PROCEEDINGS OF .THE COMMON COUNCIL OF -THE
CITY OF'''R'ICHMOND", `'INDIANA, MARCH 21, 1983' •
1 The Common Council of the City of Richmond, Indiana, met in regular
III 2 session March 21, 1983 at ':the hour• of 7 :30 p.m. in the Council Chambers
3 in the Municipal• Building in said City. President Mills presided with
4 the following members present: Messrs. :Elstro, .Williams, Ms. Henry,
5 Hankinson, Parker., Carter and Paust. :Absent: Welch. ' The following

10' Councilman'Hankinsoh moved. -the minutes of the previous meeting be approved
11 as published., seconded by Councilman Parker and on unanimous voice vote •

14 ANNOUNCEMENT BY PRESIDENT

16 President Mills announced the Clerk and Council are invited to Kuhlman
17 Center Saturday, March 26 at 1:00 p.m.. for a press release for the new
18 Disney Channel on Cable TV.

20 RESOLUTIONS

22 City Clerk JoEllen Trimble requested Council's permission to present
23 a special resolution.

• 25 Councilman Paust so moved; seconded by Councilman Parker and on unanimous
III 26 vOice vote the motion was carried.

28 The Clerk read the following resolution:

30 RESOLUTION HONORING FRED LORD--

32 A RESOLUTI.ON RECOGNIZING FRED LORD FOR HIS
33 CONTRIBUTION OF EFFICIENT GOVERNMENT
34 REPORTING TO THIS COMMUNITY.

36 WHEREAS,' Fred Lord, having attained a most distinguished status
37 March 13, 1983; and

39 WHEREAS, Common Council: of the City of Richmond, Indiana desires
40 . to recognize him for his thirty-six years of clear and
41 concise government reporting for the Palladium-Item
-42 newspaper; and
43
44 WHEREAS, being blessed with total recall for the most minute,
45 details of eons past, has been a most valuable asset; and
46
47 WHEREAS, being a "young" man who gives much of himself, not for
48 personal gain, but for the betterment of this community.

50 NOW THEREFORE, be it resolved that this Common Council of the
III51 • . City of Richmond, Indiana this date of March 21, 1983 recognize
• 52 Fred Lord for his contribution to this community and for the
53 endless hours he served the City of Richmond, Indiana and •
54 Common Council in outstanding reporting. The Council does by
55 this means of this resolution hereby declare him an honorary
56 councilman for the City of Richmond, Indiana and wish him an
57 outstanding retirement and for him to continue following
58 "Hoosier Hysteria".

19 Councilman Carter moved for adoption of the Resolution, seconded by
20 Councilwoman Henry and on unanimous voice vote the motion was carried.

22 UNFINISHED BUSINESS

24 Councilman Elstro reported the alley between South 12th & 13th and
25 South "F" is being used as an area to work on cars.

27 He also reported delinquent charges prematurely added to sewage bills
28 for the months of February and March. Mr. Meredith noted no delinquent
29 charges will be charged.

31 ADJOURNMENT

33 There being no further business on motion duly made, seconded and
34 passed the meeting was adjourned.
