Allin Thompson called the meeting to order at 4 : 10 pm .
Chuck Bartlett moved approval of the minutes of October 13 , 2020 , and DeeDee Holt
seconded the motion . Minutes were approved on a vote of 5 - 0 - 2 with Fran
McClennen and Ryan Bennett abstaining.
Carole Ridley provided the following update on activities .
The FY 22 budget was presented as a level funded budget. The $ 132 , 000 budget
consists of $ 62 , 500 in administrative expenses and $ 69 , 500 in program expenses .
Accordingly the Town allocations are proposed to be the same as in FY211 $ 46, 200
( 35 %) each in Orleans and Chatham, in $ 23 , 760 ( 18 %) in Harwich, and $ 15 , 840
( 12 %) in Brewster . Dolly Howell moved approval of the budget and Ms . Holt
seconded the motion . The vote was 7 *l in favor.
The contract for the SNEP WG20 grant of $ 132 , 278 has been executed and funds can
now be disbursed . The funds will be used primarily for modeling ($ 105 , 000) ,
nitrogen removal from stormwater management ($ 16, 178) , technical assistance
($ 10, 000 ) and community outreach ($ 1 , 000 ) . Wright Pierce has submitted a
proposal for its contract to complete the stormwater and technical assistance tasks .
When match from the Pleasant Bay Alliance is included, these tasks total $ 18, 172
and $ 12 , 000 respectively for $ 30 , 178 . Wright Pierce will contribute $ 1 , 000 in non -
billable time . Walter North moved approval of the contract. Ms . Holt seconded the
motion, which was voted 6 - 0 - 0 (Ms . McClennen left the meeting) .

Work under the SNEP WG18 grant continues . A meeting was held with SMAST to
review questions about the modeling raised by MassDEP . The discussion concluded
that the attenuation factor for upper Muddy Creek is zero, sentinel station threshold
concentrations will not change, and SMAST may adopt a new model platform . A
draft modeling report is due in early January.
Work is also continuing with the SNEP Technical Assistance Network, The
Watershed Work Group had a chance to discuss the financing options presented by
the Technical Assistance Network. The sentiment of the group is interest in working

collaboratively through the Alliance , which is already formalized through an MOU by
the towns, and also has a separate IMA for the watershed permit work. Stormwater j
management issues are already in the Alliance ' s purview per our locally and state
approved resource management plan . Through this approach we would propose to
introduce the concept of collaboration (joint projects, shared equipment,
monitoring, etc) and see what additional organizational frameworks would be
needed (i . e ., amend the IMA, or create a new one for stormwater issues) .
Follow up on the stormwater BMP tracking and accounting presentation at the
October 291h will be discussed at the December 3rd Work Group meeting.
The Coastal Work Group is working to refine the scope and budget for the new CZM
resilience grant. The revision is intended to address questions raised by CZM about
site conditions and the causes of erosion . A revised scope and budget will be
discussed at the Coastal Work Group meeting on November 18th at 12 : 00 pm .
The meeting adjourned at 4 : 48 pm on a motion from Ms . Holt and a second from Ms .
Howell . The vote was S - O - O (Ms . Bennett left the meeting.)
