HomeMy Public PortalAbout05-18-1981 113 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, MAY 18, 1981 1 The Common Council of the City of Richmond, Indiana, met in regular 2 session May 18, 1981 at the hour of 7:30 p.m. in the Council Chambers 3 in the Municipal Building in said City. President Mills presided with 4 the following members present: Messrs. Williams, Ahaus, Hankinson, 5 Welch, Parker and Carter. Absent: Elstro and Paust. The following 6 business was had, to-wit: 7 8 DEVOTIONS 9 10 President Mills gave devotions. 11 12 APPROVAL OF MINUTES OF MAY 4, 1981 13 14 Councilman Hankinson moved to approve the minutes of the previous meeting 15 as prepared, seconded by Councilman Parker and on unanimous voice vote 16 the motion was carried. 17 18 RESOLUTIONS 19 20 Councilman Welch moved to suspend the rules and read Resolution Nos. 21 7-1981 and 8-1981 by title only, seconded by Councilman Williams and 22 on unanimous voice vote the motion was carried. 23 24 RESOLUTION NO. 7-1981 25 26 The Clerk read by title only Resolution No. 7-1981 - A RESOLUTION TO III 27 TRANSFER WITHIN THE PARK AND RECREATION FUND. 28 r. 29 Speaking for this resolution was Park Superintendent Don McBride. 30 31 Councilman Ahaus moved to adopt Resolution No. 7-1981, seconded by 32 Councilman Welch and on unanimous voice vote the motion was carried. 33 34 RESOLUTION NO. 8-1981 35 36 The Clerk read by title only Resolution No. 8-1981 - A RESOLUTION 37 AFFIRMING AND AUTHORIZING CERTAIN ACTIONS WITH RESPECT TO THE PRESERVATION 38 OF THE FREEDOM FOUNTAIN. 39 - 40 Speaking for this resolution was Mr. Phil Lotich, 1180 Toschlog Road, 41 President of the Veterans Council. 42 43 Councilman Ahaus moved to adopt Resolution No. 8-1981, seconded by 44 Councilman Welch and on unanimous voice vote the motion was carried. 45 46 EQUAL EMPLOYMENT REPORT 47 48 ' EEO Director Barbara Barnhizer distributed copies of the annual Equal 49 Employment Opportunity Survey booklets to Council. 50 51 ORDINANCES ON 1st READING 52 53 Councilman Welch moved to suspend the rules and read Ordinance No. 37- 54 1981 on first reading by title only, seconded by Councilman Parker and 55 on unanimous voice vote the motion was carried. 56 57 The Clerk read on first reading by title only Ordinance No. 37-1981 - 58 AN ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO ISSUE ITS "ECONOMIC 59 DEVELOPMENT REVENUE BONDS, SERIES 1981 (FRIENDS FELLOWSHIP COMMUNITY, 60 INC. PROJECT)" AND APPROVING OTHER ACTIONS IN RESPECT THERETO. 61 62 Councilman Welch moved to suspend the rules and read Ordinance No. ,37- 63 1981 on second reading, seconded by Councilman Parker and on unanimous 64 voice vote the motion was carried. 114 Common Council Minutes Cont'd. May 18, 1981 Page 2 1 The Clerk read on second reading Ordinance No. 37-1981. 3 President Mills announced Ordinance No. 37-1981 is on public hearing. 4 5 Speaking for Ordinance No. 37-1981 was Attorney Tom Milligan, 532 6 Farlow Road, representing Friends Fellowship Community. 7 8 Councilman Hankinson moved for engrossment, seconded by Councilman 9 Parker and on unanimous voice vote the motion was carried. 10 11 Councilman Welch moved to suspend the rules and read Ordinance No. 12 37-1981 on third and final reading by title only, seconded by Council- 13 man Hankinson and on unanimous voice vote the motion was carried. 14 15 The Clerk read on third and final reading by title only Ordinance 16 No. 37-1981. 17 18 Ordinance No. 37-1981 was adopted by the following vote: 19 AYES: Williams, Ahaus, Hankinson, Welch, Parker, Carter, Mills (7) 20 NOES: None (0) 21 22 ORDINANCES ON 2nd READING 23 24 The Clerk read on second reading Ordinance No. 33-1981 - AN ORDINANCE 25 TO APPROPRIATE FROM THE CUMULATIVE CAPITAL IMPROVEMENT FUND. 26 27 President Mills announced Ordinance No. 33-1981 is on public hearing. 28 29 Speaking for Ordinance No. 33-1981 were Park Superintendent Don McBride 30 and Vi Clemens, 4168 Royal Oaks Dr. 31 32 Councilman Welch moved for engrossment, seconded by Councilman Parker 33 and on unanimous voice vote the motion was carried. 34 35 President Mills announced this Ordinance would appear for third and 36 final reading and vote on June 1, 1981. 37 38 ADJOURNMENT 39 40 There being no further business on motion duly made, seconded and 41 passed the meeting was adjourned. ,V 42 43 Kenneth Mills 44 President 45 46 ATTEST: Nancy V.
