CITY OF RICHMOND, INDIANA, FEBRUARY 7, 1983

3 Municipal Building in paid -City. President Mills presided with the fol-
4 lowing members present: Messrs. Elstro, Williams, Ms. Henry, Hankinson,
5 Welch, Parker, Carter and Paust. Absent: None. The following business
6 was had, to-wit:

14 ' Councilman Hankinson moved for approval of the minutes as published,
15 seconded by Councilman Welch and on unanimous voice vote the motion

20 - -Counncilman Hankinson presented a petition from residents on South "C"
21 : Street"--and South "C" Court for street lights to Councilman Parker.

III23 'COMMUNICATION FROM THE.MAYOR

25 Mayor Clifford Dickman 'informed Council that the Department of Transpor-
26 tation -is now under -the direction of Bill Davis.

28 _ The Mayor_noted he supports Ordinance No. 6-1983 on the South "L" Street
29 pr.oj-ect. '

31 The Mayor informed. Council:of a letter to• Bob Goodwin, Director of Com- •
32 munity Development; 'from the State Department of Commerce notifying him
33 that Richmond's Community Improvement application for Economic Develop-
34 ment has been tentatively awarded a grant in the amount of $417,263
35 through the- State administered Community Development Block Grant program.
36 This is the N. W. 11th Street project, which has a local in-kind match
37 of $36,050, which has already been done; Council appropriated $110,000
38 a few months ago, making the total $563,950.

53 Director of Energy Jock Pitts noted the grant is non-competitive and
54 there is no local match required. Richmond should be in good shape to
55 win this .money as they are the only city in the state with an estab-
56 lished energy program, which is a requirement. He noted he is applying
57 for. $200,.000.

59 Councilman Welch moved for adoption' of- Resolution No. 3-1983, seconded
60 - by- Councilman Paust and on unanimous voice vote the motion was carried.

1 Councilman Elstro reported he will be setting .up a calendar for the
2 • following year on the off Monday night every two (2) months for a
3 tour of departments by Council. He will get out a memo.

5 Councilman Parker suggested Council should look. at the proposed ordinance
6' for an internal auditor again and agreed to work with Mr. Meredith in
7 writing and- sponsoring such an ordinance.

26 Ordinance No. 4-1983 as he-owns-one-seventh. (1/7th) interest in Heritage
27 Regency, Inc. President Mills noted .by :statute Councilman Carter cannot
28 ' vote and his abstention is-accepted.

33 REGENCY, INC. PROJECT)", LEND THE PROCEEDS THEREOF TO HERITAGE REGENCY,
34 INC. AND APPROVING AND AUTHORIZING OTHER ACTIONS IN RESPECT.THERETO.

42 President Mills announced Ordinance No. 4-1983 is on public hearing.
43. • Speaking for-this Ordinance was Attorney Tom Milligan, representing
44 Heritage Regency, Inc. . He presented proof of-publication of this
45 . ,hearing to -.City Attorney Ed Anderson who found it to be in order.
46 Councilman Parker moved-it be accepted and filed, seconded by Council=
47 man Welch.'and on unanimous voice vote the motion was carried. Mr. ,
48 , Milligan noted one of the seven owners Is Robert W. Reed, President of
49 Robert W. Reed Construction, who will be constructing the facility.
50 • He presented a letter from Mr. Reed stating he will be accepting bids
51 from subcontractors of Wayne County on the construction. Mr. Reed will
52 . be purchasing materials locally and will be using local laborers and
53 building trades persons. Mr. James E.F. Carter and Attorney Ron Cross
54 ' were present to answer any questions.

56 Speaking against Ordinance'No. 4-1983 'were Ed Brumbaugh, President of the
57 Richmond Building Trades Council; David Parkhurst, Vice President of East-
58 ern Indiana Central Labor Council; Walter Meyers, Secretary-Treasurer
59 Richmond Building Trades -Council; Jerry Hogg, local contractor of ex-
60 . , cavating _and landscaping; Ted Rice', Business Manager .of 1047 Richmond;
61 John Burke;. President 5163, United Steel Workers of America. They stated
62 they are not .opposed to this Ordinance; however, they are .opposed to an
63 'out of town general contractor not employing local people. •

1 Councilman Hankinson:moved for engrossment of Ordinance No. 4-1983,
2 seconded by Councilman Elstro and 'on unanimous voice vote the motion
3 was carried.

7 Parker and on unanimous voice vote the motion was carried.

29 • 'Mr. Meredith explained this Ordinance noting $400 was. inadvertently •
30 - dropped from the salary of the Inspector of Weights and Measures and
31 this is an ordinance to correct that.

3 holiday for the City, she suggested the meeting be held on Tuesday,
4 February 22.
