CITY OF RICHMOND, INDIANA, DECEMBER 20, 1982
1 The Common Council of the City of Richmond, Indiana, met in regular
2 session December 20, 1982 at the hour of 7:30 p.m. in the Council Chambers
3 in the Municipal Building in said City. President Mills presided with the
4 following members present: Messrs. Elstro, Williams, Ms. Henry, Hankinson,
5 Welch, Parker, Carter and Paust. Absent: None. The following business
6 was had, to-wit:

12 APPROVAL OF MINUTES OF DECEMBER 6, 1982

14 Councilman Hankinson moved to approve the minutes of the previous meeting
15 I as prepared, seconded by Councilman Welch and on unanimous voice vote the
16 motion was carried.

20 President Mills welcomed government students from Centerville High School.

22 COMMUNICATION FROM THE MAYOR

24 Mayor Clifford Dickman thanked Council for a great year and for working
25 with the administration. He noted about ten (10) mayors appeared before
26 the Governor to place a plea to raise taxes locally. Discussion was
27 also held on the Cumulative Building Fund, which is money for the airport,
28 bridges, etc. being approved outside the frozen levy. The mayors are

29 hopeful of getting some support along these lines. For the last eleven
30 or twelve years we have been without a cumulative storm sewer fund which
31 we have not been able to get under the frozen levy. Discussion was held
32 on raising the local option tax by 1 or 1 %. . The Mayor noted the only
33 way he can see to raise money for the airport, which will be discussed
34 tonight, would be bonds. It is hoped the Legislature will give cities
35 the opportunity to raise money locally.

37 CORRESPONDENCE CONCERNING EXEMPTING UTILITY BILLS FROM STATE SALES TAX

39 President Mills noted this Council went on record as being in favor of
40 removing sales taxes from utilities. The following letter was received
41 from State Representative Jan Hibner:

43 Thank you for informing me of your desire to exempt utility
44 bills from the state sales tax. I share your concern over
45 the needs of individuals who have difficulty paying their
46 utility bills, however, it is not financially feasible for
47 the state to remove the sales tax from utilities.

49 Our job in the Special Session was to generate the revenues
50 necessary to dig ourselves out of a projected deficit of
51 significant magnitude. It certainly isn't the time to be-
52 gin spending money we don't have. We will be able to make
53 some spending decisions later when we have a better idea
54 of how much revenue the tax increases will generate, what the
55 budget for the next biennium looks like and what will be
56 the trend of the economy.

58 I appreciate you keeping me advised of your interest and
59 concerns and will look forward to working with you in the
60 future on this or any other legislative matter.

64 Councilman Williams reported there is something wrong with the North 15th
65 Street railroad crossing. The gates go down when a train approaches, but

1 do not go back up after the train has passed. In response to Councilman
2 Williams question if more than just the rubberized crossing is to be done
3 on the North 12th Street crossing, Mr. Meredith stated new approaches
4 are to be installed and some of the tracks are to come out.

8 Councilman Welch moved to suspend the rules and read Ordinance Nos.
9 50-1982, 51-1982 and 52-1982 on first reading by title only, seconded
10 by Councilman Parker and on unanimous voice vote the motion was carried.

15 AN ORDINANCE AMENDING CHAPTER 154 OF THE MUNICIPAL CODE, BEING
16 . ORDINANCE NO. 2325-1968, COMMONLY KNOWN AS THE ZONING ORDINANCE OF
17 THE CITY OF RICHMOND, INDIANA, PROVIDING FOR THE REZONING OF PROPERTY
18 LOCATED IN THE 3800 BLOCK OF SOUTH "A" STREET FROM R-4 MULTI-FAMILY
19 RESIDENCE DISTRICT TO R-4 SU MULTI-FAMILY RESIDENCE SPECIAL DISTRICT
20 AND AUTHORIZING THE SPECIAL USE OF SAID PROPERTY AS A RESIDENTIAL
21 DEVELOPMENT UNIT PROJECT.

23 Councilman Welch moved to suspend the rules and read Ordinance No. 50-1982
24 on second reading, seconded by Councilman Williams and on unanimous voice
25 vote the motion was carried.

29 President Mills announced Ordinance No. 50-1982 is on public hearing.
30 Speaking for this Ordinance was Mr. Dan Dooley, Assistant Plan Director,
31 noting the Plan Commission conducted a public hearing and voted seven (7)
32 to one (1) to recommend approval.

34 Councilman Parker moved for engrossment of Ordinance No. 50-1982,
35 seconded by Councilman Paust and on unanimous voice vote the motion
36 was carried.

38 Councilman Welch moved to suspend the rules and read Ordinance No. 50-1982
39 on third and final reading by title only, seconded by Councilman Elstro
40 and on unanimous voice vote the motion was carried.

61 Explaining this Ordinance was City Controller Don Meredith, noting
62 that during this adjustment period of the airport taking over the fixed
63 base operator, it is necessary to transfer to cover expenses not
64 anticipated in the regular budget.

48 REQUEST FROM AIRPORT FOR ILS SYSTEM •

50 Mr. Paul Hedges, Manager of Richmond Municipal Airport, and Mr. Bill
51 Merkin, Board of Aviation Commissioners requested consideration of
52 Council for funding of $300,000 for an ILS, which is a precision in-
53 strument approach landing system. Mr. Merkin noted no funds would be
54 needed before February which is when the system would be ordered. He
55 noted bids should be received now. They requested a verbal commitment
56 for financing this project. City Controller Don Meredith stated there
57 is no available money at the present time to fund this. Funding would
58 have to be a bond issue or short term loan, depending on the monies
59 available in their operation to make payments. A loan would be about
60 the only way to go because of the financial difficulties of the City.
61 As far as something temporary, there can always be a transfer betiween
62 funds; however, it must be repaid during the same calendar year.

1 City Attorney Ed Anderson stated a verbal agreement doesn't give much
2 to work on. There would have to be an inducement resolution. Anything
3 done here now would not be a commitment.

5 Councilmen expressed concern as to how such a system could be paid for,
6 purchasing such a system when other city services need funding, having
7 part of the funding come from the county and a marketing research pro-
8 ject showing such a need.

10 President Mills suggested the Airport representatives get together with
11 Mr. Meredith, Mr. Anderson and Councilman Carter to come up with money
12 figures and what the commission would do and, if practical, come back
13 with an inducement resolution.
