HomeMy Public PortalAbout04-19-1982 12.1.• PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, APRIL 19, 1982 1 The Common Council of the City of Richmond, Indiana, met in regular 2 session April 19, 1982 at the hour of 7:30 p.m. in the Council Chambers 3 in the Municipal Building in said City. President Mills presided with • 4 the following members'present: Messrs. Elstro, Williams, Ms. Henry, 5 Hankinson, Welch, Parker, Carter and Paust. Absent: None. The 6 following business was had, to-wit: 7 • • 8 DEVOTIONS 9 10 Councilman .Williams gave devotions. . 11 12 APPROVAL OF MINUTES OF APRIL .5_, 1982 • 13 • 14 • Councilman Hankinson moved 'to approve the minutes of the previous 15 meeting as prepared, seconded by Councilman Welch and on unanimous 16 voice vote the motion.was carried. 17 18 ' WELCOME TO STUDENTS 19 • 20 President Mills welcomed students from Richmond Senior High School 21 in attendance. 22 23 REPORT FROM THE MAYOR 24 • 25 City Controller noted Mayor Clifford Dickman has set Monday, April 26 26 at 10:00 a.m. for a Revenue Sharing hearing meeting.. At that time 27 input will be received on use of revenue sharing funds. Councilman 28 Carter requested a• list of those presented. 29 - 30 REPORT .FROM THE BOARD OF WORKS 31 • 32 • Concerning discussion at the last Council meeting about debris in 33 alleys., Mr.- Meredith reported that last Saturday alleys between.5th . 34 & 14th and- North & 'South "A" were swept. Councilman Elstro requested 35 the administration keep an eye on this situation. 36 37 Councilman .Williams reported trash in the alley at South 10th &' "C". 37 He stated residents in this area should be told not to put their trash 38 out at improper times and improperly bagged. He recommended the City 39 Attorney bring an ordinance with teeth in it to prevent this situation. 40 41 STANDING COMMITTEE REPORTS ' - 42 • - 43 Committee of the Whole Chairman Larry Parker set a meeting of his 44 Committee for May 10 at 7 :00 p.m. on manufactured housing in the ' 45 - Board of Works Room. 46 47 Councilman Carter noted tomorrow-evening the Airport Commission is ,48 going to have a very important meeting to obtain information and plan 49 to develop an Airport Authority. He invited Council to attend this 50 meeting.. The state head of the FAA will be there. to explain the 51 powers and authority of an Airport Authority. Councilman Carter will 52 report back to Council after the meeting. 53 54 -UNFINISHED -BUSINESS • 55 - 56 Councilman. Williams noted Ordinance No. 58-1978 has been tabled for 57 • . quite- a while and he sees to reason to continue this on the table. 58 President Mills .noted this is -the human rights ordinance and at this 59 time would be outdated. He suggested striking it from the record- and 60 having City Attorney Ed .Anderson develop a new ordinance with up-to- 61 date guidelines to bring it where it belongs. • Councilman Williams 62 stated he does not feel it should be stricken. It was suggested 63 Mr. Anderson look at the ordinance and. report to Council at the 218 Common Council Minutes Cont'd.
