PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, NOVEMBER 7, 1983
1 The Common Council of the City of Richmond, Indiana, met in regular session
2 November 7, 1983 at the hour of 7:30 p.m. in the Council Chambers in the
3 Municipal Building in said City. President Mills presided with the fol-
4 lowing members present: Messrs. Elstro, Williams, Ms. Henry, Hankinson,
5 Welch, Parker, Carter and Paust. Absent: None.. The following business
6 was had, to-wit:

14 Councilman Hankinson moved to approve the minutes of the previous meeting
15 as prepared, seconded by Councilman Welch and on unanimous voice vote the

20 Councilman Welch moved to suspend the rules and read a petition by title

29 President Mills announced this petition has to be advertised for public

32 REPORT OF BOARD OF PUBLIC WORKS & SAFETY

34 Councilman Elstro stated three (3) cars have hit the C&O bridge on South
35 13th below "Q" the last two or three weeks. He requested the bridge be
36 signed on both sides and, vapor lights installed. City Controller Don
37 Meredith stated the City attempted to get a grant for this project but were
38 not'. successful; however, this project is a priority.

40 Councilman Elstro asked who enforces the stipulations put upon leaf burning
41 that it be from 8:00 a.m. to 8:00 p.m. He noted leaves are smoldering all
42 night long. Mr. Meredith stated if people call the Fire Department, they
43 will come out and put it out. ' It was noted the City needs the cooperation
44 of the public as the smoke makes it very dangerous in some areas.

28 Speaking for this Ordinance was General Manager of Richmond Power & Light
29 Irving Huffman. He noted this Council, serving as a Board of Directors
30 of RP&L had authorized receipt of a color weather radar signal for the
31 benefit of RP&L. It was designed to make it available to other groups.
32 An $18,000 capital expenditure was made about two (2) years ago. Clear-
33 view Cable agreed to run this signal through their lines at a cost of
34 $8,000. The new cable company has agreed to accept this commitment;
35 however the cost raised from $8,000 to $28,000. The purpose is to make
36 the signal available for public service. No one is permitted to make a
37 profit on this service. This ordinance allows RP&L to sign an agreement
38 with Clearview Cable to get the signal out over their lines so anyone
39 could make use of it. Councilman Carter stated under #4 of the agree-
40 ment that expenditures have already been made by RP&L and questioned if
41 Clearview has agreed to this. Mr. Huffman stated to his knowledge they
42 have.
