HomeMy Public PortalAbout06-01-1981 115 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, JUNE 1, 1981 1 The Common Council of the City of Richmond, Indiana, met in regular 2 session June 1, 1981 at the hour of 7:30 p.m. in the Council Chambers 3 in the Municipal Building in said City. President Mills presided with 4 the following members present: . Messrs. Elstro, Williams, Ahaus, 5 Hankinson, Welch, Parker, Carter and Paust. Absent: None. The 6 following business was had, to-wit: 7 8 DEVOTIONS 9 10 Councilman Elstro gave devotions. 11 12 EXCUSE FOR PREVIOUS ABSENCE • 13 14 Councilmen Elstro and Paust reported they were out of town for the 15 previous meeting on business. 16 17 APPROVAL OF MINUTES OF MAY 18, 1981 18 19 Councilman Williams moved to approve the minutes of the previous meeting 20 as received, seconded by Councilman Welch and on unanimous voice vote 21 the motion was carried. 22 23 RESOLUTION NO. 9-1981 24 25 Councilman Ahaus moved to suspend the rules and read Resolution No. 9- 26 1981 by title only, seconded by Councilman Welch and on unanimous voice III 27 vote the motion was carried. 28 29 The Clerk read by title only Resolution No. 9-1981 - A RESOLUTION TO 30 TRANSFER WITHIN THE GENERAL FUND. 31 32 Councilman Ahaus moved for adoption of Resolution No. 9-1981, seconded 33 by Councilman Welch and on unanimous voice vote the motion was carried. 34 35 ORDINANCES ON 1ST READING 36 37 Councilman Welch moved to suspend the rules and read Ordinance Nos. 38 38-1981 through 45-1981 on first reading by title only, seconded by 39 Councilman Williams.nand on unanimous voice vote the motion was carried. 40 41 ORDINANCE NO. 38-1981 42 43 The Clerk read .on first reading by title only Ordinance No. 38-1981 - 44 AN ORDINANCE AMENDING AMENDED ORDINANCE NO. 60-1980 COMMONLY KNOWIN AS 45 THE SALARY AND POSITION ORDINANCE OF THE CITY OF RICHMOND, INDIANA 46 ADOPTED JULY 38, 1980. 47 48 Councilman Welch moved to suspend the rules and read Ordinance No. 49 38-1981 on second reading, seconded by Councilman Parker and on unanimous 50 voice vote the motion was carried. Councilman Ahaus so moved, 19 seconded by Councilman Welch and on unanimous voice vote the motion 20 was carried. 21 22 President Mills announced Amended Ordinance No. 39-1981 is on public 23 hearing. June 1 , 1981 Page 4 1 AN ORDINANCE TO APPROPRIATE WITHIN THE GENERAL FUND. 2 3 President Mills announced Ordinance No. 44-1981 has to be advertised. 4 5 ORDINANCE NO. 45-1981 6 7 The Clerk read: on first reading by title only Ordinance No. 45-1981 - 8 AN ORDINANCE TO APPROPRIATE WITHIN THE GENERAL FUND. 9 10 President Mills announced Ordinance No. 45-1981 has to be advertised. 11 12 ORDINANCES ON 2ND READING 13 14 The Clerk read on second reading Ordinance No. 34-1981 - AN ORDINANCE 15 ANNEXING CERTAIN TERRITORY PLATTED AND UNPLATTED, LEGALLY DESCRIBING 16 THE AREA TO BE ANNEXED, PROVIDING FOR THE PUBLICATION THEREOF AND 17 FIXING THE:TIME WHEN THE ANNEXATION SHALL TAKE EFFECT. 18 19 President Mills announced Ordinance No. 34-1981 is on public hearing. 20 Speaking for this Ordinance was Director of City Planning Bob Goodwin. 21 Discussion was held on street lights being furnished the Henley Hills 22 area. This is not included in the fiscal plan as only the services 23 provided elsewhere in the city are agreed to be provided. The residents `24 may petition the Street Light Committee for lighting after the area is 25 annexed. 26 27 Councilman Ahaus moved for engrossment of Ordinance No. 34-1981, 28 seconded by Councilman Welch and on unanimous voice vote the motion 29 was carried. 30 31 Councilman Ahaus moved to suspend the rules and read Ordinance No. 32 34-1981 on third and final reading by title only, seconded by Council- 33 man Welch and on unanimous voice vote the motion was carried. 34 35 The Clerk read on third reading by title only Ordinance No. 34-1981. 36 37 Ordinance No. 34-1981 was adopted by the following vote: 38 AYES: Elstro, Williams, Ahaus, Hankinson 39 Welch, Parker, Carter, Paust, Mills (9) 40 NOES: None (0) 41 42 ORDINANCES ON 3rd READING 43 ORDINANCE NO. 33-1981 44 45 Councilman Welch moved to suspend the rules and read Ordinance No. 46 33-1981 on third reading by title only, seconded by Councilman Parker 47 and on unanimous voice vote the motion was carried. 48 - 49 It was noted the proof of publication for Ordinance No. 33-1981 was 50 examined by the City Attorney at the May 18 meeting; however, a motion 51 was not made to accept the proof and place it on file. Councilman 52 Welch moved the proof of publication be filed, seconded by Councilman 53 Paust and on unanimous voice vote the motion was carried. 54 55 The Clerk read on third reading by title only Ordinance No. 33-1981 - 56 AN ORDINANCE TO APPROPRIATE FROM THE CUMULATIVE CAPITAL IMPROVEMENT FUND. 57 58 Ordinance No. 33-1981 was adopted by the following vote: 59 AYES: Elstro, Williams, Ahaus, Hankinson 60 Welch, Parker, Carter, Paust, Mills (9) 61 NOES: None (0) 62 63 ADJOURNMENT 119 Common Council Minutes Cont'd.
