PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, JUNE 15; 1981
1 The Common Council of the City of Richmond, Indiana, met in regular
2 session June 15, 1981 at the hour of 7:30 p.m. in the Council Chambers
3 in the Municipal Building in said City. President Mills presided with
4 the following members present: Messrs. Elstro, Williams, Ahaus,
5 Hankinson, Parker, Carter and Paust. Absent: Welch. The following
6 business was had, to-wit:

10 Councilman Hankinson gave devotions.

12 APPROVAL OF MINUTES OF JUNE 1, 1981

14 Councilman Hankinson moved to approve the minutes of the previous
15 meeting as received, seconded by Councilman Carter and on unanimous
16 voice vote the motion was carried.

18 INTRODUCTION OF GUESTS

20 Jim Fisher, Rose Festival Chairman, introduced the Rose Festival
21 Queen, Lisa Palmer and two members of her Court, Cheryl Winefeld
22 and Karen Preston.

24 President Mills introduced Mr. and Mrs. Maurice Martin from Chambery,
25 France, who are visiting Mrs. Trimble.

29 Mr. Anderson, City Attorney, distributed supplements to the
30 Municipal Code Book to Council members.

35 Councilman Carter moved to suspend the rules and read Ordinance No.
36 46-1981 on first reading by title only, seconded by Councilman
37 Hankinson and on unanimous voice vote the motion was carried.

40 1981 - AN ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO ISSUE ITS

45 Councilman Carter moved to suspend the rules and read Ordinance No.
46 46-1981 on second reading, seconded by Councilman Parker and on
47 unanimous voice vote the motion was carried.

52 Speaking for Ordinance No. 46-1981 was Attorney Gayle Gardner, repre-

56 Parker and on unanimous voice vote the motion was carried.

58 Councilman Carter moved to suspend the rules and read Ordinance No.
59 46-1981 on third and final reading•by title only, seconded by Council-
60 man Paust, and on unanimous voice vote the motion was carried.

4 City Attorney Ed Anderson examined proof of publication for Ordinance
5 Nos. 43-1981, 44-1981 and 45-1981 and found it to be in order.

7 Councilman Elstro moved the proof of publication be accepted and
8 filed, seconded by Councilman Paust and on unanimous voice vote the
9 motion was carried.

12 TO APPROPRIATE WITHIN THE GENERAL FUND.

11 President Mills noted the City Building will be closed July 6, 1981
12 for the observance of the July 4 holiday. He requested the Council
13 meeting be changed from Monday July 6 to Tuesday, July 7. Councilman
14 Ahaus so moved, seconded by Councilman Carter and on unanimous voice
15 vote the motion was carried.

19 There being no further business on motion duly made, seconded and
20 passed the meeting was adjourned.
