HomeMy Public PortalAbout06-21-1982 235 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, JUNE 21, 1982 1 The Common Council of the City of Richmond, Indiana, met in regular 2 session June 21, 1982 at the hour of 7:30 p.m. in the Council Chambers 3 in the Municipal Building in said City. President Mills presided with 4 the following members present: Messrs. Elstro, Williams, Ms. Henry, 5 Hankinson, Welch, Parker, Carter and Paust. Absent: None. The 6 following business was had, to-wit: 7 8 DEVOTIONS 9 10 , Councilwoman Henry gave devotions. 11 12 APPROVAL OF MINUTES OF JUNE 7 , 1982 13 14 Councilman Hankinson moved to approve the minutes of the previous 15 meeting as received, seconded by Councilman Welch and on unanimous 16 voice vote the motion was carried. 17 18 TABLED RESOLUTION NO. 4-1982 19 20 President Mills reported the Wayne County Council took the Airport 21 Authority of Wayne County Resolution under advisement and appointed 22 a three (3) member committee to study the matter. President Mills 23 appointed a three (3) member committee from Council consisting of 24 Councilmen Elstro, Parker and Carter. Councilman Carter reported the 25 six (6) members met this evening along with the County Attorney, City 26 Attorney and Mr. Bill Merkins. The creation of an Airport Authority 27 has become a very complex problem. The consensus is that there is 28 some reluctance to create another taxing entity at the present time. 29 There are other approaches to furnish the money that is needed to 30 accomplish the installation of an ILS system and paving the main run- 31 way. The committee is looking at alternate methods to the creation of 32 an Airport Authority. They hope to have input for the special County 33 Council meeting on June 29. 34 35 BOARD OF WORKS 36 37 Councilman Williams_ complained of a lot of loud music at Freeman Park 38 last Saturday for seven (7) or eight (8) hours. He noted the area is 39 close to the hospital and there are no restroom facilities there. 40 41 Councilman Elstro reported wooden ties are coming up out of the street 42 in the 1400 block of South 8th where the street goes to the Boy's Club. 43 He would like to see paving put on these. 44 45 MISCELLANEOUS BUSINESS 46 47 Mr. Al Gentry presented an update on the Whitewater Gorge project with 48 slides showing the improvement in the area. 49 50 ORDINANCES ON 1ST READING 51 ORDINANCE NO. 25-1982 52 53 Councilman Welch moved to suspend the rules and read Ordinance No. 25- 54 1982 on first reading by title only, seconded by Councilman Parker and 55 on unanimous voice vote the motion was carried. 56 57 The Clerk read on first reading by title only Ordinance No. 25-1982 -, 58 AN ORDINANCE TO ANNEX TO THE CITY OF RICHMOND, INDIANA, CERTAIN 59 CONTIGUOUS TERRITORY, ADJACENT AND ABUTTING THERETO, DESCRIBING 60 THE SAME, PROVIDING FOR THE PUBLICATION THEREOF, AND FIXING THE 61 TIME WHEN THE SAME SHALL TAKE EFFECT. 62 63 City Plan Director Bob Goodwin, representing the Sanitary Department, 64 stated the legal description in the Ordinance comes down the middle 236 Common Council Minutes Cont'd. June 21, 1982 Page 2 1 of the road and also in driving down the road you would be in the City, 2 ' out of the City and_ back in the City again. He requested Council send 3 it back to the Plan Department to correct the legal description. 4 5 President Mills announced Ordinance No. 25-1982 will be held on first 6 reading. 7 8 ORDINANCES ON 2ND READING 9 ORDINANCE NO. 24-1982 10 11 The Clerk read on second reading Ordinance No. 24-1982 = AN ORDINANCE 12 ESTABLISHING A NEW SCHEDULE OR RATES FOR ELECTRIC SERVICE RENDERED BY 13 RICHMOND POWER & LIGHT, THE MUNICIPAL ELECTRIC UTILITY SYSTEM OF THE 14 . CITY OF RICHMOND, INDIANA AND MATTERS RELATED THERETO. 15. 16 President Mills announced Ordinance No. 24-1982 is on public hearing. 17 Speaking for this Ordinance were RP&L General Manager Irving Huffman; 18 Mr. Donald Gimbel, 1417 Miami Court North, Plainfield, IN; and Attorney 19 Paul Hirsch, Indianapolis, who gave financial reports and PURPA"re- 20 quirements to support their request. 21 22 Speaking against Ordinance No. 24-1982 were Mr. H. C. "Tip" Simpson, 428 23 South 19th Street, appearing in behalf of the elderly and presenting a 24 petition to Council consisting of approximately one hundred (100) names. 25 26 Councilman Welch moved for engrossment of Ordinance No. 24-1982, seconded 27 by Councilman Elstro. The motion carried with Councilman Carter voting 28 no. 29 30 Councilman Welch moved to suspend the rules and read Ordinance No. 24- 31 1982 on third and final reading by title only, seconded by Councilman 32 Elstro. On a call of the roll the following was recorded: Councilman 33 Elstro voted aye, Councilman Williams voted no. 34 35 President Mills announced Ordinance No. 24-1982 will be on third read- 36 ing at the next couneil meeting. 37 . 38 CHANGE DATE OF NEXT MEETING 39 . 40 President Mills noted- the date of the next meeting should be changed to 41 Tuesday, July 6 due to the 4th of July holiday.
