PROCEEDINGS OF THE COMMON COUNCIL OF THE -
CITY OF RICHMOND, INDIANA, JANUARY 4, 1982
1 The Common Council of the City of Richmond, Indiana, met in regular
2 session January 4, 1982 at the hour of 7:30 p.m. in the Council
3 Chambers in the Municipal Building in said City} President Mills
4 presided with the following members present: Messrs. Elstro, Williams,
5 Ahaus, Hankinson, Welch, Parker, Carter and Paust. Absent: None.
6 The following .businegs was had, to-wit:

8 ELECTION OF OFFICERS FOR 1982

10 President Mills announced the chair would accept nominations for
11 President of Common Council for the year 1982.

13 Councilman Ahausl moved the name of Kenneth Mills for President of
14 Common Council for another year, seconded by Councilman Paust.

16 Councilman Hankinson moved the nominations be closed, seconded by
17 Councilman Welch and on unanimous voice vote the motionjwas carried.

19 On unanimous voice vote the motion was carried for Kenneth Mills for
20 President for another year.

22 President Mills announced the nominations are now open for President
23 Pro Tem.

25 Councilman Ahaus nominated Larry Parker, seconded by Councilman Welch.

27 Councilman Hankinson moved the nominations be closed, seconded by
28 Councilman Welch and on unanimous voice vote the motion was carried.

30 On unanimous voice vote the motion for Larry Parker for President Pro
31 Tem was carried. •

33 APPROVAL OF MINUTES OF DECEMBER 21, 1981

35 Councilman Hankinson moved to approve the minutes of December 21, 1981
36 as published, seconded by Councilman Paust and on unanimous voice vote
37 the motion was carried.

39 ADDRESS TO COUNCIL By DR. SHERER

41 Dr. Kenneth Sherer, 4 Parkway Lane, a member of the staff at Reid
42 Memorial Hospital, addressed Council. In response to his question
43 concerning the City holding title to the hospital under the bond issue,
44 he was told that the City holds title to the land only, not the facility.
45 He stated the total cost of the new addition incorporated with the
46 present debt will be thirty million dollars financed at 141% over the
47 next 25 years for a total of one hundred million dollats. There is
48 nothing designed in the addition to produce very much revenue so the
49 facility will be financed by raising daily bed rates $50.00 per day.
50 Average bed rates now are $119.00 per day. He stated the need and
51 desirability of the facility are questionable as there is very little
52 of it that is designed to improve the quality of patient care. He
53 went into detail on occupancy and what the expansion would include,
54 noting the old stone hospital will be demolished. Dr. Sherer stated
55 no one has addressed the question of why space should be built and it
56 will add nothing to the function of the hospital.

3 President Mills stated Council's appointment must come from the category
4 of Labor Relations.

6 Councilman.Ahaus placed the name of Jim Wagers in nomination for the
7 Police Merit Commission, seconded by Councilman Paust. Mr. Wagers is
8 Belden's Electronic Division Personnel Manager. There being no other
9 nominations by unanimous voice vote Mr. ,Wagers was selected.

11 BOARD OF PUBLIC WORKS & SAFETY

13 Councilman Ahaus reported stoppage in a sewer on South 22nd Street. City
14 Engineer George Webb stated this sewer•seems to get stopped up this time
15 of year.

17 Councilmen Williams, Welch and Elstro commented on the recent outage of
18 Clearview Cable on.New Year's Day. It was suggested Cable should have
19 better public relations to explain these situations.

21 City Controller Meredith stated he contacted the Director of Transporta-
22 tion Jerry Haynes and he has informed the paving company that South 13th
23 was poorly paved. They will repave it when the weather breaks.

25 City Engineer George Webb checked the two utility cuts on South 16th
26 Street. The cut made by the Gas Company has been well repaired; the cut
27 made by the Water Company used cold mix for repair and it is deteriorating.

29 Councilman Welch requested the Board check N. W. 13th Street in front of
30 the ball park.

34 City Controller Don Meredith passed out new W-4 forms for Council
35 members to fill out.

37 City Clerk JoEllen Trimble read a thank you note from Mrs. Marion Williams
38 for the fruit basket sent by Council,

56 President Mills announced Council will be meeting with Department Heads
57 on Saturday, January-.16 from 9:00 a.m. to 12:00 noon in the Board of
58 Works Room. Councilman Williams stated he will be going into the hos-
59 pital January 7 and may not be able to attend this meeting.

63 Councilman Welch moved. to suspend the rules and read Ordinance No. 1-1982
64 on first reading by title only, seconded by Councilman Parker and on

6 President Mills announced Ordinance No. 1-1982 has to be advertised.

8 COMMENTS FROM COUNCILMAN WELCH

10 Councilman Welch commended the Board of Works for their action con-
11 cerning 'CORTA. It is hoped the action will help save the busses.
