PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, NOVEMBER 21 , 1983
1 The Common Council of the City of Richmond, Indiana, met in regular session
2 November 21, 1983 at the hour of 7:30 p.m. in the Council Chambers in the
3 Municipal Building in said City. President Pro Tem Parker presided with
4 the following members present: Messrs. Elstro, Williams, Ms. Henry,
5 Hankinson, Welch, Carter and Paust. Absent:. Mills. The following business
6 was had, to-wit:

14 Councilman Hankinson moved the minutes of the previous meeting be approved.

18 PETITIONS

20 Councilman Welch moved to suspend the rules and read the petition by title
21 only, seconded by Councilman Williams and on unanimous voice vote the
22 motion was carried.

25 OF RICHMOND, INDIANA FOR THE VACATION OF PUBLIC WAYS.

III27 This petition was advertised for public hearing at this meeting. City
28 Attorney Ed Anderson examined proof of publication and found it to be in
29 order. Councilman Welch moved the proof be accepted and placed on file,
30 seconded by Councilman Hankinson and on unanimous voice vote the motion
31 was carried.

33 The petition was brought by the Redevelopment Commission and is for por-
34 tions of North "J", North 13th and the 20' alley between Lots Nos. 55
35 and 56 in the Perry Addition.

37 President; Pro Tem Parker announced the petition is on public hearing. No
38 one spoke for or against this petition.

43 REPORT FROM DEPARTMENTS

45 City Controller Don Meredith reported concerning the excess levy On which
46 he appeared at the Local Government Tax Control Board which was held at
47 the State Board of Tax Commissioners office in Indianapolis November 18.
48 He was successful in obtaining the reallocation of the property tax re-
49 placement credit in the amount of $171.652. When the assessed value was
50 set for the property in Richmond and -the income was reestimated, the only
51 cut that was necessary in order to meet the maximum levy was $32,478. He
III 52 recommended this be taken out of: the Board of Works budget in the general
53 category of other services and charges in line item of street lights. This
54 would leave a balance in that line item of $634,522. Nothing can be done
55 with the budget until it becomes effective 1-1-84.

58 In response to Councilman Williams question concerning Community Develop-
59 ment. land sold recently, Mr. Meredith and City Plan Director Bob Goodwin
60 both noted that the land remains under the current zoning until it is re-
61 zoned by the Plan Commission and by Council. The sale was made with no
62 zoning requests. or requirements.

14 Speaking for Resolution No. 23-1983 was City Plan Director Bob Goodwin
15 noting this resolution and also 24,4983 concerning application for grants
16 for the Leland Hotel renovation. A public hearing was held earlier this
17 evening with no objections from the public. The state has given approval
18 of the IIP grant. He urged Council pass these resolutions.

20 Councilman Elstro moved for adoption of Resolution No. 23-1983, seconded
21 by Councilman Welch and on unanimous voice vote the motion was carried.

1 Speaking for Ordinance No. 67-1983 was Attorney Andrew Cecere, 101
2 South 10th Street, representing the Palladium Publishing Corp. There will
3 be construction of a 25,000 square foot facility at 1175 South "A" Street
4 and located south of the present facility. The Economic Development
5 Commission met this morning and found the financing should be approved.
6 Ms. Meals, publisher and Vaughn Clarke, financial officer, were also present,
7

9 by Councilman Carter and on unanimous voice vote the motion was carried.

37 ning.to construct 10,800 square feet additional manufacturing space with
38 $300,000 economic revenue bonds. Mr. Rick Ahaus was also present. The
39 Economic Development Commission gave approval of this request this morning.

1 Councilman Carter stated since he is one of the owners of Heritage Regency,
2 he willnot be making any comments regarding this ordinance and will
3 refrain from voting.

5 Councilman Welch moved to suspend the rules and read Ordinance No. 69-1983
6 on second reading, seconded by Councilman Elstro and on unanimous voice
7 vote the motion was carried.

11 Attorney Kent Klinge, representing Heritage Regency, Inc. , stated this is
12 a corporation with seven (7) shareholders. The corporation finds -it in
13 their interest to convert to a partnership. That is all this ordinance
14 is about. The statute required any change in structure has to be approved
15 by the governing body. The ordinance does not affect the financing or
16 substance of the bonds. The Economic Development Commission met today
17 and adopted a resolution approving this request .
