HomeMy Public PortalAbout05-04-1981 111 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, MAY 4, 1981 1 The Common Council of the City of Richmond, Indiana, met in regular 2 session May 4, 1981 at the hour of 7:30 p.m. in the Council Chambers 3 in the Municipal Building in said City. President Mills presided 4 with the following members present: Messrs. Elstro, Williams, Ahaus, 5 Hankinson, Welch, Parker, Carter and Paust. Absent: None. The 6 following business was had, to-wit: 7 8 DEVOTIONS 9 10 Councilman Carter gave devotions. 11 12 APPROVAL OF MINUTES OF APRIL 20, 1981 MEETING 13 14 Councilman Hankinson moved the minutes of the previous meeting be 15 approved as prepared, seconded by Councilman Parker and on unanimous 16 voice vote the motion vas carried. 17 18 REPORT FROM DIRECTOR OF WAYNE COUNTY CONVENTION BUREAU 19 20 Mr. Bryan Marshall, Director of the Convention Bureau of the Chamber 21 of Commerce, 324 South 4th Street, acquainted Council with some of 22 the projects of the bureau' and their progress. 23 24 REPORT FROM STANDING COMMITTEES 25 26 Councilman Parker announced the Community Development Committee will 27 be meeting Wednesday, May 6, 1981 at 6:00 p.m. to discuss the His- 28 toric District Ordinance. 29 30 Councilman Paust announced all Council members will be meeting Wed- 31 nesday, May 6, 1981 at 7:00 p.m. to discuss the user charge. 32 33 ORDINANCES ON 1ST READING 34 I 35 Councilman Welch moved to suspend the rules and read Ordinance Nos. 36 33-1981, 34-1981, 35-1981 and 36-1981 on first reading by title only, 37 seconded by Councilman Paust and on unanimous voice vote the motion 38 was carried. 39 40 ORDINANCE NO.- 33-1981 41 42 The Clerk read on first reading by title only Ordinance No. 33-1981 - 43 AN ORDINANCE TO APPROPRIATE FROM THE CUMULATIVE CAPITAL IMPROVEMENT FUND. 44 45 President Mills announced Ordinance No. 33-1981 has to be advertised. 46 47 ORDINANCE NO. 34-1981 48 49 The Clerk read on first reading by title only Ordinance No: 34-1981 - 50 AN ORDINANCE ANNEXING CERTAIN TERRITORY PLATTED AND UNPLATTED, LEGALLY 51 DESCRIBING THE AREA TO BE ANNEXED, PROVIDING FOR THE PUBLICATION THERE- 52 OF AND FIXING THE TIME WHEN THE ANNEXATION SHALL TAKE EFFECT. 53 54 President Mills announced Ordinance No. 34-1981 is referred to the 55 Plan Commission. 56 57 ORDINANCE NO. 35-1981 58 59 The Clerk read on first reading by title only Ordinance No. 35-1981 - 60 AN ORDINANCE TO TRANSFER WITHIN THE AIRPORT FUND. 61 62 Councilman Welch moved to suspend the rules and read Ordinance No. 35- 63 1981 on second reading, seconded by Councilman Hankinson and on unani- 64 mous voice vote the motion was carried. 2 Common Council Minutes Cont'd. May 4, 1981 Page 2 1 The Clerk read on second reading Ordinance No. 35-1981. 2 3 President Mills announced Ordinance No. 35-1981 is on public hearing. 4 5 There being no one speaking for or against Ordinance No. 35-1981, 6 Councilman Paust moved for engrossment, seconded by Councilman Hankinson 7 and on unanimous voice vote the motion was carried. 8 9 Councilman Welch moved to suspend the rules and read Ordinance No. 35- 10 1981 on third and final reading by title only, seconded by Councilman 11 Carter and on unanimous voice vote the motion was carried. 12 13 The Clerk read on third reading by title only Ordinance No. 35-1981. 14 15 Ordinance No. 35-1981 'was adopted by the .following-vote: ' 16 AYES: Elstro, Williams, Ahaus, Hankinson 17 Welch, Parker, Carter, Paust, Mills (9) 18 NOES: None (0) 19 20 ORDINANCE NO. 36-1981 21 22 The Clerk read on first reading by title only Ordinance No. 36-1981 - 23 AN ORDINANCE TO TRANSFER WITHIN THE FIRE PENSION FUND. 24 25 Councilman Welch moved to suspend the rules and read Ordinance No. 36- 26 1981 on second reading, seconded by Councilman Parker and on unanimous 27 voice vote the motion was carried. 28 29 The Clerk read on second reading Ordinance No. 36-1981. 30 31 President Mills announced Ordinance No. 36-1981 is on public hearing. 32 33 There being no one speaking for or against Ordinance No. 36-1981, 34 Councilman Carter moved for engrossment, seconded by Councilman Paust 35 and on unanimous voice vote the motion was carried. 36 37 Councilman Carter moved to suspend the rules and read Ordinance No. 38 36-1981 on third and final reading by title only, seconded by Council- 39 man Welch and on unanimous voice vote the motion was carried. 40 41 The Clerk read on third reading by title only Ordinance No. 36-1981. 42 • 43 Ordinance No. 36-1981 was adopted by the following vote: 44 AYES: Elstro, Williams, Ahaus, Hankinson, 45 Welch, Parker, Carter, Paust, Mills (9) 46 NOES: None (0) 47 48 ADJOURNMENT 49 50 There being no further business on motion duly made, seconded and passed 51 the meeting was adjourned. 52 53 Kenneth Mills 54 President 55 56 ATTEST: JoEllen Trimble 57 ' City Clerk
