THE CITY OF RICHMOND, INDIANA, SEPTEMBER 19, 1983 1 The Common Council of the City of Richmond, Indiana, met in regular 2 session September 19, 1983 at the hour of 7 :30 p.m. in the Council Chambers 3 in the Municipal Building in said City. President Pro-Tem Parker presided 4 ' with _the following members present: Messrs. Elstro, Williams, Ms. Henry, 5 Hankinson, -Welch and Paust. Absent: Mills and Carter. The following 6 business was had, to-wit: 7 8 DEVOTIONS 9 10 Councilman Welch gave devotions. 11 12 APPROVAL OF MINUTES OF SEPTEMBER 6, 1983 13 14 Councilman Hankinson moved to approve the minutes of September - 6, 1983, 15 seconded by .Councilman Parker and on unanimous voice vote the motion was ' 16 carried. 17 18 RESOLUTIONS ' 19 - '20 Councilman-Welch moved to suspend the rules on Resolution Nos: 19-1983 and • 21 20-1983 and read by title only, seconded by Councilman Paust and on 22 unanimous voice vote the motion was carried. 23 24 RESOLUTION NO. 19-1983 25 26 The Clerk read by title .only Resolution No. 19-1983 - RESOLUTION OF THE III27 COMMON COUNCIL OF• THE CITY OF RICHMOND, INDIANA. (Ahaus Tool Inducement) 28 - - 29 Speaking for. Resolution No. 19-1983 was Attorney Kent Klinge; -stating the 30 purpose of the Resolution is to request granting of the inducement Council 31 • , received with a $300,000 industrial revenue bond issue. Mr. Rick Ahaus .32 and Mr. Galen Miller were also. present. Ahaus Tool Co. needs to expand 33 again and go into new automotive tool and die •equipment. The Economic 34 Development Commission met on September 14th and approved the resolution. 35 • - 36 Councilman Elstro moved for adoption, seconded- by Councilman Welch and on . 37 unanimous voice vote the motion was carried. 38 39 RESOLUTION NO. 20-1983 • .40 41 The .Clerk read by title only Resolution No. 20-1983 :- A RESOLUTION • 42.. AUTHORIZING THE FILING OF •A REQUEST FOR A MODIFICATION TO AMEND THE 43' PROVISIONS OF GRANT AGREEMENT -C-82-033 BETWEEN THE STATE OF INDIANA 44 AND THE CITY OF RICHMOND TO ALLOW THE PROJECT AREA TO BE EXPANDED. - . 45 (Expansion of N. W. •11th' St.' Project) 46 47 Speaking in. explanation of the Resolution was City Plan Director Bob 48 Goodwin::7 He stated they petitioned the State to be allowed to keep unused 49 money from last year's project and ,were successful. They now wish..to use 50 the approximately $139,000 to expand the North West Industrial Park. The 51 project will have to be rebid. 52 53 Councilman Williams requested Council be given copies of status_ reports 54' when prepared for• the State. 55 ' . 56 Councilman Hankinson moved for adoption of Resolution No: . 20-1983, .seconded 57' by Councilman Welch and 'on unanimous voice vote the motion was carried. -58 - 59 ' REPORT OF BOARD OF PUBLIC-WORKS AND SAFETY 60 •61 • Councilman Elstro-mentioned the .street was torn-up in front of-Graham's 62 Cleaners. Councilman Parker said he was- informed there had been a re- 63 ported gas leak in that area, the street has now been patched and will 64 soon have the final patch. O Common ijouncil.iMinutes Coiit-`.d. - September 19, 1983 Page 2 1 President Pro-Tem Parker informed Council that Bill'Davis of the Street . 2 Department has a map showing where and when utility cuts have been made 3 so he can follow up to see the repairs have been made. 4 5 , ORDINANCES ON 1ST READING 6 • 7 Councilman Welch moved to suspend the rules on Ordinance Nos. -41-1983, 8 - 42-1983, 43-1983 and 44-1983 and read on first reading by title only, 9 seconded by Councilman Hankinson and on unanimous voice vote the motion 10 was carried. • - 11 12 The Clerk read on first reading by title 'only Ordinance No. 41-1983 - 13 AN ORDINANCE-PROHIBITING THE 'THROWING OR DEPOSITING.OF .LITTER IN PUBLIC 14 PLACES; REGULATING THE DISTRIBUTION OF COMMERCIAL AND NONCOMMERCIAL 15 Ltr,:.:HANDBILLS; CONTROLLING THE DEPOSITING OF LITTER. ON PRIVATE PREMISES; 16 . ..PROVIDING A LIEN" FOR CITY CLEARANCE; AND PRESCRIBING PENALTIES FOR THE 17 VIOLATION OF ITS PROVISIONS THEREOF IN THE CITY OF RICHMOND, INDIANA. 18 (Trash Ordinance) 19 . 20 President Pro-Tem..Parker referred. this Ordinance to the Committee of 21 the Whole and set a meeting date of October 10th at 7:30 p.m. in the 22 Board of Works room. 23 24 ORDINANCE NO. 42-1983 25 • 26 The Clerk read on first reading by title only Ordinance No. 42-1983 . 27 AN ORDINANCE TO TRANSFER WITHIN THE MUNICIPAL AIRPORT FUND, ($3600.) 28 29 Councilman Welch moved to suspend- the rules and read Ordinance No. 42- 30 1983 on second reading, seconded by Councilman Elstro and on unanimous 31 voice vote the motion was carried. . 32 - 33 The Clerk read on second reading Ordinance No. 42-1983. 34 35 Airport Manager Paul Hedges explained to, Council that it was a transfer 36 within the budget to cover a roofing bill on a lean-to of a hangar. 37 It does not exceed the budget. 38 . 39 Councilman Welch moved for engrossment, seconded by Councilman Williams 40 and on--unanimous voice vote the motion' was carried. 41 _ 42 Councilman Williams moved to suspend the rules and read Ordinance No. 43 42-1983 on .third and final reading- by title only, seconded by Council- 44 man Welch and on unanimous voice vote the motion was carried. 45 46 The Clerk read on .third reading by title only Ordinance No. 42-1983. 47 - '48 Ordinance No:' 42-1983 was adopted by the following vote: 49 AYES: Elstro, Williams, Henry, Hankinson, Welch, Paust, Parker (7) 50 NOES: None (0) 51 ABSENT: Mills, Carter (2) 52 53 ORDINANCE NO. 43-1983 " 54 _ 55 The Clerk read on first reading by title only.
