HomeMy Public PortalAbout05-14-15 agendaNay 14, 2015 The Agenda Meeting of the Mayor and Council of the Borough of Agenda Meeting Carteret preceding the Regular Meeting of May 21, 2015 was held on May 14, 2015, 6:00 P.M., in the Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. The following were noted present: Councilmembers Vincent Bellino " Jorge Diaz " Dennis DiMascio " Randy Krum Susan Naples Noted absent was Councilmember Joseph Sitarz. Noted present was Municipal Clerk Kathleen M. Barney, MMC and Borough Attorney Robert J. Bergen, Esq. Roll Call Also Noted Present The Clerk stated that on January 5, 2015 the 2015 Annual Notice Statgrent of Meeting was mailed to The Home News Tribune, The Star Ledger and Notice posted on the bulletin board on January 5, 2015. Notice was also published in The Home News Tribune, The Star Ledger on January 8, 2015. The Meeting was opened with a minute of Silent Prayer and the Silent Prayer/ Pledge Pledge of Allegiance led by Mayor Daniel J. Reiman. of Allegiarm Minutes for Approval Minutes for Approval April 23, 2015 Upon MMS &C by Councilmembers Diaz and Krum and unanimous affirmative vote of the five (5) Councilmembers present the minutes of April 23, 2015 were approved as transcribed and engrossed by the Clerk. 1. %y 14, 2015 Presentation Presentation: a) Craig Chrobocinski C. Chmbocinski Mayor Reiman said Mr. Chrobocinski is participating in a bike ride. The Mayor asked how long the ride was. Mr. Chroboinski replied that the ride was 200 miles Mayor Reiman asked who he was doing it in honor. Mr. Chrobonski said that he was doing this in honor of his father and grandfather who both passed away from Cancer. The Mayor asked the Chrobocinski Family to come up to the podium. On behalf of his Charity Trust, he presented a check in the amount of $250.00 to Craig Chrobocinski who has been preparing for this ride for over five (5) months. It is for a two (2) day bike riding fundraiser to Conquer Cancer. It will be benefitting the Cancer Research Institute. It will be on June 6 & 7. He is doing this in memory of his father Chester Chrobocinski long time resident of Carteret. On behalf of the Borough Council and the residents of Carteret, he wished him the best of luck on this journey. b) Carteret School District RE: Carteret School District Mayor Reiman said about one (1) month ago, Mr. Cherepski and Mr. Murray approached him with a request to help them purchase a score board for the gymnasium. A check will be presented on behalf of Investor's Savings Bank, The Carteret Business Partnership and The Charity Trust Fund, to the Carteret School District in the amount of $8300.00. 2. l 14, 2015 ORDINANCES: First Reading Oniinarce's 1. #15 -12 Approving the Peter J. Sica Industrial Highway First Reading Redevelopment Plan. 2. #15 -13 Authorizing Execution and Delivery of a Financial Agreement with Kinder Morgan Urban Renewal II, LLC. ORDINANCE #15 -12 was introduced and adopted on First Reading Ordinarre #15-12 and the Clerk authorized and directed to advertise same for Public Hearing to be held June 4, 2015. Upon MMS &C by Councilmembers Krum and Bellino and upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Krum and Naples voted in the affirmative. Opon MMS &C by Councilmembers Bellino and Krum and upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Krum and Naples voted in the affirmation. Councilmember Sitarz was noted absent. Mky 14, 2015 AUTHORIZING EXECUTION & DELIVERY OF A FINANCIAL AGREEMENT BY AND BETWEEN THE BOROUGH OF CARTERET AND KINDER MORGAN URBAN RENEWAL II, LLC" Mayor Reiman reported that this is the construction for the Campnts second Phase of the Redevelopment Project. The first Phase was completed about five (5) years ago. This will call for additional expansion of their facility for about a million and one half barrels of production. Public Hearing Public Hearing - 1. #15 -11 Calendar Year Cap Bank (NJSA 490:4- 45.14). The Clerk stated that Ordinance #15 -11 was introduced and ORDI MCE 15 -11 passed upon First Reading at a Regular Meeting of the Borough Council of the Borough of Carteret held on April 23, 2015. It was duly published in The Home News Tribune on April 29, 2015, with notice that it will be considered for final passage after Public Hearing to be held May 14, 2015 at approximately 6:00 P.M. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. OPEN Upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative vote of the five (5) Councilmembers present, the Mayor declared the Public Hearing to be opened. There being no comments or objections to the Ordinance the CLOSED Mayor declared the Public Hearing to be closed upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative vote of the five (5) Councilmembers present. Councilmember Sitarz was noted absent. Upon MMS &C by Councilmembers Diaz and Bellino 4. May 14, 2015 ORDINANCE #15 -11 "BOROUGH OF CARTERET COUNTY OF MIDDLESEX, NEW JERSEY CALENDAR YEAR 2015 ORDINANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS & TO ESTABLISH A CAP BANK" (N.J.S.A. 40A: 4- 45.14) was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Krum and Naples voted in the affirmative. Councilmember Sitarz was noted absent. Mayor Reiman read the Proclamation into the record: H fly 14, 2015 PROCLAMATION PF0aA f1T10N WHEREAS, there were 556 motor vehicle fatalities in New Jersey in 2014; and "Click it or Ticket" WHEREAS, a large percentage of the motor vehicle occupants killed were not wearing a seat belt; and WHEREAS, use of a seat belt remains the most effective way to avoid death or serious bodily injury in a motor vehicle crash; and WHEREAS, the National Highway Traffic Administration estimates that 135,000 lives were saved by safety belt usage nationally between 1975 — 2000; and WHEREAS, the State of New Jersey will participate in the nationwide Click It or Ticket seat belt mobilization from May 18 to May 31, 2015 in the an effort to raise awareness and increase seat belt usage through a combination of enforcement and education; and WHEREAS, the Division of Highway Traffic Safety has set a goal of increasing the seat belt usage rate in the state from the. current level of 91.00% to 100 %; and WHEREAS, a further increase in seat belt usage in New.lersey will save lives on our roadways; NOW, THEREFORE, I, DANIEL J. REIMAN, Mayor of the Borough of Carteret, in conjunction with the Borough Council, in the County of Middlesex, State of New Jersey do hereby call for support of seat belt mobilization both locally and nationally through the initiative 9• May 14, 2015 CLICK IT or TICKET MAY 18 THROUGH MAY 31 2015 FURTHERMORE, I urge all citizens to pledge to increase awareness of the mobilization and benefits of seat belt use.
