The following business was had, 6 to-wit: . 7 . 8 DEVOTIONS ' 9 10 Councilman Paust gave devotions. 11 , 12 APPROVAL OF MINUTES. OF 'A RIL` 4, 1983 . 13 14 Councilman Hankinson moved. the minutes of the previous meeting be approved 15 as prepared-, .seconded by Councilman Welch and on unanimous voice vote the 16 motion was carried... . 17 18 COMMUNICATION FROM THE MAYOR . . 19 . 20 Mayor. Clifford Dickman requested support of Ordinance No. 12-1983 concern- 21 ingfunds for N.. W. .Llth Street. He notified Council that -in the Immediate 22 Jobs Bill which waspassed by Congress for 4.6 billion dollars, the State 23 through their Community Development.Block Giant program will be making 24 available8,,663.00..' :This will "be done on the same basis as the Community 25 Development Block Grant which. was just obtained for N. W. llth. ' If this III26 -is.matching money; 'the city is in trouble;. how:ever, on April 28 Bob Goodwin 27 will-:be going to Indianapolis to find out about this. The purpose of the 28 .bill. :is to. get people back .to work. Part of this could be used for the 29 drainage that is not covered in the N. W. llth Street project. 30 ' . 31 REPORT TO BOARD OF PUBLIC WORKS - 32 • . . . 33 Councilman Parker' presented a petition he had received from approximately 34 45 to 55 residentsfrom .N. ,:W.. 8.th -to N. .W. 10th in regard to an alley being - 35 ' resurfaced. . The .petition .was .pesented in 1980 and at that time an attempt 36 was made to patch the alley but' t'hat 'did not last the winter. He gave the 37 petition to Bill Davis, Director of the Department of Transportation. 38 - 39 ORDINANCES ON 1ST READING. , 40 41 . 'Councilman Welch moved 'to .suspend the. rules and read Ordinance No. 16-1983 42 and 17-1983 on first reading by title only, seconded by Councilman Parker 43 and 'on unanimous voice vote the motion was carried. 44 - '45 ORDINANCE NO. >.16-1983 . ' . 58 • 59 ORDINANCE NO. 17-1983 60 61 The Clerk read on first' reading .by. ti.tle only Ordinance No. 17-1983 - AN 62 ORDINANCE VACATING CERTAIN PUBLIC ALLEYS LYING IN THE TERRITORY GENERALLY ' 63 BOUNDED BY.WEST MAIN STREET, SOUTHWEST 1ST STREET, NATIONAL ROAD WEST AND 64 SOUTHWEST 2ND STREET. 320 Common Council Minutes Cont'd. April 18,. 1983 Page 2 1 President Mills announced Ordinance No. 17-1983 is referred to the Plan 2 Commission. 3 4 .ORDINANCES ON 2ND READING 5 6 • City Attorney Ed Anderson examined proof of.publication for Ordinance 7 No. 11-1983 and No. 12-1983 and found it to be in order. Councilman 8 Welch moved the proof be accepted and filed, seconded by Councilman 9 Paust and on unanimous voice vote the motion was carried. 10 11 ORDINANCE NO. 11-1983 • . 12 13 The Clerk read on second reading Ordinance No. 11-1983 - AN ORDINANCE 14 TO APPROPRIATE WITHIN THE GENERAL FUND. 15 16 President Mills announced Ordinance No. 11-1983 is on public hearing. 17 Explaining this ordinance was City .Controller Don Meredith noting that 18 ' there was once a hydrant charge- and a per inch charge for hydrants by . 19 the Water Works. They have changed their method of billing so now 20 there is only a hydrant charge. This ordinance transfers the money to 21 the Fire Department- so the total bill can be paid from there. Fire 22 Chief Paul Mullin noted the hydrant charge is $357 and there are 922 . 23 hydrants. . 24 - 25 Councilman Hankinson moved for engrossment of Ordinance No. 11-1983, 26 seconded by Councilman Welch and on unanimous voice vote the motion 27 was carried. 28 29 Councilman Welch moved to suspend the rules and read Ordinance No. 11- 30 1983 on third and final reading by title only, seconded by Councilman 31 Hankinson and on unanimous voice vote the motion was carried. 32 . 33 The Clerk read on third reading by title only Ordinance No. 11=1983. 34 . 35 Ordinance No. 11-1983 .was adopted by the following vote: 36 • AYES: Elstro, Williams, Henry, Hankinson, 37 Welch, Parker, Carter, Paust, Mills (9) • 38 NOES: ' None (0) 39 40 . 'ORDINANCE NO. 12-1983 • 41 42 The Clerk read on second reading Ordinance No. 12-1983 - AN ORDINANCE TO 43 APPROPRIATE FROM THE LOCAL ROAD- AND STREET FUND. 44 45 . President Mills announced Ordinance No. 12-1983 'is on public hearing. 46 Explaining this ordinance was City Controller Don Meredith noting the 47 amount of state funds we are matching is $417,262. 48 - - 49 . . Councilman Hankinson moved for engrossment of Ordinance No. 12-1983, 50 seconded by Councilman Welch and on unanimous voice vote the motion was 51 carried. . 52 . . 53 Councilman Welch moved to suspend the rules and read Ordinance No. 12-1983 54 on third and final reading by title only, seconded by Councilman Parker 55 and on unanimous voice vote the motion was carried. • 56 57 .
