HomeMy Public PortalAbout07-19-1982 241 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, JULY 19, 1982 1 The Common Council of the City of Richmond, Indiana, met in regular 2 session July 19, 1982 at the hour of 7 :30 p.m. in the Council Chambers 3 of the Municipal Building in said City. President Mills presided with 4 the following members present: Messrs. Elstro, Williams, Ms. Henry, 5 Hankinson, Welch, Parker and Paust. Absent: Carter. The following 6 business was har ,to-wit: 7 8 DEVOTIONS 9 10 Councilman Larry Parker gave devotions. 11 12 APPROVAL OF MINUTES OF JULY 6, 1982 13 14 Councilman Hankinson moved to approve the minutes of the previous 15 meeting, seconded by Councilman Welch and on unanimous voice vote the 16 motion was carried.i 17 18 PRESENTING OF PETITIONS 19 20 Councilman Hankinson presented a petition for street lights. on South 21 45th, 47th and 48th and in the first block of Kensington Drive off 22 "E". The petition was presented to Councilman Parker. 23 24 REPORT ON HISTORIC RICHMOND, INC. 25 26 Mr. Matt Stegall, 222 North 10th, representing Historic Richmond, Inc. 27 spoke regarding the old railroad station on North "E" Street. The 28 station .is to go into the hands of Norfolk &Western following sale 29 of some track from the former Pennsylvania Railroad. The final purpose 30 of the building has not been decided, but if designated as an historic 31 site,, there would be a tax advantage.to the neighborhood for being 32 listed in theNational' Register of Historic Places. 33 34 LETTER FROM WAYNE COUNTY DISPOSAL ADVISORY COMMITTEE 35 36 President Mills read the following letter regarding the landfill site 37 and encouraged members of Council to offer any ideas or suggestions: 38 '39 - Dear: Mr. -Mills: 40 41 This is to inform you that the Wayne County Refuse Disposal 42 Advisory Committee, which has been meeting for the past seven 43 months, met on July 12, 1982. It was the consensus of this 44 Committee that a future landfill site, leased or purchased 45 by local government, will be necessary in Wayne County if we 46 are to be totally self-dependent in our future refuse disposal 47 program. 48 49 At this meeting, our Committee adopted the following recom- -- 50 mendation: "We recommend that City and County officials 'a 51 proceed, as soon as possible, to cooperatively develop plans 52 for the obtaining of one (1) landfill site in Wayne County 53 that call be available to all thecitizens of Wayne County. 54 55 Our Committee was organized to explore and offer recommendations 56 to City and County officials which may eventually result in 57 a cooperative long range refuse disposal program for Wayne 58 County. We understand that the above recommendation is merely 59 the basic foundation in the possible development of a unified 60 program in the future; and our Committee will continue to 61 build upon this foundation until we are informed otherwise. 62 63 Please advise if you have any suggestions or recommendation 64 for our Committee. Gauthier 7 Chairman 8 9 BOARD OF WORKS 10 • 11 Councilman Elstro expressed concern that new streets being paved are 12 . leaving from two (2) to ten (10) inches from the curbs but the specs 13 call for six. (6) to eight (8) inches from curbs on South "H", "J", 14 "C" and 7th streets. He presented a photograph to the Councilmen of 15 curbs on South "H" Street and questioned the inspector's activities. 16 17 Councilman Williams stated he wished to know the contents of the storage 18 tanks on North "F"'. 19 20 City Controller Don Meredith stated that. the Fire Department has re- 21 ceived the first Hahn truck that was rehabilitated. The rehabilitation 22 costs just under :$30,000 apiece and a new truck would have cost at least 23 $125,000 a-:year ago-. The chassis, cab and motor are basically the same 24 - but completely cleaned and overhauled. The aluminum saves in several 25 ways. - 26 27 Councilman Welch answered Councilman Elstro saying that the original 28 specs called for just- the width of -the ditch to be repaired or paved. 29 . ' Through the efforts of the Board, Mr. Webb and' the consulting engineer, 30 they did get full width paving in residential streets. 31 32 President Mills read a letter to. Councilmen Hankinson and Williams from 33 Betty Wilson, President of the Neighborhood Advisory Council, 817 North 34 "I", again inviting members to' tour the neighborhood of north Richmond. 35 He suggested... the two councilmen get together and let Council know if 36 they are to tour or if he should write an answer. 37 • 38 Councilman Williams said he had informed Betty Wilson that he'would tell 39 Council tonight of her request. He said-:`'.she wants them to. see what has 40 and has not been done. North Richmond has had everything but housing. 41 42 ORDINANCES ON 1ST READING • 43 44 Councilman Welch moved to suspend the rules' and read on first reading 45 by title only Ordinance Nos. 25-1982, 28-1982, 29-1982 and 30-1982, 46 seconded by Councilman Parker and on unanimous -voice vote the motion 47 was carried. 48 49 AMENDED ORDINANCE NO. 25-1982 50 - 51 The Clerk read on first reading by title only Amended Ordinance No. 25- 52 1982 - AN ..ORDINANCE- TO ANNEX TO THE CITY OF RICHMOND, INDIANA, CERTAIN 53 CONTIGUOUS TERRITORY, ADJACENT'AND ABUTTING THERETO, DESCRIBING THE * Ill - 54 SAME, PROVIDING FOR THE PUBLICATION THEREOF, AND FIXING THE TIME WHEN 55 THE SAME SHALL TAKE EFFECT. 56 57 President Mills announced he understands there now may some opposition 58 to the Ordinance and will send the Ordinance to the Committee of the 59 Whole. - 60 61 Councilman Parker : T. -next Monday night, July 26th., at 7 :00 p.m. in the 62 Board of Works Room 'for the Committeeof the Whole meeting. 243 Common Council Minutes Cont'd. - July 19, 1982 Page 3 1 ORDINANCE NO. 28-1982 . 2 _ 3 The Clerk read on first reading by title only Ordinance No. 28-1982 .- 4 AN ORDINANCE AMENDING AN ORDINANCE ON THE REMOVAL AND DISPOSAL OF 5 ABANDONED VEHICLES IN THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA 6 BEING ORDINANCE NO.' 3-1982. • 7 8 Councilman Welch moved to suspend the rules and read Ordinance.No. 28- 9 1982 on second reading,' seconded by Councilman Paust and on unanimous 10 voice vote the motion was carried. - 11 . 12 The Clerk read on second reading- Ordinance No-. 28.-1982. - 13 = 14 President Mills read Section 4 of the Ordinance, stating that he felt 15 the word "may" should be changed to "shall". The City can then go out 16 ' of the- impoundment business and the Board of WOrks must enter into a 17 ` contract on a bid proposal. • 18 19 - City Attorney Anderson suggested the word "public" be inserted in front 20 of the word "agency". 21 ,1 _ . . ._ _ 22 President Mills announced Ordinance No. 28-1982 is on public hearing. 23 . - 24 City Controller Meredith stated -that in making it mandatory. that the 25 Board of Works accept,bids, they could be in the position of accepting 26 - bids which were unsatisfactory and the Board intends to have bids. 27 • 28 Attorney•Andrew Cecere, 101 South loth; asked if.-the wording of the 29 Ordinance meant that there would be separate contracts for the removal 30 ' and for the storage. 31 32 Mr. Meredith replied that they had mostly verbal contrac.ts .regarding 33 towing. 'If only one "person had the towing, there may be no choice at 34 the scene of an accident plus they would have to be large enough to be 35 manned constantly and to handle morethan one accident at -a time: 36 ' 37 DaleStanton;_'.1526 National Road West, representing S & S Towing and 38 Recovery, said he would like to see it stopped at_the impoundment ' 39 ',area -and does not want anyone taken off the.,present list. 40 . . 41 .Councilman Welch said he would like to see Section 4 amended to read: 42 the word "public"_before "agency",• and "bid" before "contracts" and • 43 . "removal":-out ofc:,the' second .line.', -It would: now read "The Board :of 44 - Public Works and Safety_shall be the public .agency responsible for 45 the storage and disposal of abandoned vehicles and may enter into bid 46 contracts as' necessary for-the purpose' of storage and disposition of 47 abandoned vehicles." It was 51 noted the increases for any elected officials. was. established by . 52 Ordinance No.. 8-1979 and there is no additional increase. This is a.. 53 2.9% increase for all employees with exceptions of additional. increases111 54 to some employees in the Department of Finance, .Civil City Engineering, 55 Department of Law, .Park •Department and a!reduction in the Department of 56 Public Transit. The figure for the Park Department should be $602,989 57 instead of -$591,189. 58 59 Councilman Hankinson moved to change the total in the Park Department 60 from $591,189 to $602,989, seconded by Councilman Paust and on unani- 61 mous voice vote the motion was carried. 62 • 63 Speaking against the Ordinance was William Caudill,. 212 North 17th, 64 employed by the Street Department. July 19, 1982 Page 5 1 too great between .some of the employees by giving a percentage raise 2 instead of a dollar raise. - . 3 4 Councilman.Elstro moved- to cut the $961. salary of the Airport Secre- 5 tary. The. motion died for lack of a second. 6 • • 7 Councilman Williams moved for engrossment of Ordinance No. 30-1982, 8 seconded by Councilman Hankinson and on unanimous voice vote the motion 9 was carried. 10 • 11 Councilman Welch moved to suspend the rules and read Ordinance No. 30- 12 1982 on third and final reading by..title only, .seconded by.
