City, of Richmond, Indiana, met in regularIII ' 2 session August 15, 1983 at the hour of 7:30 p.m. in the Council Chambers 3 in the Municipal Building in said City. President Mills presided with 4 the following members present: Messrs. Elstro, Williams, Ms. Henry, 5 Hankinson, Welch, Parker, Carter and Paust. Absent: None. The following 6 business was had, to-wit: 7 8 DEVOTIONS 9 10 Councilman,Earker gave devotions. 11 - 12 APPROVAL OF MINUTES OF AUGUST 1,.. 1983 13 14 Councilman Hankinson moved the minutes of the previous meeting be approved 15 as received, seconded by Councilman Paust and on, unanimous voice vote the 16 motion was carried. 17 18 CHANGE MEETING DATE 19 20 The next' regularly scheduled Council meeting is on Labor Day, September 21 5. Councilman Hankinson moved to change the regular Council meeting to 22 Tuesday, September 6, seconded by Councilman Welch and on unanimous voice 23 vote the motion was carried. 24 25 RESOLUTIONS I26. 27 Councilman Welch moved to suspend the .rules .and -read Resolution Nos. 28 17-1983 and .18-1983 by title only, seconded by Councilman Williams and 29 on unanimous voice vote the motion was carried. 30 31 RESOLUTION .NO. 17-1983 • 32 33 The Clerk read by title only Resolution No.. 17-1983 - A RESOLUTION 34 AUTHORIZING AN APPEAL TO THE STATE BOARD' OF TAX COMMISSIONERS .FOR 35 RELIEF FROM PROPERTY TAX LEVY LIMITATIONS. 36 37 City Controller Don Meredith said.•it is necessary for Council to pass 38 this resolution to make an appeal to the State Board of Tax Commissioners. 39 A petition and this resolution will go to the state and will be acted 40 upon after a.hearing in Indianapolis by the State Board of Tax Commis- 41 signers. Councilman Carter asked what the• maximum levy is this year. 42 Mr. Meredith noted the State provides us with a calculation concerning 43 the maximum levy.' The 1.0388: is the state average growth; however, the 44 law..provides that you can average the past three (3) years growth of the 45 City of Richmond, using the greater of the two. The estimated amount 46 is $171,652 in excess of the levy. The increase this year was 1.0504 - - 47 or 5.04%.which is the average: over the past three (3) years. Councilman 48 Carter noted we are also receiving pension help from the state. `•In 49 response' to ,Councilman 'Elstro`s `question, Mr. Meredith noted this request 50 is for Text, year only as this has to be done annually. Mr. Meredith 51 stated the Board of Works is still negotiating with the Police and Fire 52 for; salaries. 53 54 Councilman Welch moved for adoption of Resolution No. 17-1983. seconded 55 by Councilman Paust. The motion carried with Councilman Carter voting no. 56 57 RESOLUTION NO. 18-1983 . 58 59 The-Clerk read by title only Resolution No. 18-1983 - A RESOLUTION 60 APPROVING'•AND. Richmond. .. The .company., formed. in 1970, :,. 4 is now- located in: Randolph County, The new company' will be located. 5 in the northwest Industrial Park and. will 'employ twenty (20) . The 6 Economic Development Commission adopted a similar' inducement resolu- ' • 7 tion, a copy of which was given the Clerk. In response to questions 8 concerning average wages of' $19,400, Mr. Ken Johnson, 102 North Cherry. . 9 Street, Lynn, of Kenco stated-he ..has an individual incentive program. 10 1 .To arrive .at this-figure, he took the jobs and rates and that is what • 11 his employees have been making. . If he is successful in obtaining EDC 12 bonds, he- will- phase out the operation in Lynn. 13 14 . H Councilman .Carter moved. for adoption of Resolution No. 18-1983, seconded . 15 . by-Councilman Welch and on unanimous voice vote- the motion was carried. 16 • • 17 REPORT OF THE BOARD OF- PUBLIC WORKS AND SAFETY 18 19 City Controller Don Meredith Stated he received a call from .Ms. Jane 20 .Stigleman of Cable TV, to inform of difficulties on the west side of the 21 ,city. The signal has. been fuzzy for some time and they" have located ' .22 . .some of the-problem,. . They. have replaced seventeen (17) transformers 23 'which caused some outage` and 'have found two (2) bad sections of cable. 24 They are trying to correct the problem, but there may be difficulties 25 in the -area..for a while longer. . 26 27 '. .ORDINANCES '.ON_2ND:READING 28 29 ' ORDINANCE NO. 35-1983 - III 30 , 31 The Clerk read on second reading .Ordinance No. 35-1983 - .AN ORDINANCE. 32 FOR APPROPRIATIONS AND TAX. RATES. (Budget) : : , 33 34 . City Attorney Anderson examined legal publication of Ordinance No-. . 35- , 35 . 1983 and found' it to be in order. Councilman Welch moved it be accepted 36 and filed, seconded by Councilman Paust and on unanimous ,voice vote the 37 'motion was carried. 38 • 39 Report of Committee of the Whole . 40 ' 41 :;',Committee of the Whole Chairman Larry Parker reported his committee met 42 ' on Monday, August 8 and Tuesday,' August 9. AIL Council members and 43 Department Heads were present, so Council had an opportunity to go 44' 1 'through each' line item and.ask. questions. 45 . 46 Proposed Amendments to Ordinance No. 35-1983 47 ' 48' • : Councilman .Carter moved to reduce Legal Services in the Law budget 49 by $2,000. , seconded. by. Police;Chief Charles Chris stated he had 3 not considered the cost of physical..and psychological examinations for 4 new officers in his presentation before the Committee of the Whole and 5' this ;cost will come from this line item. Councilman Parker withdrew 6 his motion.' 7 8 In response .to Councilman Elstro's question if Police and Fire would 9 receive'a 3% increase, Mr. Meredith- stated they are still negotiating. 10 11 Councilman Carter moved to reduce Electric Current in the Fire Department 12 budget by $10,000. Motion died. for 'lack of a second. 13 14 Councilman. Carter moved to reduce•Legal .Services in the Redevelopment 15 budget by $5,000, seconded by Councilman Elstro. 16 AYES: Elstro, Parker, Carter, Mills . (4) 17 NOES: Williams, Henry, Hankinson, Welch, Paust (5) 18 19 Councilman Carter moved to reduce Gasoline in Motor Vehicle Highway 20 budget by $7,000.. Motion died for lack of a second. 21 22 Councilman Carter moved to reduce Blue Cross/ Blue Shield in the Parks 23 & Recreation budget by $6,000. Motion died for lack of a second. 24 25 Councilman Carter moved to reduce Gasoline in, the Parks & Recreation 26 budget by $5,000. Motion died for lack of a second. 27 28 President Mills announced Amended Ordinance No. 35-1983 is on public 29 hearing.
