The Animal section of the City Code had a major overhaul in 2001. Since then there have
been minor changes; however, Section 91.02 (a) & (b) still need updating.
The Clerk’s Office has been responsible for animal licensing and has always required
proof of rabies vaccination when they purchase their license, but it was not dictated in the
City Code. Section 91.02(h) references the State Statutes and regulations governing rabies
immunization, but does not require proof of immunization before being issued a license.
As far as animal licenses being current before accepting payment for a violation, this was
added because not having tags is a violation also.
After review by the City’s Corporate Council and Controller they are in agreement.
