PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA SEPTEMBER 17, 1984
1 The Common Council of the City of Richmond, Indiana met in regular session
2 September 17, 1984 at the hour of 7:30 p.m. in the Council Chambers in the
3 Municipal Building in said City. President Elstro presided with the following
4 members present: Councilpersons Hankinson, Whitesell, Parker, Bodiker and
5 Lemoine. Absent: Councilpersons Williams, Brookbank and Morris. The following
6 business was had to wit:

14 Councilperson Hankinson moved to approve the minutes of the previous meeting
15 as prepared, seconded by Councilperson Whitesell and on unanimous voice vote
16 the motion was carried.

18 REPORT FROM STANDING COMMITTEES

20 Transportation, Community Development and Couununity Services

22 Councilperson Lemoine reported that the Transportation Couniittee will be
23 meeting at noon on the 24th of September, 1984 with Mr. Ralph Willis in the
24 Community Room of the Municipal Building for an update on the Transportation
25 System.

27 REPORTS FROM' SPECIAL COMMITTEES

29 Arts Council

31 Councilperson Lemoine reported that on September 10th 1984, a group of people
32 met, at the invitation of Mr. Wayne Vincent and Louise Weisenhunt,to discuss
33 organizing a consortium of the arts for Wayne County. The next step is to
34 form a couunittee of about 12 people to serve as a •steering committee for such •
35 consortium. Volunteers for that project should contact Wayne Vincent.

37 A sub-couuuittee has been formed on finance for the renovation of Civic Hall
38 which is investigating funding sources for the renovation profect. A feasibil
39 ity study is continuing.

41 Park Board

43 Councilperson Bodiker reported that at the last meeting of the Park Board,
44 a contract was signed with Mr. Joe Frank to continue his organic conversion
45 project. Also a contract was signed with the Hill Co. to maintain the Little
✓ 46 League Parks an Peacock.

48 Councilperson Bodiker also reported that some complaints had been received -
49 about the noise level of some of the bands using the Park facilities for
50 concerts. This matter needs to be investigated.

52 Councilperson Parker asked of Councilperson Bodiker concerning trees-being—
53 removed in the Clear Creek area. He has received some complaints from the
54 residents of the area about the tree removal and would like to know if there
55 is a policy on removing healthy trees.

57 Councilperson Bodiker responded that knew nothing of a plan for tree removal
58 but would investigate the matter with the Board of Public Works and Safety
59 who is now in charge of tree removal on City property.

61 Airport Board

63 Councilperson Lemoine reported that October 19 is the due date for the final
64 application to:the Dept. of Commerce regarding the instrument landing system.
65 Several favorable letters have gone to the State Department on Economic

1 Development supporting the Instrument Landing System.

3 I Councilperson Lemoine also passed on a report from Mr. Paul Hedges that
4 gasoline sales for July and August were about 10,000 gallons more than had
5 been anticipated and budgeted for this year.

7 Community Services

9 Councilperson Whitesell reported that the Fall meeting sessions would begin
10 September 21st with a meeting at the Pizza Queen Restruant. The Board will
11 meet at 11:00 a.m. with the regular monthly meeting at 12:00 noon. Whitesell
12 will attend the meeting.

14 INTRODUCTION OF MISCELLANEOUS BUSINESS

16 President Elstro extended a welcome to Centerville High School students who
17 were visiting for educational purposes.

19 Cable TV

21 New Cable TV Manager, Mr. Rich Cody, introduced himself to the Council and
22 stated he would be happy to field any questions. Mr. Cody is aware of the
23 problems with area Cable service and stated that he will made no promises .

25 Councilperson Whitesell welcomed Mr. Cody and asked if he planned to continue
26 regular meetings with Council to keep them updated on plans of the cable
27 system and progress on problem solving. Mr. Cody stated that he will continue
28 this program to keep cities informed.

30 Miscellaneous

32 Councilperson Bodiker expressed a concern about a new business trying to
33 locate in the City and being halted by bureauocracy. Councilperson Parker
34 questioned Mr. Bodiker as to whether there was anything this Council could
35 do to help in the matter. Mr. Bodiker replyed that the company was turned
36 down at the State level for funding and did not know the reason why. Council-
37 person Hankinson stated that having the Economic Development Director an
38 staff would help tremendously in a case such as this. Councilperson Parker ;
39 stated his concern in being left out of these matters of business locating
40 in Richmond.

44 Councilperson Whitesell moved to suspend the rules and read Ordinances No.
45 47,111,112,113 and 114-1984 by title only seconded by Councilperson Hankinson
46 and on a unanimous voice vote the motion was carried.

48 The Clerk read by title only Ordinance No. 47-1984 - AN ORDINANCE IMPOSING
49 RESTRICTIONS ON PARKING IN DESIGNATED RESIDENTIAL DISTRICTS AND AUTHORIZING
50 THE CONDITIONAL ISSUANCE OF PARKING PERMITS TO RESIDENTS OF SUCH DISTRICTS.

52 Councilperson Whitesell moved to amend Ordinance No. 47-1984 as presented
53 at a Committee of the Whole meeting and presently in Council packets seconded
54 by Councilperson Hankinson and on a unanimous voice vote the motion was
55 carried.

57 Amended Ordinance No. 47-1984 will be advertised for public hearing.

59 Councilperson Hankinson stated his objection at residents having to pay for
60 a parking permit when they have already paid taxes to maintain the streets
61 in front of their homes.

41 extra;terminals that have been purchased. Mr. Klose stated that he would be
42 g1a-ril to,see -tiat_a cost and time saving report is made.
