PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, SEPTEMBER 4, 1984
1 The Common Council of the City of Richmond, Indiana, met in regular session
2 September 4, 1984, at the hour of 7:30 P.M. in the Council Chambers in the
3 Municipal Building in said City. President Elstro presided with the following
4 members present: Councilpersons Williams, Brookbank, Hankinson, Whitesell,
5 Parker, Bodiker, Lemoine and Morris. Absent: None. The following business
6 was had to-wit:

14 Councilperson Williams moved to approve the minutes of the previous meeting
15 as prepared, seconded by Councilperson Brookbank and on unanimous voice vote
16 the motion was carried.

18 COMMUNICATIONS FROM THE MAYOR

20 Mayor Frank Waltermann stated to the members of Council that he was asking
21 their support to prevent the State of Indiana from shelving the East Main
22 Street Improvement Project. The State has indicated to officials of the City
23 that due to negative feelings and comments from the citizens of Richmond
24 the State might not be continuing with the project. Mayor Waltermann
25 said the project is needed to reduce congestion and for the safety of the
26 citizens of Richmond. The Mayor commented that he is presenting Resolution
27 No. 25-1984 to the Council for their consideration and that in this
28 Resolution the State of Indiana Department of Transportation is requested
29 to proceed and complete the East Main Street project as planned.

31 Mayor Waltermann brought attention to the portion of the Resolution
32 committing Local and Road and Street funds to be used immediately to replace t ees
33 that will be removed along this project route. Mayor Waltermann also
34 requested the community at large to help the City participate in this
35 project to make the corridor cowming into the City from the East a
36 beautiful and pleasing road into our community.

38 Mayor Waltermann said that in addition he would like to obligate the City's
39 Federal Aid Urban Funds that were earmarked for the South L Street;=and Industries
40 Road Project to be used for the reconstruction of the Main-Street Bridge.

42 Mayor Waltermann stated that the East Main Street Project is a progressive
43 program and will be acceptable to the public and that he will be an advocate
44 for the completion of the project and the improvement of East Main from
45 the Eastern boundry of the City to the N.W. 1st Street intersection.

47 Councilperson Williams commented that he was impressed that the City was
48 going to place some emphasis on the Main Street Bridge. He also questioned
49 if a count of trees on East Main Street had been made regarding good and bad
50 trees.

52 Mayor Waltermann stated that there will be a presentation made by a group of
III53 citizens regarding such questions as the number of good and bad trees.

55 PRESENTATION OF REMONSTRANCES, PETITIONS AND MEMORIALS

57 Mr. Michael Allen of 3090 Parkwood Drive, representing a group of citizens
58 of Richmond requesting the Council to support the East Main Street Project,
59 madea :presentation to the Council regarding the condition of East Main
60 Street and the need for this project to be continued as originally planned.

62 Mr. Allen stated that the area from 16th Street to 3Oth Street had become
63 an emotional issue over the trees involved and no reference had been made as
64 to the condition of the roadway, curbs or the condition of the trees in
65 question.

1 Mr. Allen stated he had asked the State to extend their file time from the
2 August 17th date to three weeks from that date,and that request was granted
3 by the State.

5 Mr. Allen stated that in having done a survey they discovered there were only
6 59 trees that could be called generally healthy. In the approximately four-
7 teen block area there are on the average two (2) trees per block. The
8 conditions of the sidewalks are deteriorated, uneven or non-existant in that
9 area. The curbs were determined to be broken, deteriorated or non-existant
10 and the road way was highly crowned, uneven, bumpy and congested. Mr.
11 Allen commented that if the project proceeds as plans the City could have a
12 new roadway with a middle turn, new curbs, new sidewalks and a new sewer
13 system.

15 Mr. Allen presented a report from the Richmond Police Department indicating
16 that the safety in the area is also a problem. In 1983 accidents occuring
17' from 16th to 30th Street numbered 62 and to date in 1984 there have been
18 26 accidents in that area.

20 Mr. Allen presented the Council with photographs of the trees, sidewalks and
21 storm_sewers. A videotape presentation was also presented and a petition
22 with 300 signatures of residents in support of the East Main Street Project
23 was given to the Council.

25 Also speaking in support of the East Main Street was Mr. Bill Delk of 1205
26 Hunters Point Drive representing the Chamber of Commerce. Mr. Delk
27 stated that Chamber is looking into planting trees along the entrance way to
28 our City. The Chamber of Commerce will help with the tree planting project
29 and already has the support of the Arboretum end a local nursery to assist
30 with the planting Of uniform trees, planted properly.

32 Also speaking in support of the East Main Street project was Mr. Robert
33 Van Pelt of 3025 Backmeyer Road. Mr. Van Pelt commented that the hearing
34 held by the State of Indiana was fairly objective to a certain point, but
35 then the question was asked "Are you for the trees or against the trees?"
36 He indicated that possibly the federal government could intervene if the
37 citizens feel they are being treated unfairly. Mr. Van Pelt feels the
38 project is a sound project, but must be approached with aesthetics in mind.

40 Mr. Ray Lecih, Executive Director of the Chamber of Commerce, endorsed
41 Resolution No. 25-1984 and committed the Chamber to try and help financially
42 with the replacement of the trees.

44 Mr. Glenn A. Goerke, President of the Richmond Area Chamber of Commerce,
45 sent the following letter to the Council:

47 Ladies and Gentlemen of the Council:

49 I am writing to ask that you reconsider your stated position regarding
50 the State of Indiana's proposal to widen East Main Street. Though I am
51 sure your decision to oppose the widening of East Main Street was made
52 with the best of intentions, I feel it was a decision made without
53 adequate debate and without presentation of all the facts.

55 Since your action, a number of local taxpayers and members of the
56 Richmond Area Chamber of Commerce has researched the impact of the
57 proposed widening on the surrounding area. They feel they have sub-
58 stantial evidence that the widening would not endanger a significant
59 number of mature and healthy trees, but would make that particular
60 stretch of heavily-used roadway safer and more efficient.

62 Better roads mean a better economic future for our city. The proposal
63 to widen East Main is a proposal for better roads. Such a proposal shoul
64 not be lightly dismissed, particularly for reasons which may or may not
65 be valid.

1 An extensive public discussion is needed on this issue. The Richmond
2 Common Council is a proper forum for such a discussion. I ask that
3 you allow that discussion to resume in the light of newly documented
4 opposition. to your earlier position.

6 After all sides are heard, the Chamber will stand ready to support
7 any logical. decision which emerges from the Council.

12 Ralph Willis stated that he had talked with the State and that the opposition
13 from the Citizens of Richmond had been construed as opposition to the total
14 project. .

16 Councilperson Bodiker stated that the Council had voted 9 to 0 in support
17 of a previous Resolution that was only in objection to the portion of the
- 18 project from 16th to 30th Street since they felt there was no .-need for a
19 freeway in residential district. They felt that .this would also save
20 project funds.

22 President Elstro stated that Resolution No. 25-1984 will be presented for
23 action at its proper place on the Agenda.

25 REPORT FROM BOARD OF PUBLIC WORKS & SAFETY

27 Ms. Maness reported that the Board of Works had eliminated 15 parking spaces
28 in front of the High School to assist with loading and unloading of
29 students, that parking. had been limited to the South Side of South J Street
30 from-_13th to 15th and that change orders for the. South L Street regarding
31 sidewalks had been approved.

33 Councilperson Parker asked Mr. Willis about the new one man trash pick up
34 system and that he had received many comments about not placing the
35 dumpsters involved in the system in residential areas.

37 Councilperson Whitesell also commented that he felt these dumpsters were
38 not appropriate along the street on North A in the residential areas.

40 Mr. Willis stated that this was a system for business and commercial
41 districts and not residential. The few residential houses on these routes
42 do have the dumpsters, but he feels that the area is much cleaner without
43 the open trash. •

45 REPORTS FROM SPECIAL COMMITTEES

47 Reid Hospital

49 Councilperson Brookbank reported that Reid Hospital had received their
50 urban status back as opposed to the rural status.

52 Enterprise Zone

54 Councilperson Brookbank announced that activity has begun in the Zone
55 with the addition of the business Imperial Sales at North' 17th and Railroad
56 Streets.

58 INTRODUCTION OF MISCELLANEOUS BUSINESS

60 Mr. Sam Neff of 329 S.W. 1st Street gave a -presentation to the Council
61 regarding a Sister City in the Soviet Union. Mr. Neff stated that he had
62 recently traveled in the Soviet Union and was able to make some steps
63 forward on this project. Mr. Neff presented the City of Smolensk as a
64 possibility and showed the Council a slide -presentation of the City. He
65 also met with an official delegation in Smolensk that agreed on an informal

exchange of information with Richmond. Mr. Neff also presented the Mayor
gifts from Smolensk and encouraged President Elstro and Mayor Waltermann
resp.otid.Ito appropriate officials in Smolensk.

5 Mayor Waltermann thanked Mr. Neff for the gifts and stated his office would
6 follow up with appropriate responses.

Councilperson Whitesell asked as to the status of the South 9th Street
Railroad Bridge and Mr. Barden commented that he and Mr. Willis had made
1i written contact with the Railroad regarding the problem.

27 Councilperson Bodiker questioned as to time on the reconstruction of theIII
28 Main Street Bridge. Mr. Willis stated that with obligation of Federal
A Aid Urban Funds we can speed the project up from 10 to 12 years as it now
3d stands to three to four years. The State needs the time to prepare the
31 plans and to place it into their planning. The action in Resolution No. 25-
34 1984 obligates the funding for the Main Street Bridge.

3 Councilperson Parker asked what obligating these funds means to the South L
3 Street Project. Mr. Willis said this will create some delay on the South L
3 Street and Industries Road Project as far as continuing past the approved
31 portionunder conttruction.
39 President Elstro announced that Resolution No. 25-1984 was open for public
4q discussion. Hearing none, Councilperson Williams moved for adoption of
4 Resolution No. 25-1984, seconded by Councilperson Parker and on a voice
4 , vote with Councilperson Morris voting no the Resolution was adopted.

4 Councilperson Bodiker moved to suspend the rules and read Ordinances 91,

5 Councilperson Williams commented that he will support this Ordinance and
6 feels that the firefighters need to be upgraded paywise.

8 Councilperson Whitesell asked how long longevity pay has been in effect for
9 firefighters and has it been effective.

11 Ms. Maness commented that under the new pension plan passed in 1977
12 the men cannot draw:retirement .benefits until age 55 even though they retire
13 after 20 years, they feel that with better longevity benefits the fire-
14 fighters will stay on the force past 20 years.

39 Fire Chief Bosell explained this money will be put into training to use
40 1,000.00 for EMT Training. with Ivy Tech and 2,000.00 for State Fire School.

42 In response to a question from Councilperson Lemoine, Chief Bosell stated
43 that the men were being allowed to sign up to attend the schools.

45 Councilperson Morris asked Chief Bosell when they were going to start basic
46 training. The Chief commented they will start documentation of basic
47 training based on going back two (2) years in the State Fire Marshall's
48 Office.

15 Ms. Maness explained that these were funds appropriated for the radio for
16 the Police Department that were excess and were- being transferred to pay
17 delinquent bills for repair of traffic signals that had been damaged: in
1I8 accidents and reimbursement had not been made to the City for the
1l9 accident. The delinquest bills are owed to Richmond Power & Light.

211 Insurance Claims are now being filed to make certain that all claims will be
22 paid to the City to cover these accidents• in the future. The bills will
2b only be paid back seven years.

32 Ms. Maness explained that 30,000.00 will be transferred from supplies
33 that will not be needed for the remainder of this year into personal
34 services to cover payroll for employees working on roads and streets.
35 The Street Department will then be able to transfer that amount from their
