CITY OF RICHMOND, INDIANA, JANUARY 17, 1983
1 The Common Council of the City of Richmond, Indiana, met in regular
2 session January 17, 1983 at the hour of 7:30 p.m. in the Council Chambers
3 in the Municipal Building in said City. President Mills presided with
4 the following members present: Messrs. Elstro, Williams, Ms. Henry,
5 Hankinson, Welch, Parker and Paust. Absent: Carter. The following
6 business was had, to-wit:

10 Councilman Williams gave devotions.

12 APPROVAL OF MINUTES OF JANUARY 3, 1983

14 Councilman Hankinson moved to approve the minutes of the previous
15 meeting as prepared, seconded by Councilman Welch and on unanimous
16 voice vote the motion was carried.

18 RESOLUTIONS
19 RESOLUTION NO. 2-1983

21 Councilman Welch moved to suspend the rules and read Resolution No. 2-
22 1983 by title only, seconded by Councilman Williams and on unanimous
23 voice vote the motion was carried.

25 The Clerk read by title only Resolution No. 2-1983 - A RESOLUTION TO
26 AMEND RESOLUTION NO. 11-1982, A RESOLUTION TO AUTHORIZE THE AMENDMENT
27 OF AN APPLICATION WITH THE UNITED STATES OF AMERICA, DEPARTMENT OF
28 HOUSING AND URBAN DEVELOPMENT, FOR EXISTING HOUSING ASSISTANCE PAYMENTS
29 FOR THIRTY-FIVE (35) LOW INCOME FAMILIES, AS PROVIDED IN SECTION 8 OF
30 THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974.

32 Explaining Resolution No. 2-1983 was City Attorney Ed Anderson, stating
33 that the Housing Authority received money for one (1) more housing than
34 was in the previously passed Resolution No. 11-1982 and this resolution
35 would satisfy HUD requirements.

37 Councilman Paust moved for adoption of Resolution No. 2-1983, seconded
38 by Councilman Welch and on unanimous voice vote the motion was carried.

43 The Clerk read on second reading Ordinance No. 2-1983 - AN ORDINANCE
44 TO APPROPRIATE WITHIN THE MUNICIPAL AIRPORT FUND.

46 City Attorney examined proof of publication and found it to be in order.
47 Councilman Welch moved the proof be accepted and placed on file, seconded
48 by Councilman Parker and on unanimous voice vote the motion was carried.

50 President Mills announced Ordinance No. 2-1983 is on public hearing.
III 51 There being no one speaking for or against Ordinance No. 2-1983, Council-
5.2 man Welch moved for engrossment, seconded by Councilman Williams and on
53 unanimous voice vote the motion was carried.

55 Councilman Welch moved to suspend the rules and read Ordinance No. 2-1983
56 on third and final reading by title only, seconded by Councilman Parker
57 and on unanimous voice vote the motion was carried.

59 The Clerk read on third reading by title only Ordinance No. 2-1983.

61 Ordinance No. 2-1983 was adopted by the following vote:

3 President Mills announced that Council's appointments for the Redevel-
4 opment Commission for one year terms are Jack Fratellio and Rose
5 Robinson.

7 CONCERNS OF NORTH RICHMOND RESIDENTS

9 Rev. Cary Eugene Spicer, 1433 South 14th Street, Executive Director of
10 Townsend Center, appeared representing some of the north Richmond
11 residents. He spoke of concerns of the neighborhood, noting businesses
12 operating improperly under the present zoning, littering, lack of police
13 patrol, and loitering on an empty lot at North 12th and "H" Street.
14 The lot is owned by Redevelopment but Townsend Center has been cutting
15 and caring for it.

17 City Plan Director Bob Goodwin stated that the lot has been offered
18 for sale.

20 Also speaking were Rev. White and Betty Wilson.

22 It was suggested the problem be presented in letter form to the Board
23 of Public Works.

27 There being no further business on motion duly made, seconded and
28 passed the meeting was adjourned.
