PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, FEBRUARY 16, 1982
1 The Common Council of the City of Richmond, Indiana, met in regular
2 session February 16, 1982 at the hour of 7:30 p.m. in the Council
3 Chambers in the Municipal Building-in said City. President Mills
4 presided with the following members present: Messrs. Elstro, Williams,
5 Ahaus, Welch, Parker and Paust. Absent: Hankinson, Carter. The
6 following business was had, to-wit: •

12 APPROVAL OF MINUTES OF FEBRUARY 1, 1982

14 Councilman Williams moved to approve the minutes of the previous meeting
15 as prepared, seconded by Councilman Welch and on unanimous voice vote
16 the motion was carried.

18 ANNOUNCEMENT

20 President Mills announced that Richmond is hosting the South Central
21 Mayor's Roundtable at the Hall of Fame on Thursday.

23 BOARD OF WORKS

25 Councilman Williams quest-ioned Mr. Goodwin on the activities at Warner
26 School which had-been denied arezoning.

28 . Mr. Goodwin stated it is his understanding that maintainance is being
29 handled at the school. Schools are permitted in a residential district
30 and maintainance is a secondary necessity.

32 Councilman Elstro said he had received requests from the Christian
33 School and from neighbors in the area of South 4th and "P" that the
34 four-way stop signs be returned to the corner. ._They had been removed
35 when Southview School was closed.

39 President Mills welcomed the government class from Centerville High
40 School.

15 With reference• to our conversation on February 5, 1982., I
16 have attached a map showing the location of Richmond Water
17 Works Corporation's facilities -in Southwest 1st Street that
18 are presently being used to serve the 'Richmond High School
19 and fire hydrants which are now.available for fire protection.

• 21 . . It is my understanding that if Southwest 1st Street is.vacated,
22 the Richmond School Corporation will relocate these' facilities
23 at their.expense. As' you can see on the attached map, the
24 relocation of these facilities will be quite difficult and
25 will probably be very costly.

27 . The 6" water line located in Southwest 1st. Street not only
III 28 serves the high school, but also serves two fire hydrants
29 and gives this area a looped system which provides for greater
30 fire flows in this area,. If Southwest 1st Street is vacated,
31 more than likely the 6" water line would be cut and capped at
32 both Southwest "D" and Southwest "E" Streets. Therefore, the
33 two fire hydrants would have to be relocated and services
34 which provide water to the high school would also have to be
35 relocated. .

37 Keeping in mind that this matter has not'been reviewed with. .
38 the School Corporation nor with our engineering department,
39 at this time I would be in favor of extending the 12" water .
40 . line locat.edin. Whitewater Boulevard, north to a point that
41 would again allow for a looped system for this area.

43 If this extension is made according to the attached map, the
44 . high school will'.be involved with replumbing some of their
45 - facilities.

47 Ken, I would hope that before City Council agrees to vacat-
48 ing Southwest 1st Street, some specific and deta.iled..ar
49 rangements can be made concerning the relocation of these .
50 facilities. `

4 Councilman Elstro requested a report from the Traffic Department con-
5 cerning the traffic pattern in the- area and that the Ordinance be
6 held for two (2) weeks.

9 reading in two weeks and that Councilman Elstro should give a report
10 at that time.

37 City Attorney Anderson said Director of Transportation Jerry Haynes might
38 under the rules and regulations that the Board of Works will draw up.
39 He. said he had been directed to check to see if the City can get out
40 of these obligations. _

47 President Mills inquired if there would be a special pickup of the
48 tree limbs caused by the recent ice storm. .

50 Councilman.Elstro requested information on the 'gas line cut at 2162
51 South 15th St. City Engineer George Webb replied that the line had'
52 been repaired by the gas company.
