Attending Committee Members :
Vice Chair Amy von Hone convened the Water Quality Review Committee meeting at 9 : 00 AM with
members Victor Staley , Chris Miller , Ned Chatelain , Penny Holeman ( 9 : 20 ) , and Roberta Barrett
Members Absent : Chair Cyndi Baron
Guests : Steve Colarusso , Pleasant Bay Health ; John Williams , Pleasant Bay Health ; Mike
Gradone , Brewster Recreation
Item 1 : Pleasant , Bay Health
John Williams , Director of Plant Operations , said that in the last three years there have been no
changes to the waste water treatment plant or water system for the building . Steve Colarusso ,
Administrator , said the only change was the change in ownership in September of 2019 — Avinnia
Point Group Care out of Norwood , MA .
Roberta noticed there was a building permit application in July and wondered if there was anything
that we needed to look at . John Williams replied that the permit was to build a PPE cage to keep our
Personal Protective Equipment under lock and key .
Victor said there was another building permit in 2018 for storage in the basement , no increase on
occupancy or septic . He went on to say the Building Department is there on an annual basis for
inspections , and .they are current with their Certificate of Inspection .
Amy questioned if occupancy has been pretty consistent ? Steve Colarusso said they have 100
residents now and a full house would be 135 . They are slightly down from where they were before a
the pandemic where they were running in the 11 5 - 1 20 census . Amy followed up asking with the
pandemic if there were any additional water usage or cleaners going into the system . John Williams
answered that the treatment facility was only used for cleaner disposal , and if they were up in water
usage , it would be from more hand washing in the building .

Item 2 : Camp M itto n /Cross roads for Kids
Amy said this is a straight renewal and unfortunately , this past summer the camp was unable to
open during the pandemic . There were no changes from their prior certificate .
Victor said this is also a site that the Building Department visits every year and hasn 't observed any
changes .
Amy said they did not take their annual well water sample as required due to the pandemic , but that
is part of the separate licensing for Camp renewal . Otherwise , she has no issues or questions . The
Health Department licenses them on an annual basis . We will look for a Water Quality Analysis for
next year if they are open .

Chris Miller said we don ' t require water quality testing as part of the WQRC for drinking
water. We strictly look at if we have reason to monitor for Nitrogen and things like that, but
we don ' t address drinking water quality , unless the Board of Health had septic issues .
Item 3 : Eldredge Farm
Amy said there were no changes and no septic system servicing this area of the property , and they
did include a well report that services that area .

Item 4 : Brewster Recreation

Amy said this renewal is for the fields off of Freeman ' s Way , Recreation Director , Mike Gradone is
here . Please introduce yourself and give us a brief history on what the fields are used for at this time .

Mike Gradone addressed the Committee saying that the fields are at Freeman ' s Way — one
soccer/lacrosse field in the back , Babe Ruth Field and 2 little league fields — all used for baseball .
We used to have a snack shack , but it is not being used as a snack shack now , but only as storage . I
The last inspection was done in 2011 , repair work in 2012 , but again , it hasn ' t been used in at least 6
years .

Amy asked who maintains the field and what that involves re : fertilizer and the like . Mike Gradone
answered that Public Works maintains the field , there is irrigation with town water . As far as
fertilizers , he is not 100 % sure , but would say they follow Town procedures . He could find out if
necessary .
Chris asked if one of those fields had been redone recently . There has been some irrigation issues .
Mike Gradone said it is in his Capital Plan for next year to replace just the Babe Ruth field to replace
some of the parts of the irrigation system . Chris asked about a proposal to make the field more
accessible ? Mike Gradone replied that they do have plans to make all the fields ADA accessible . We
are waiting on the State for funding to fully implement . Chris said we may need to review the plans
once things are finalized . Mike Gradone said once we get a final plan , we will make sure you get the
information for review .
Ned wondered about the long term plan for what ' s there now . Mike Gradone said the plan would be
to get rid of the snack shack entirely and put in an all - inclusive playground in that area . Ned asked if
they would anticipate having a bathhouse there as well . Mike Gradone replied yes , they would .
Amy wanted to make note that anything added , including bath houses or food service facilities would
have to be vetted through the health department as an additional oversight .
Chris wanted to know if this location would have a water filling station there . Mike Gradone said yes ,
there was interest to put some there .
