PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, JULY 20, 1981
1 The Common Council of the City of Richmond, Indiana, met in regular
2 session July 20, 1981 at the hour of 7:30 p.m. in the Council Chambers
3 in the Municipal Building in said City. President Mills presided with
4 the following members present: Messrs. Elstro, Williams, Hankinson,
5 Welch, Parker and Paust. Absent: Ahaus and Carter. The following
6 business was had, to-wit:

10 Councilman Paust gave devotions.

12 EXCUSE FOR PREVIOUS MEETING

14 Councilman Welch noted he was out of town on business at the two (2)
15 previous meetings.

17 APPROVAL OF MINUTES OF JULY 7, 1981

19 Councilman Williams moved to approve the minutes of the previous meeting
20 as received, seconded by Councilman Paust and on unanimous voice vote
21 the motion was carried.

23 REPORT FOR THE BOARD OF PUBLIC WORKS AND SAFETY

25 Councilman Elstro requested the Board check the sidewalk at 501 South
26 - 14th Street.

28 Councilman Williams requested the Board check the sidewalk and curbs
29 at 429 South 7th Street.

33 Councilman Welch moved to suspend the rules and read, Ordinance Nos.
34 48-1981, 49-1981 and 50-1981 on first reading by title only, seconded
35 by Councilman Elstro and on unanimous voice vote the motion was carried.

39 The Clerk read on first reading by title only Ordinance No. 48-1981 -
40 AN ORDINANCE FIXING SALARIES AND POSITIONS FOR APPOINTED OFFICERS AND
41 EMPLOYEES OF THE CITY OF RICHMOND, INDIANA FOR THE FISCAL YEAR BEGIN-
42 NING JANUARY 1, 1982 AND ENDING DECEMBER 31, 1982 AND APPROVING THE
43 ADDITIONAL COMPENSATION TO CERTAIN APPOINTED OFFICIALS OF THE CITY,
44 OTHER THAN GOVERNMENTAL, WHO PERFORM SERVICES FOR THE CITY, WHICH
45 SERVICES ARE CONNECTED WITH THE OPERATION OF MUNICIPALLY-OWNED
46 UTILITY OR FUNCTIONS.

48 Councilman Welch moved to suspend the rules and read Ordinance No.
48 48-1981 on second reading, seconded by Councilman Hankinson and on
49 unanimous voice vote the motion was carried.

51 The Clerk read on second reading Ordinance No. 48-1981.

53 President Mills announced the salary ordinance has to be passed be-
54 fore July 31, 1981.

56 Explaining Ordinance No. 48-1981 was City Controller Don Meredith.
57 He noted the Ordinance represents a six percent (6%) raise for all
58 employees with exceptions of additional increases to some employees
59 in the Department of Finance, Civil City Engineering, Police Dept. ,
60 Fire Dept. and a decrease in the Park Department.

62 President Mills announced Ordinance No. 48-1981 is on public hearing.
63 There being no one speaking for or against this Ordinance, Councilman
64 Williams moved for engrossment, seconded by Councilman Welch and on

3 Councilman Welch moved to suspend the rules and read Ordinance No. 48-
4 1981 on third and final reading by title only, seconded by Councilman
5 Williams and on unanimous voice vote the motion was carried.

17 AN ORDINANCE TO APPROVE USER RATES AND CHARGES, FOR THE DISCHARGE OF
18 LIQUID WASTES IN THE FACILITIES OF THE RICHMOND SANITARY DISTRICT OF
19 THE CITY OF RICHMOND, INDIANA TO BE IMPOSED BY THE RICHMOND SANITARY
20 DISTRICT OF THE CITY OF RICHMOND, INDIANA.

22 President Mills announced Ordinance No. 49-1981 is referred to the Com-
23 mittee of the Whole for a public hearing on Wednesday, August 5 at 7:00
24 p.m. in the City Court Room.

28 The Clerk read on first reading by title only Ordinance No. 50-1981 -
29 AN ORDINANCE TO TRANSFER WITHIN THE GENERAL FUND.

31 Councilman Welch moved to suspend the rules and read Ordinance No. 50-
32 1981 on second reading, seconded by Councilman Paust and on unanimous
33 voice vote the motion was carried.

37 President Mills announced Ordinance No. 50-1981 is on public hearing.
38 Speaking for this Ordinance was Assistant Fire Chief William Smith.

40 Councilman Paust moved for engrossment of Ordinance No. 50-1981, se-
41 conded by Councilman Parker and on unanimous voice vote the motion
42 was carried.

44 Councilman Welch moved to suspend the rules and read Ordinance No. 50-
45 1981 on third and final reading by title only, seconded by Councilman
46 Hankinson and on unanimous voice vote the motion was carried.
