PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, DECEMBER 5, 1983
1 The Common Council of the City of Richmond, Indiana, met in regular
II/ 2 session December 5, 1983 at the hour of 7:30 p.m. in the Council Chambers
3 in the Municipal Building in said City. President Mills presided.with
4 the following members present: Messrs. Elstro, Williams , Ms. Henry, -
5 Hankinson, Welch, Parker, Carter and Paust. Absent: None. The following
6 business was had, to-wit: -

10 Councilwoman Henry gave devotions.

12 APPROVAL OF MINUTES OF-NOVEMBER 21 1983

14 Councilman Hankinson moved the minutes of the previous meeting be approved
15 as received, seconded by Councilman Welch and on unanimous voice vote the
16 motion was carried.

18 PETITIONS TO STREET LIGHT COMMITTEE

20 Councilman Hankinson presented a petition from 133 of the 150 residents at
21 Cambridge Square requesting street lights on South "A" Street from Garwood
22 west to the dead end of South "A" Street.

24 Councilman Elstro presented a petition from 5 residents requesting street
25 lights on Straightline Pike.

27 REQUEST FOR SISTER CITY PROGRAM WITH SOVIET UNION

29 Ms. Pat Barcom, Vi Post Road, representing people who are interested in
30 developing a sister city in the Soviet Union, requested Council prepare
31 and send a letter of greeting, offering a hand of friendship. They hope
32 to develop a. people-to-people relationship with a city- of comparable size
33 to Richmond in the Soviet Union. The idea came from Paul and Marie Turner,
34 who have visited the Soviet Union. They have talked with merchants who
35 have given gifts to be sent. Mr. Jim Waltermann, who has done research on
36 this project, was also present.

38 President Mills instructed City Attorney Ed Anderson to write a resolution
39 to come before Council-on December 19.

41 WELCOME TO STUDENTS IN AUDIENCE
42 ----43 President Mills welcomed students from Richmond and Centerville High
44 Schools in the audience.

46 APPOINTMENT OF COUNCIL REPRESENTATIVE TO POLICE MERIT COMMISSION
47 V. - - -48 City Clerk JoEllen Trimble reported she received a letter from the Merit
49 Committee of the Police Department stating they appointed Dr. John Egger
50 as their representative to the Police Merit Commission. Council now must
51 appoint a representative from the category of religion. Rev. Craig Bell
II 52 is now serving. in this category and has agreed to serve another term if
53 it is Council's pleasure,

55 Councilman Welch moved to nominate Rev. Bell to serve another term on the
56 Police Merit Commisison, seconded by Councilman Paust and on unanimous
57 voice vote the motion was carried.

59 APPOINTMENT TO BOARD OF TRUSTEES OF MORRISSON--REEVES LIBRARY

61 President Mills read a letter stating Mr. C. Edward Kauper, who was
62 Council's representative to the Library Board in 1977, has resigned.
63 This vacancy must be filled by the Council. The Library Board in the
64 past has been asked for a recommendation. The Board recommends Sarah
65 E. Ronald be appointed to fill this vacancy.

1 Councilman Hankinson so moved, seconded by Councilman Welch and on
2 unanimous voice vote the motion was carried.

4 A CHRISTMAS MESSAGE
5 6 City Attorney Ed Anderson entertained members of Council and the audience
7 with his recitation of "Jabberwocky" and portions of Dickens Christmas
8 Carol.

10 BOARD OF PUBLIC WORKS AND SAFETY

12 Councilman Elstro requested a report from the Board concerning signing
13 and street lighting at the C&O Railroad underpass on South 13th south
14 of "Q" Street.

16 ORDINANCES ON 2ND READING_
17 ORDINANCE NO. 66-1983

19 The Clerk read on second reading Ordinance No. 66-1983 - AN ORDINANCE
20 VACATING CERTAIN PUBLIC WAYS WITHIN THE CITY OF RICHMOND, INDIANA, BEING
21 THOSE PORTIONS OF NORTH "J" STREET, NORTH 13TH STREET, AND THE TWENTY
22 FOOT ALLEY BETWEEN LOTS NOS. 55 AND 56 IN THE PERRY ADDITION.

24 President Mills stated the Ordinance needs to be amended as follows:
25 In the 1st WHEREAS, the words ' Department of Community Development
26 acting by and through its" should be stricken.

28 Councilman Welch so moved; seconded by Councilman Paust and on unanimous
29 voice vote the motion was carried.

31 In the 4th WHEREAS the ordinance no. should be changed from 57--1983
32 to 66-1983.

34 Councilman Hankinson so moved, seconded by Councilman Welch and on
35 unanimous voice vote the motion was carried_

37 President Mills noted the Plan Commission held a public hearing on this
38 ordinance and voted 6 to 0 to recommend passage.

40 President Mills announced Amended Ordinance No. 66-1983 is on public
41 hearing. There being no one speaking for or against this ordinance;
42 Councilman Paust moved for engrossment, seconded by Councilman Welch
43 and on unanimous voice vote the motion was carried.

45 Councilman Welch moved to suspend the rules and read Amended Ordinance
46 No. 66-1983 on third and final reading-by title only, seconded by
47 Councilman Parker and on unanimous voice vote the motion was carried.

49 The. Clerk read on third reading by title only Amended Ordinance No. 66-1983 .

51 Amended Ordinance No. 66-1983 was adopted by the following vote:
52 AYES: Elstro, Williams, Henry, Hankinson,
53 Welch, Parker, Carter, Paust, Mills (9)

58 ENTERPRISE ZONE

60 It was noted Richmond has been selected as one of the six communities
61 being selected by the State for an enterprise zone. city. Councilman
62 Williams .suggested Council and the new administration take a careful look
63 at this program. Councilman Carter stated he feels this program should
64 be under very close scrutiny because the tax base may be lost.
