CITY OF RICHMOND, INDIANA, OCTOBER 17, 1983
1 The Common Council of the City of Richmond, Indiana, met in regular session
III 2 October 17, 1983 at the hour of 7 :3Q p.m. in the Council Chambers in the
3 Municipal Building in. said City. President .Mills presided with the fol-
4 lowing members present: Messrs. Elstro, Williams, Ms. Henry, Hankinson,
5 . Welch, Parker, Carter and. Paust. Absent: None. The following business

14 Councilman Hankinson moved to approve the minutes of the previous meeting
15 and the special meeting as. published, seconded by Councilman Welch and

' 20 President Mills welcomed the journalism class from Earlham and government
21 classes from Centerville.

23 REMARKS FROM THE AUDIENCE

25 Councilman. Carter stated he has two (2) men in the audience who live on
26 North "A".between 12th and 13th Streets with a parking problem. Mr.
27 Larry Wallace, 1212 North "A", stated there is. no parking on the south
28 side of North "A' within this block. They have to park by the museum or
29 down toward 13th Street. He has been parking in the alley and told by
30 the police he will be ticke.ted:if this. continues. He would like to change
31 North "A" .down to two lanes of traffic and put a parking area on the south
32 side. President Mills referred this to the Board of Works along with the
. 33 Traffic Department to get back with Mr. Wallace.

45 TION ("APPLICANT") , TO EITHER ACQUIRE, CONSTRUCT OR EQUIP AN ECONOMIC
46 DEVELOPMENT FACILITY AND TO UNDERTAKE TO SELL AND DELIVER REVENUE BONDS
47 TO PAY THE COSTS THEREOF (Palladium EDC Bond Inducement)

49 . Speaking for Resolution No. 22-1983 was Attorney Andrew Cecere, 101. So.
. 50 10th Street,. representing the Palladium Publishing Corp. , requesting the
ill 51 inducement resolution for seven million dollars in Economic Development
52 Bonds forth`e construction and equipping of a 25,000 square foot building
53 ' for publishing and printing at 1175 North "A": This morning the Richmond
54 Economic Development Commission met and recommended this resolution be
55 presented to this body. This expansion will create twenty-three (23)
56 new jobs , Mr. Wilbur Thomas, President of EDC was present to answer any
57 questions. . Also speaking for this resolution was Ms. Pamela Meals,
58 Publisher of the Palladium-Item, 720 Keyser Lane., stating this' will be
59 the regional location for printing USA Today. serving Dayton, Cincinnati
60 and Indianapolis. They have made a commitment to use local contractors
61 for construction. Mr. Vaughn Clarke,. Director of Corporate Finance for.
62 Gannett, Rochester, N. Y. , explained that the press would cost between
63 31/2 to 4 million dollars, the .building 2 to 22 million and equipment such
64 as data processing, etc. would be purchased with the remainder.

29 representing Wayne Dairy, requesting $350,000 in Economic Development Bonds.
30 Mr. Wilbur.Hockerman, General Manager, stated they are now producing 4000
31 to 5000 gallons of ice cream per day .and'wish to expand to produce 8000.
. 32 to . 9000•'per :day. 'This will' create 6 to 8 additional jobs. The project
33 will be constructed by local contracting firms. V

40 President Mills read the following letter from- City Controller Meredith:

42 .I checked with Bill Davis, Director .of. Transportation, concerning
43 the street sweeping of south 9th Street.

45 He informed me that South 9th Street has,been swept three times
46 this year and will be swept again within the month,
47 .
48 Mr. Davis informed the news media that he .was going to sweep
49 South 9th Street and the residents still did not move their
50 automobiles.
