PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, MAY 17, 1982
1 The Common Council of the City of Richmond., Indiana, met in regular
2 session May 17, 1982 at the hour of 7 :30 p.m. in the Council Chambers
3 in the Municipal Building in said City. President Mills presided with
4 the following members present: Messrs. Elstro, Williams, Ms. Henry,
5 Hankinson, Welch, Parker, 'Carter and Paust. Absent; None. The
6 following business was had, to-wit:

12 APPROVAL OF MINUTES OF MAY 3, 1982

14 Councilman Hankinson moved to approve the minutes of the previous
15 meeting as prepared, seconded by Councilman Welch and on unanimous
16 voice vote the motion was carried.

18 RESOLUTIONS

20 President Mills stated Community Development Director Robert Goodwin
21 has presented Council members with two (2) resolutions, which he is
22 requesting be added to tonight's agenda.

Councilman Williams moved Resolution No. 2-1982 be presented, seconded
by Councilman Parker and on unanimous voice vote the motion was carried.

30 Councilman Welch moved to suspend the rules and read Resolution No. 2-
31 1982 by title only, seconded by Councilman Williams and on unanimous
32 voice vote the motion was carried.

34 The Clerk read by title only Resolution No. 2-1982 - A RESOLUTION
35 AUTHORIZING AND APPROVING THE CONVEYANCE OF CERTAIN REAL ESTATE IN
36 THE CITY OF RICHMOND, INDIANA, for the use and benefit of its
37 Department of Community Development.

39 - Speaking for Resolution No. 2-1982 was Mr. Robert Goodwin noting this
40 Resolution conveys lots on North 12th to WCAC.

42 Councilman Paust moved for adoption of Resolution No. 2-1982, seconded
43 by Councilman Parker and on unanimous voice vote the motion was carried.

47 Councilman Elstro moved to bring Resolution No. 3-1982 on the floor,
48 seconded by Councilwoman Henry and on unanimous voice vote the motion

51 Councilman Welch moved to suspend the rules and read Resolution No. 3-

60 Speaking for Resolution No. 3-1982 was Mr. Robert Goodwin noting this
61 Resolution conveys lots to Mt. Olive Baptist Church, who has agreed
62 to demolish the structures.

64 Councilman Elstro moved for adoption of Resolution No. 3-1982, seconded
65 by Councilman Williams and on unanimous voice vote the motion was carried.

3 ' Mr. Meredith reported the Board has investigated closing of North 17th
4 as requested in the last meeting. The. road going to and through the
5 bridge is in fairly good shape and it is beyond this point where the
6 trash is being dumped; however,..,there.is a house north of the bridge
7 and closing. of the street would cut off access to the house as well as
8 through traffic. The Street Department is planning chip and seal north
9 of the bridge this summer. An effort will be made to try to stop some
10 of the dumping in the area through surveillance.

48 The Clerk read on second reading Ordinance No. 58-1978 - AN ORDINANCE
49 TO IMPLEMENT THE PUBLIC POLICY OF THE STATE OF INDIANA REGARDING
50 CIVIL RIGHTS OF THE CITIZENS OF THE CITY OF RICHMOND, INDIANA.

52 The Clerk read a letter from Barbara Barnhizer outlining procedures
53 followed by the local EEO Director concerning discrimination complaints
54 and containing eleven (11) addresses of State, Federal and local agencies
55 where one can apply.

57 President Mills noted page 2 of Ordinance No. 58-1978 under SECTION 2 (e)
58 should be amended to delete "or such other attorney as may be engaged
59 by the commission". Councilman Hankinson so moved, seconded by Council-
60 man Carter and on unanimous voice vote the motion was carried.

62 President Mills noted page 7 under SECTION 5 Should be amended to
63 correct the number of the .Ordinance from No. 55 to No. 58. Councilman
64 Williams so moved, seconded by Councilwoman Henry and on unanimous

1 voice vote the motion was carried.

3 Councilman Parker noted that on Page 6 SECTION 4 (10) "employ an
4 exectutive director and other staff personnel" should be deleted
5 due to funds not available. Councilman Parker so moved, seconded by
6 Councilman Carter. On a call of the roll the following was recorded:
7 AYES: Elstro, Henry, Hankinson, Welch, Parker, Carter, Paust (7)
8 NOES: Williams, Mills (2)

10 President Mills announced Amended Ordinance No. 58-1978 is on public
11 hearing. Speaking for this Ordinance were Rev. Robert Girten, 1205
12 South "M"; Elder Thomas Burrell, 1710 North "E", Mr. Bobby Smith, 1109
13 North "I", Rev. George White, 1019 No. "J", Vice-President of the
14 local branch of the NAACP; and Marion Williams, 217 So. 10th.

16 Councilman Hankinson moved for engrossment of Amended Ordinance No. 58-
17 1978, seconded by Councilman Parker and on unanimous voice vote the
18 motion was carried.

20 Councilman Williams moved to suspend the rules and read Amended
21 Ordinance No. 58-1978 on third and final reading by title only,
22 seconded by Councilman Parker and on unanimous voice vote the
23 motion was carried.
