HomeMy Public PortalAbout06-15-1981 12 �- PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, JUNE 15; 1981 1 The Common Council of the City of Richmond, Indiana, met in regular 2 session June 15, 1981 at the hour of 7:30 p.m. in the Council Chambers 3 in the Municipal Building in said City. President Mills presided with 4 the following members present: Messrs. Elstro, Williams, Ahaus, 5 Hankinson, Parker, Carter and Paust. Absent: Welch. The following 6 business was had, to-wit: 7 8 DEVOTIONS 9 10 Councilman Hankinson gave devotions. 11 12 APPROVAL OF MINUTES OF JUNE 1, 1981 13 14 Councilman Hankinson moved to approve the minutes of the previous 15 meeting as received, seconded by Councilman Carter and on unanimous 16 voice vote the motion was carried. 17 18 INTRODUCTION OF GUESTS 19 20 Jim Fisher, Rose Festival Chairman, introduced the Rose Festival 21 Queen, Lisa Palmer and two members of her Court, Cheryl Winefeld 22 and Karen Preston. 23 24 President Mills introduced Mr. and Mrs. Maurice Martin from Chambery, 25 France, who are visiting Mrs. Trimble. 26 27 MUNICIPAL CODE SUPPLEMENT 28 29 Mr. Anderson, City Attorney, distributed supplements to the 30 Municipal Code Book to Council members. 31 32 ORDINANCES ON 1st READING 33 ORDINANCE NO. 46-1981 34 35 Councilman Carter moved to suspend the rules and read Ordinance No. 36 46-1981 on first reading by title only, seconded by Councilman 37 Hankinson and on unanimous voice vote the motion was carried. 38 39 The Clerk read on first reading by title only Ordinance No. 46- 40 1981 - AN ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO ISSUE ITS 41 "CITY OF RICHMOND ECONOMIC DEVELOPMENT REVENUE NOTE, SERIES 1981 42 (INDIANA TOOL COMPANY PROJECT)" AND APPROVING OTHER ACTIONS IN 43 RESPECT THERETO. 44 45 Councilman Carter moved to suspend the rules and read Ordinance No. 46 46-1981 on second reading, seconded by Councilman Parker and on 47 unanimous voice vote the motion was carried. 48 49 The Clerk read on second reading Ordinance No. 46-1981. 50 51 President Mills announced Ordinance No. 46-1981 is on public hearing. 52 Speaking for Ordinance No. 46-1981 was Attorney Gayle Gardner, repre- 53 senting Indiana Tool Company. 54 55 Councilman Carter moved for engrossment, seconded by Councilman 56 Parker and on unanimous voice vote the motion was carried. 57 58 Councilman Carter moved to suspend the rules and read Ordinance No. 59 46-1981 on third and final reading•by title only, seconded by Council- 60 man Paust, and on unanimous voice vote the motion was carried. 61 62 Ordinance No. 46-1981 was adopted by the following vote: 63 AYES: Elstro, Williams, Ahaus, Hankinson, Parker 64 Carter, Paust, Mills (8) 65 NOES: None (0) 66 ABSENT; Welch 122 Common Council Minutes Cont'd. 1 ORDINANCES ON 2nd READING 2 ORDINANCE NO. 43-1981 3 4 City Attorney Ed Anderson examined proof of publication for Ordinance 5 Nos. 43-1981, 44-1981 and 45-1981 and found it to be in order. 6 7 Councilman Elstro moved the proof of publication be accepted and 8 filed, seconded by Councilman Paust and on unanimous voice vote the 9 motion was carried. 10 11 The Clerk read on second reading Ordinance No. 43-1981 - AN ORDINANCE 12 TO APPROPRIATE WITHIN THE GENERAL FUND. 13 14 President Mills announced Ordinance No. 43-1981 is on public hearing. 15 ,There being no one speaking for or against this Ordinance, Councilman 16 Carter moved for engrossment, seconded by Councilman Paust and on 17 unanimous voice vote the motion was carried. 18 19 Councilman Carter moved to suspend the rules and read Ordinance No. 20 43-1981 on third and final reading by title only, seconded by 21 Councilman Parker and on unanimous voice vote the motion was carried. 22 23 The Clerk read on third reading by title only Ordinance No. 43-1981. 24 25 Ordinance No. 43-1981 was adopted by the following vote : 26 AYES: Elstro, Williams, Ahaus, Hankinson 27 Parker, Carter, Paust, Mills (8) 28 NOES: None (0) 29 ABSENT: Welch 30 31 ORDINANCE NO. 44-1981 32 33 The Clerk read on second reading Ordinance No. 44-1981 - AN ORDINANCE 34 TO APPROPRIATE WITHIN. THE GENERAL FUND. 35 36 President Mills announced Ordinance No. 44-1981 is on public hearing. 37 There being no one speaking for or against this Ordinance, Councilman 38 Hankinson moved for engrossment, seconded by Councilman Paust and on 39 unanimous voice vote the motion was carried. 40 41 Councilman Carter moved to suspend the rules and read Ordinance No. 44- 42 1981 -on third and final reading by title only, seconded by Councilman 43 Paust and on unanimous voice vote the motion was carried. 44 45 The Clerk read on third reading by title only Ordinance No. 44-1981. 46 47 Ordinance No. 44-1981 was adopted by the following vote: 48 AYES: Elstro, Williams, Ahaus, Hankinson 49 Parker, Carter, Paust, Mills (8) 50 NOES: None (0) 51 ABSENT: Welch 52 53 ORDINANCE NO. 45-1981 54 55 The Clerk read on second reading Ordinance No. 45-1981 - AN ORDINANCE 56 TO APPROPRIATE WITHIN THE GENERAL FUND. 57 58 President Mills announced Ordinance No. 45-1981 is on public hearing. 59 There being no one speaking for or against this Ordinance, Councilman 60 Carter moved for engrossment, seconded by Councilman Hankinson and on 61 unanimous voice vote the motion was carried. 62 63 Councilman Carter moved to suspend the rules and read Ordinance No. 45- 64 1981 on third and final reading by title only, seconded by Councilman 65 Williams and on unanimous voice vote the motion was carried. 123 Common Council Minutes Con't. He requested the Council 13 meeting be changed from Monday July 6 to Tuesday, July 7.
