President Elstro presided 4 with the following members present : Councilpersons Williams , 11/ 5 Brookbank, Hankinson, White'sell , Parker, Bodiker, Lemoine and 6 Morris . The following business was had to-wit : 7 8 PLEDGE OF ALLEGIANCE 9 10 President Elstro led the Council and others attending the 11 meeting in the pledge .to the Flag . 12 13 DEVOTIONS 14 15 Bishop Francis Daniels gave devotions . 16" 17 APPROVAL OF MINUTES OF DECEMBER 19 , 1983 18 19 Councilperson Williams moved the minutes of the previous meet- 20 iig " be approved as received, seconded by Councilperson Parker, 21 and on unanimous voice vote the motion was carried. . 22 23 RESOLUTIONS 24 25 Resolution No . 1-1984 26 27 Councilperson Bodiker moved to suspend the rules and read 28 Resolution No . 1-1984 by titleonly, seconded by Councilperson 111 29 Williams , and On unanimous voice vote the motion was carried. 30 31 The Clerk read by title only Resolution No . 1-1984 - A RESOLU- 32 TION ESTABLISHING AN ECONOMIC DEVELOPMENT PLAN FOR THE CITY 33 OF RICHMOND, INDIANA. 34 . 35 Councilperson Bodiker moved Resolution No . 1-1984 be referred 36 to the Committee of the Whole for further study, seconded by 37 Councilperson Williams , and on unanimous voice vote the motion 38 was carried. 39 40 Resolution No . 2-1984 41 42 Councilperson Bodiker moved to suspend the rules and read 43 Resolution No . 2-1984 by title only, seconded by Councilperson 44 Williams , and on unanimous voice vote the motion was carried. 45 46 The Clerk read_ by title only Resolution No . 2-1984 - A RESOLU- 47 TION OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA 48 WHICH AUTHORIZES AND DIRECTS THE CLERK OF THE CITY OF RICHMOND, 49 INDIANA TO PROVIDE HUMAN AND ENVIRONMENTAL SERVICES AS A FUNC- 50 TION OF THE CLERK' S OFFICE, AND AUTHORIZES AND DIRECTS THE 51 CLERK TO OVERSEE AND SUPERVISE THE PROVISIONS OF SUCH SERVICES . 52 53 Councilperson Williams moved Resolution No . 2-1984 be referred III54 to the Committee of the Whole for further study, seconded by 55 Councilperson Bodiker, and on unanimous voice vote the motion 56 was carried. 57 58 Resolution No . 3-1984 59 60 Councilperson Bodiker moved to suspend the rules and read 61 Resolution No . 3-1984 by title only, seconded by Councilperson 62 Whitesell , and on unanimous voice vote the motion was carried. 63 64 The Clerk read by title only Resolution No . 3-1984 - A RESOLU- 65 TION OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA 41.0 COMMON COUNCIL MINUTES January 3 , 1984 Page 2 1 AUTHORIZING THE APPOINTMENT OF A COMMISSIONER TO THE INDIANA 2 MUNICIPAL POWER AGENCY, AND DESIGNATING THE COMMISSIONER. 3 4 Councilperson Williams moved Resolution No . 3-1984 be referred 5 to the Committee of the Whole for further study, seconded by 6 Councilperson Brookbank, and on unanimous voice vote the 7 motion was carried. 8 9 Resolution No . 4-1984 10 11 Councilperson Bodiker moved to suspend the rules and read 12 Resolution No. 4-1984 by title only, seconded by Councilperson 13 Williams , and on unanimous voice vote the motion was carried. 14 15 The Clerk read by title only Resolution No . 4-1984 - A RESOLU- 16 TION OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA 17 WHICH AUTHORIZES AND DIRECTS THE CLERK OF THE CITY OF RICHMOND, 18 INDIANA TO SERVE AS THE MANAGER OF THE OFF-STREET PARKING FUND. 19 20 Councilperson Williams moved Resolution No . 4-1984 be referred 21 to the Committee of the Whole for further study, seconded by 22 Councilperson. Bodiker, and on unanimous voice vote the motion 23 was carried. 24 25 Councilperson Williams stated that the Council needed to 26 research these Resolutions and have questions answered about 27 them before further action could be taken. The Committee 28 of the Whole will meet on January 12 , 1984, at the hour of 29 6 :30 P.M. in the Board of Works Room at the Municipal Building. 11/ 30 Councilperson Williams asked that the appropriate representa- 31 tives be at this meeting to clarify any questions on the 32 Resolutions and any Ordinances . 33 34 Councilperson Parker suggested that General Manager Irving 35 Huffman of the Richmond Power and Light Plant be invited to 36 the Committee of the Whole regarding Resolution No . 3-1984. 37 38 COMMUNICATION FROM THE MAYOR 39 40 Mayor Frank Waltermann stated that either he or a representa- 41 tive from his office will attend each Council meeting. He 42 further stated that the Resolutions and Ordinances on the 43 agenda for this meeting were dealing with the first phase 44 of his plan for reorganization of the City. The Mayor stressed 4.5 that timing was all important on these matters , and that he 46 will attend the meeting of the Committee of the Whole and 47 also have his representatives there . 48 49 Mayor Waltermann stressed that calls from members of Common 50. These persons will represent lodging, travel 34 and the Chamber of Commerce . Names suggested by the Tourism 35 Board wer_e : . Al Barzacchini, representing lodging; Linda 36 Von Pein, representing travel ; and David Runyon from the 37 Chamber of Commerce . 38 39 Councilperson Hankinson moved to accept the names as submitted 40 by the Tourism Board and close the nominations to the Board, 41 seconded by Councilperson Brookbank, and on unanimous voice 42 vote the motion was carried. 43 44 Councilperson Bodiker requested a copy of Ordinance No. 43- 45 1983 be forwarded to the new Councilpersons . He also stated L6 that all Resolutions and Ordinances referred to the Committee 47 of the Whole would be studied thoroughly. He stated that 48 planned change was good, but change for the sake of change 49 was not needed. 50 51 ' President Elstro commented on the good cross-section of repre- 52 sentatives on Council , and that they were looking forward 53 to a good working relationship with the administration and 11/ 54 would take their responsibilities seriously. 55 56 ADJOURNMENT 57 58 There being no further business on motion duly made, seconded 59 and passed, the meeting was adjourned. 60 61 Howard Jack Elstro 62 President 63 64 65 ATTEST: Mary Merchanthouse City Clerk 413 PROCEEDINGS OF A SPECIAL MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA JANUARY 3 , 1984 1 The Common Council of the City of Richmond, Indiana, met 2 in special session January 3 , 1984, at the hour of 6 :30 P.M. 3 in the Council Chambers in the Municipal Building in said 4 City. President Pro Tem Parker presided with the following 5 members present : Councilpersons Elstro, Williams , Brookbank, 6 Hankinson, Whitesell , Bodiker, Lemoine and Morris . Absent : 7 None . The following business was had, to-wit : 8 9 ELECTION OF PRESIDENT AND PRESIDENT PRO TEM OF THE COMMON 10 COUNCIL 11 12 President Pro Tem Parker announced the floor was open for 13 nominations for President for 1984. 14 15 Councilperson Whitesell nominated Councilperson Elstro for 16 President of the Common Council for 1984 .. The motion was 17 seconded by Councilperson Morris . 18 19 Councilperson Hankinson moved the nominations be closed, 20 seconded by Councilperson Bodiker, and on unanimous voice 21 vote the motion was carried. 22 23 President Elstro announced the floor was open for nominations 24 for President Pro Tem of the Common Council for 1984. 25 26 Councilperson Brookbank nominated Councilperson Williams 27 for President Pro Tem. The motion was seconded by Council- 28 person Bodiker. 29 30 Councilperson Lemoine moved the nominations be closed, second- 31 ed by Councilperson Parker, and on unanimous voice vote the 32 motion was carried. 33 34 ELECTION OF CHAIRMAN AND VICE CHAIRMAN OF THE RICHMOND POWER 35 & LIGHT PLANT BOARD 36 37 President Elstro announced the floor was open for nominations 38 for Chairman of the Richmond Power& Light Plant Board of 39 Director for 1984. 40 41 Councilperson Morris nominated Councilperson Whitesell for 42 Chairman of the Richmond Power & Light Plant Board.
