Dave Bennett said the proposal is a resolve of the issues of the property with the EPA and licensing through the Town , where NextGrid offered to purchase the land to redevelop the property as a PV Solar electrical generating facility , We are looking at a wood solid waste permitting 2 step process the landfill closure and working with the Town for compliance . This has been an issue for some time w ' th groundwater monitoring and permitting , Since the beginning of the year , we have re � started on the quarterly sampling until which time the permitting is complete for this new use . We went to a staff review and we had comments from various department heads to incorporate into the site plan review application being heard next week , We will remove all materials there , re4ope the banking and put in 7 , 056 + panels in a PV Array in the flat part of the pit that will remain , Beyond the ZBA seeking relief from zoning setbacks which will allow us to maximize the use of the property , we are negotiating a small parcel of land over the highway they are hoping to lease from the Town . There is a special permit required under the groundwater protection district , He has been working with Brian Yergatian for the Mass DEP permit for the re � use of the property , We are getting approvals from local and state , there is a commitment for purchase and then cleanup . Both former owners have i i I signed off on the application , Hoping by first quarter 2021 to have this up and running . Roberta asked about monitoring wells on the south and north sides wondering if they anticipate any additional requirements for monitoring wells sampling . Dave answered he does not and is e I ill no longer be a need to sample over time , Roberta also asked if there was anticipating that there wi 1 f any organic material buried on site or just wood waste , Dave answered that the materials are really not buried but stockpiled against the embankment and mine it from the bottom , but because it was ill category , over the allowed permitting , they fell into this landfi WQRC Meeting Minutes 9w1 &2020 Chris Miller has been on the Conservation Commission Board for over a decade , he is familiar with this site and once the state closes this out , he agrees that this site will not require further monitoring . Victor Staley is glad that this is going to be wrapped up shortly . He feels this new use looks innocuous , but there may be some safety issues around the storage of the battery and the planning board through their special permit process will be looking at that . We may want to suggest or make a comment regarding those issues . Ned Chatelain thinks this is a great project and in line with Brewster' s goals . Question whether the transformers pose any groundwater risk and if so , send to planning board for their review . Dave Bennett said that there is a slab where the batteries will be placed , and there are provisions for any spill control and all concerns will be addressed . Amy Von Hone asked about a maintenance or inspection schedule by the company once the array is built and is there an automatic emergency notification available if there is a spill . Dave Bennett said in general all spills are reportable . Brian Yergatian said there are two parts to it — routine service by NextGrid , about every 4 -6 weeks , additionally a maintenance schedule for the wells and making sure there is no erosion and all vegetation is growing well . Most of the inspections required are quarterly . It is a very simple system for drainage . Amy asked about emails from the public and none were received . MOTION to make a recommendation to approve this project but would encourage protective barriers around the battery terminal and around the transformer. Chris Miller asked to add that the Operation and Maintenance schedule include regular inspection to look for leaks or failure of those items . MOVED by Victor Staley .
