PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY, OF RICHMOND, INDIANA, AUGUST 16, 1982
1 The Common Council of the City of Richmond, Indiana, met in regular
2 - session August 16, 1982 at the hour of 7 :30 p.m. in the Council Chambers
3 in the Municipal Building in said City. President Mills presided with
4 the following members present: Messrs. Elstro, Williams, Ms. Henry,
5 Hankinson, Welch, Parker, Carter and Paust. Absent: None. The following
6 business was had, to-wit:

12 APPROVAL OF MINUTES OF AUGUST 2, 1982

14 Councilman Hankinson moved to approve the minutes of the previous meeting
15 as received, seconded by Councilman Welch and on unanimous voice vote the
16 motion was carried.

18 CHANGE DATE OF NEXT REGULAR MEETING

20 President Mills noted the next regular meeting is scheduled for Monday,
21 September 6, which is Labor Day. He recommended the meeting be changed
22 to Tuesday, September 7, 1982. Councilman Hankinson so moved, seconded
23 by Councilman Paust and on unanimous voice vote the motion was carried.

25 REPORT FROM COUNCILMAN WELCH, REPRESENTATIVE TO PARK BOARD

27 Councilman Welch noted all Council members received copies of chemical
28 purchases of the Park Department for the years 1979, 1980 and 1981. He
29 noted the purchases in 1979 were $12,500 and in 1981 were $15,057, which
30 is nothing like the increases projected in the newspaper articles.

34 The Clerk read on second reading Ordinance No. 32-1982 - AN ORDINANCE FOR
35 APPROPRIATIONS AND TAX RATES.

37 President Mills noted an error in SECTION 1. line 2 "December 31 , 1982"
38 should read "December 31 , 1983". .He _recommended this error be corrected.
39 Councilman Hankinson so moved, seconded by Councilman Welch and on
40 unanimous voice vote the motion was carried.

42 Report of Committee of the Whole

44 Chairman of the Committee of the Whole Larry Parker reported the Committee
45 met and went through each budget line by line. Department heads were
46 present to answer questions.

48 Report on Hydrant Rent Billing

50 City Controller Don Meredith stated some Council members questioned the
51 hydrant rent and he contacted the Water Company. General Manager Orville
52 Allen informed Mr. Meredith that in the last rate case a part of the case
53 was dropping the per inch charge and going to a straight hydrant rent.
54 This was approved and starting with the next quarterly bill it will be a
55 lump sum. At that time the Water Company will furnish two sets of bills -
56 one showing how it would have been under the old rate and one under the
57 new rate. They have it calculated so they will not lose money on the
58 amount of hydrants at this time. If the City sees fit to remove hydrants,
59 the charge would go down; however, hydrants will probably be added, which
60 will increase the charge.

64 Mr. Meredith noted Council members have received new budget figures

1 showing ten percent (10%) cuts. by Department Heads in their budgets.
2 Mr. Meredith calculated budgets, excepting personal services, and gave
3 the Department Heads the remaining figure requesting they cut ten per-
4 cent (10%) from their budgets. Every Department Head did this. Mr.
5 Meredith cut Council's budget line item by line item. Board of Works
6 is cut ten percent (10%) plus $500,000 in street lights with anticipation
7 $400,000 will be replaced by revenue sharing.

9 President Mills reminded the ten percent (10%) is proposed by the Admini-
10 station and Council can add or subtract.

12 Report. of Street Light Committee

14 Chairman Larry Parker stated he contacted Richmond Power & Light and
15 discussed changing from mercury to sodium lighting which will lower the
16 cost of the electrical current used. Discussion was held on not adding
17 street lights without taking out light's that are not being properly
18 utilized and engineering changes that may change the distance of the
19 lights; also, having lights come on later and go off earlier. Rate
20 schedules, maintenance and traffic lights are being studied. Hopefully,
21 these studies will result in a price reduction for electrical current
22 for the City.

26 Councilman Carter moved to reduce Other Contractual Services in the
27 City Controller's budget by $1,500, seconded by Councilman Elstro.

31 Councilman Carter moved to reduce Council's budget from $94,386 to
32 $87,273, seconded by Councilman Parker.

37 Councilman Hankinson moved Council's Election Expense be $48,000 ,
38 seconded by Councilman Welch.

42 Councilman Hankinson moved Council's Animal Welfare be $19,000, seconded

47 Councilman Carter moved to reduce Engineer's Other Equipment by $4,000,

1 Councilman Carter moved to reduce Off Street Parking Repair of Equipment
2 from $3,000 to $1,000. Motion died for lack of a second.

4 Councilman Carter moved Public Transit Partime Help be reduced from
5 $25,000 to $20,000, seconded by Councilman Hankinson.

9 Councilman Elstro moved to delete the Junk Vehicle Budget. Motion died
10 for lack of a second.

12 Councilman Parker moved to amend Ordinance No. 32-1982 as ,:per all cuts
13 made on the floor tonight, seconded by Councilman Welch.

18 Councilman Welch moved for engrossment of Amended Ordinance No. 32-1982,
19 seconded by Councilman Paust. Motion carried with Councilman Carter
20 voting no.

22 President Mills announced there will be a special Council meeting on
23 August 23, 1982 at 7 :00 p.m. for Amended Ordinance No. 32-1982.

25 ORDINANCES ON 3RD READING

27 Councilman Welch moved to suspend the rules and read Amended Ordinance
III28 No. 25-1982 on third and final reading by title only, seconded by
29 Councilman Williams and on unanimous voice vote the motion was carried.

31 The Clerk read on third reading by title only Amended Ordinance No. 25-
32 1982 - AN ORDINANCE TO ANNEX TO THE CITY OF RICHMOND, INDIANA, CERTAIN
33 CONTIGUOUS TERRITORY, ADJACENT AND ABUTTING THERETO, DESCRIBING THE
34 SAME, PROVIDING FOR THE PUBLICATION THEREOF, AND FIXING THE TIME WHEN
35 THE SAME SHALL TAKE EFFECT.

37 Amended Ordinance No. 25-1982 was adopted by the following vote:
