE NO. 40-2021—AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2022 SALARY ORDINANCE The Clerk read Ordinance No. 40-2021 on first reading by title only. Ordinance No. 40-2021 was referred to the Finance Committee for due diligence and will return on September 20, 2021 on second reading and public hearing. ORDINANCE NO. 41-2021 — AN ORDINANCE AUTHORIZING THE ANNUAL COMPENSATION AND BENEFITS OF RICHMOND POLICE OFFICERS • Common Council Minutes September 7,2020 Page 3 of 3 The Clerk read Ordinance No. 41-2021 on first reading by title only. Ordinance No. 41-2021 was referred to the Finance Committee for due diligence and will return on September 20, 2021 on second reading and public hearing. ORDINANCE NO. 42-2021 —AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE SANITARY DISTRICT 2022 SALARY ORDINANCE The Clerk read Ordinance No. 42-2021 on first reading by title only. Ordinance No. 42-2021 was referred to the Finance Committee for due diligence and will return on September 20, 2021 on second reading and public hearing. ORDINANCE NO. 43-2021 — AN ORDINANCE AUTHORIZING THE ANNUAL COMPENSATION AND BENEFITS OF RICHMOND FIREFIGHTERS The Clerk read Ordinance No. 43-2021 on first reading by title only. Ordinance No. 43-2021 was referred to the Finance Committee for due diligence and will return on September 20, 2021 on second reading and public hearing. ORDINANCES ON SECOND READING -None MISCELLANEOUS BUSINESS • NOMINATION FOR APPOINTMENT TO THE ECONOMIC DEVELOPMENT CORPORATION BOARD Councilor Oler nominated Ann Fennemore. This matter was held until the September 20, 2021 meeting to allow time for additional nominations.
