PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, SEPTEMBER 20, 1982
1 The Common Council of the City of Richmond, Indiana, met in regular
2 session September 20, 1982 at the hour of 7:30 p .m. in the Council
3 Chambers in the Municipal Building in said City. President Pro-Tem
4 Larry Parker presided with the following members present: Messrs. Elstro,
5 Williams, Ms. Henry, Hankinson, Welch, Carter and Paust. The following
6 business was had, to-wit:

10 Councilman Carter gave, devotions.

12 APPROVAL OF MINUTES OF SEPTEMBER 7, 1982

14 Councilman Hankinson moved approval of the minutes as published, seconded
15 by Councilman Parker and on unanimous voice vote the motion was carried.

17 BOARD OF PUBLIC WORKS AND SAFETY REPORT

19 Councilman Elstro suggested the State be contacted regarding repaving or
20 otherwise removing the bumps in the street on South 8th and 9th from "L"
21 to "E".

23 COMMITTEE REPORT

25 Councilman Carter reported on a meeting he and Councilman Parker attended
111 26 regarding sewage backups in the area of South West 4th Street during the
27 recent rainstorm. Citizens from other areas were also in attendance.
28 Certain people were advised to fill out claim forms and submit them to the
29 Sanitary Commission. The Sanitary Commission has hired some people to do
30 some studies and investigate the problem. He said he understands a
31 citizen's group has hired an attorney and an engineer to do a study.

33 MISCELLANEOUS BUSINESS
14 Petition Presented

36 Donna Hardin, 458 South West 3rd, spoke regarding a problem with speeders
37 in the neighborhood by the high school. She told of meetings she has
38 held and' presented a petition containing 517 names requesting support for
39 a ban on reckless driving in the high school area. Councilmen discussed
40 the problem and would like to hear further on results from banning of
41 parking and signs being posted.

43 President Pro-Tem Parker welcomed student visitors from Test Jr. High
44 School.

46 Councilman Williams wished to report to the Board of Works of a complaint
47 that the east side of South 9th from "E" to "B" has not been swept.

51 Councilman Welch moved to suspend the rules and read Ordinance No. 34-
52 198.2 and No. 35-1982 on first reading by title only, seconded by Council-
53 man Elstro and on unanimous voice vote the motion was carried.

57 The Clerk read on first reading by title only Ordinance No. 34-1982 - AN
58 ORDINANCE VACATING ALL PUBLIC WAYS LYING IN THE TERRITORY GENERALLY
59 BOUNDED BY THE SOUTH SERVICE DRIVE, SOUTH 6TH STREET, SOUTH "A" STREET
60 AND SOUTH 5TH STREET.

62 President Pro-Tem Parker announced Ordinance No. 34-1982 is referred to
63 the Plan Committee.

6 President Pro-Tem Parker announced that Ordinance No. 35-1982 must be
7 advertised.

11 There being no further business on motion duly made, seconded and
12 passed the meeting was adjourned.
