MINUTES
Planning Commission Agenda Meeting
July 9, 2007 – 7:00 p.m.
Chair Barry Brown called the July 9, 2007 agenda meeting to order. Other Planning Commissioners present were
Libby Bacon, Demery Bishop, Sandy Chandler, Bill Garbett, John Major, David Postle and Chuck Powell. Charlie
Brewer was absent.
Chair Barry Brown said David Postle would be sworn in by Mayor Jason Buelterman at the Planning Commission
meeting on July 17th, and the Minutes of the June meetings would also be approved at that meeting.
Chair Barry Brown opened a discussion of the proposed Coastal Protection Text Amendment. This was Ordinance
Number 19-2006, and if adopted it would repeal Section 5-010 (J) of the Land Development Code. Brown talked
about a Joint Meeting of the Planning Commission and City Council scheduled for July 11th to discuss the
proposed Text Amendment. John Major asked if the members of the Coastal Protection Subcommittee that are
not Planning Commission members would be invited to the meeting. Brown said it was a public meeting and he
asked Staff to notify all members of the Subcommittee of the Joint Meeting. Bill Garbett asked who prepared the
proposed ordinance. He asked about the measurements in it. Brown said he thought that City Council would be
looking for some sort of measurement and would not be satisfied with the DNR jurisdiction line. Libby Bacon said
she was concerned about putting it on the agenda for the July 17th Planning Commission meeting unless they
have lots of questions answered at the Joint Meeting. She talked about the need for a long-term ordinance and
not one that will need revision in two years. Bacon said it seemed rushed especially after the information they got
from Dr. Clark Alexander. She talked about an email from Mallory Pearce. Brown said that this was the third time
Pearce was involved in changing the ordinance. Garbett requested a DVD of Alexander’s presentation. Demery
Bishop said that Alexander made numerous points that have led to questions that need to be addressed in order
to make an intelligent decision that will be long-term. Bishop gave an example of South Carolina dealing with
beach erosion, shoreline structures, and planning for ecological balance. It was decided that the addresses of the
websites Bishop has been researching would be emailed to the other Commissioners. Chuck Powell said the main
thing they learned from Alexander was that they are dealing with a very dynamic system. He said the way the
ordinance is written it is not dynamic. He said it would take some sort of expertise to look at Tybee’s dune system
before they can decide how and where somebody can build near a dune. Powell said if they do not get it right
they will be constantly revisiting this issue. David Postle requested a DVD of Alexander’s presentation. Bacon
commented that the Subcommittee has only had two meetings. She asked if visitors would be allowed to speak at
the Joint Meeting on July 11th. City Manager Diane Schleicher talked about the intent of the meeting being for
City Council to see where the Planning Commission is on the issue. The group discussed the issue further and
decided to place the item on the July 17th Planning Commission meeting agenda.
David Postle, newly appointed to the Planning Commission by City Council, talked about having been born with
no vision in one eye and having lost vision in the other about six years ago. He said that he knows there are
questions about his ability to tour sites and understand some of the nuances of what is going on. Postle talked
about his background and various recognitions he has received. He said he is honored to be on the Planning
Commission. He asked the other Commissioners if they had any questions. A discussion among the group
concluded with Postle stating that he wants to be a good Commissioner for the City of Tybee.
