HomeMy Public PortalAboutWater Commissioners -- 2020-11-03 Minutes Meeting was called to order at 11 : 05 AM by Cynthia Baran , member. Those present were ; Lem Skidmore , and Liaison Mary Chaffee , Sherry Theuret , Administrative Supervisor and Paul Anderson , Superintendent . Pursuant to Governor Bakers March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law and his March 15 and March 23, 2020 Orders imposing strict limits on the number of people that may gather in one place, this meeting will be conducted via remote participation to the greatest extent possible. Specific Information and the general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting may be found on the Town's website at www. brewster-ma .gov, For this meeting, members of the public who wish to listen to the audio broadcast may do so via the Town of Brewster website at http://liyestream . brewster-ma .aov or on Channel 18. No in-person attendance of members of the public will be permitted, but every effort will be made to ensure the public can adequately access the proceedings in real time via technological means. The Town has established specific email addresses for each board and committee that will be meeting remotely so that residents can send their comments in writing either before or during the meeting. For this meeting, please send contact panderson@brewster-ma.eoV. in the event we are unable to live broadcast these meetings, despite best efforts, we will post on the Town website an audio recording, transcript, or other comprehensive record of proceedings as soon as possible after the meeting at http://tv. brewster-ma ,gov. • Call to Order — 11 : OS • Declaration of a Quorum — Roll call complete by water commissioners • Meeting Participation Statement — Read by Cynthia Baran — Chair • Care and custody of lands in the Punkhorn Parkland ( and hunting discussion ) o Chris Miller from Natural Resources Director for the Town of Brewster ■ See attachment for draft of 2020 — 2021 Town of Brewster Hunting Regulations . ■ Survey of deer done by the State of Massachusetts . ■ State indicated deer are at a higher population and would be ok with hunting since food source is not sustainable due to growing population . ■ Hunting with bow & arrow and black power . Must be in tree stand . ■ Allow for deer and turkey only . ■ Select board will vote after the decision is made from the Conservation and Water commissioners . ■ Allow policy to extend hunting to the punkhorn and south west parcel . ■ Regulations are enforced by the Mass Environmental Police and Brewster Police . • Motion by Commissioner Skidmore to approve the proposed the hunting regulations and for the commissioners to be able to provide a final decision . 2nd by Commissioner Baran • Vote 2 -0-0 • Superintendent' s Report • Flushing of east end of town complete, west side will be done in the spring 2021 . • Crosby culvert project — goal to eliminate water main under a culvert and a sand dune . • No led and copper issues in water system • Re - sampling the schools but, nothing alarming . • Completed OSHA construction course • Working on hydraulic model — to ensure fire protection • PFAS grant — pay for water sampling . Will provide further information at later date . • Awarded pressure washing to contractor, will start in the next couple of weeks j • Working with Mass Maritime — Table Top Exercise in emergency response training project j • Office Manager' s Report • Nothing to report i t' l I i l 9 i i Minn! n W1411atm • Approval of August 21St and October 2nd Minutes o August 21st minutes ■ Motion by Commissioner Skidmore to approve the minutes for the August 21St meeting, 2"d by Baran — Roll call vote : 2- 0-0 o October 2nd minutes ■ Motion by Commissioner Skidmore to approve the minutes for the August 211t meeting, 2nd by Baran — Roll call vote : 2-0-0 • For Your Information o Weathervane water main — 2 applicants wanted town water . ■ Watermain is complete but, there are concerns with how the easements are going to be restored . ■ Water main needs to be sampled and tested . The water department system has achieved one of the top compliance scores in the Medium and Large Community System category of the 2020 Public Water System Awards Program . o Copy of Award Attached . o White Caps — Field Project ■ Updates to the stands and things surrounding the field i ■ Hydration Station was not included in the original plans . Superintendent to have meeting about adding the hydration station due to the amount of activity at the field { and providing citizens with drinking water . 1 o Great Fields Road — Water Main Project ■ Hydrants along the water main confirmed and approved with the Fire Chief. ■ Project to start in the spring or fall of 2021 . i 3 o Pressure washing of tanks ■ Project anticipated to start Monday, December 7th ■ Reverse 911 will be sent to all abutters ■ National Wash Authority is the contractor — did project in 2016 ■ Engineer to check the exterior after tanks are washed to see if any work can be done to prolong the life of the tanks . 1 1 i it f I s k a o Lead and Copper in Schools ■ Lead and Copper levels could have been higher due to aggressive flushing of water main system . ■ 2nd testing of school indicated the levels were much lower ■ Commissioner Brown recommended the change out of the water meter and valve . Older brass meters and fixtures contain lead . There was a similar situation in Orleans where changing the water meter and cellar valve made a difference in the detection of lead . ■ Superintendent sent letter to the schools explaining the reasons for the results of lead and copper levels in schools . o Well 3 Re - development ■ With the assistance of Commissioner Brown she provided the specifications for the re - development of Well 3 in anticipation of putting out to bid . ■ May be issues with discoloration of water and iron levels • Office Manager' s Report o Starting meter reading for February 1st billing statements . • Approval of November 6th Minutes o Motion by Commissioner Brown to hold off on approval of minutes since she was not at the last meeting . Motion 2nd by Commissioner Skidmore . ■ Roll Call Vote : 2 - 0 -0 • Discussion regarding 19 Tracy Lane Final Bill o Final bill was requested for the sale of 17 & 19 Tracy Lane in July 2020 . Two final bills were sent to the agent but, the closing attorney only received the final bill for 17 Tracy Lane . The final bill for 17 Tracy Lane was paid for but, the water department never received payment for 19 Tracy Lane . Multiple inquiries were made for the final payment . The buyers attorney indicated only one bill was received and paid for . Buyer' s attorney submitted the new mailing address of the seller . ■ Final bill sent to the seller to his new residence . ■ Seller indicated he would pay the bill in the next week or two . • Superintendent does not want to abate the bill because it was not in error of the water department . • For Your Information — N /A • Matters Not Reasonably Anticipated by the Chair o White Caps Field Hydration Station ■ Superintendent asking for $ 7000 to purchase a hydration station and to be paid from the water department construction account . ■ Superintendent to have meeting about new site and installation of hydration station . • Commissioner Skidmore requesting a brief synopsis of what a hydration station is since he is a new water commissioner and was not present during original discussion and planning of hydration stations . W o Liaison Chaffee provided explanation of hydration stations and the benefits of providing clean drinking water to the community and to eliminate the use of single use plastic bottles . • Motion by Commissioner Brown to grant the $ 7000 to purchase a new hydration station for White Caps Fields .
