CITY OF RICHMOND, INDIANA, AUGUST 23, 1982
1 The Common Council of the City of Richmond, Indiana, met in special
III2 session August 23, 1982 at the hour of 7:00 p.m. in the Council Chambers
3 in the Municipal Building in said City. President Mills presided with
4 the following members present. Messrs. Elstro, Williams, Ms. Henry,
5 Hankinson, Welch, Parker, Carter and Paust. Absent: None. The follow-
6 ing business was had, to-wit:

9 AMENDED ORDINANCE NO. 32-1982

11 President Mills announced the purpose of this special meeting is to con-
12 sider Amended Ordinance No. 32-1982.

14 Proof of publication was presented. Councilman Welch moved it be accepted
15 and placed on file, seconded by Councilman Parker and on unanimous voice
16 vote the motion was carried.

18 Councilman Welch moved to suspend the rules and read Amended Ordinance
19 No. 32-1982 on third and final reading by title only, seconded by Council-
20 man Hankinson and on unanimous voice vote the motion was carried.

22 The Clerk read on third reading by title only Amended Ordinance No. 32-
23 1982 - AN ORDINANCE FOR APPROPRIATIONS AND TAX RATES.

25 City Controller Don Meredith presented final totals for Budget Form 4-A
26 and the tax rates.

28 Councilman Williams stated he would not support the budget ordinance
29 because street lights were cut from it. Councilman Carter stated he
30 would not support the budget because Council has only partially done
31 their job by making some cuts but not all the cuts. Councilman Elstro
32 stated he would not support the budget because a straight three per-
33 cent (3%) raise was not given in all cases.

35 Amended Ordinance No. 32-1982 was adopted by the following vote:
36 AYES: Henry, Hankinson, Welch, Parker, Paust, Mills (6)
37 NOES: Elstro, Williams, Carter (3)

41 There being no further business on motion duly made, seconded and
42 passed the meeting was adjourned.
