HomeMy Public PortalAbout04-20-1981 103 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, APRIL 20, 1981 1 The Common Council of the City of Richmond, Indiana, met in regular 2 session April 20, 1981 at the hour of 7:30 p.m. in the Council Chambers 3 in the Municipal Building in said City. President Mills presided with 4 the following members present: Messrs. Elstro, Williams, Ahaus, Hank- 5 inson, Welch, Parker, Carter and Paust. Absent : None. The following 6 business was had, to-wit: 7 8 DEVOTIONS 9 10 Councilman Ahaus gave devotions. 11 12 EXCUSES FOR PREVIOUS ABSENCE 13 14 Councilman Paust reported he was out of town on business for the previous 15 meeting. President Mills noted Councilmen Paust, Hankinson and Elstro 16 did not miss any meetings last year. 17 18 APPROVAL OF MINUTES OF THE APRIL 6, 1981 MEETING 19 20 Councilman Williams moved to approve the minutes of the previous meeting 21 as prepared, seconded by Councilman Hankinson and on unanimous voice 22 vote the motion was carried. 23 24 REPORT TO BOARD OF WORKS 25 26 Councilman Williams requested City Engineer George Webb get the boundary III 27 lines of River Court drawn up to get the fences moved back. 28 29 ORDINANCES ON 1ST READING 30 ORDINANCE NO. 32-1981 31 32 Councilman Welch moved to suspend the rules and read Ordinance No. 32 33 1981 on first reading by title only, seconded by Councilman Paust and 34 on unanimous voice vote the motion was carried. 35 36 The Clerk read on first reading by title only Ordinance No. 32-1981 - 37 AN ORDINANCE TO TRANSFER WITHIN THE PARK AND RECREATION FUND. 38 39 Councilman Welch moved to suspend the rules and read Ordinance No. 32b 40 1981 on second reading, seconded by Councilman Williams and on unani- 41 mous voice vote the motion was carried. - 42 43 The Clerk read on second reading Ordinance No. 32-1981. 44 45 President Mills announced Ordinance No. 32-1981 is on public hearing. 46 Speaking for this Ordinance was Superintendent of Park & Recreation 47 Don McBride. - 48 49 Councilman Ahaus moved for engrossment of Ordinance No. 32-1981, 50 seconded by Councilman Welch and on unanimous voice vote the motion 51 was carried. 52 53 Councilman Welch moved to suspend the rules and read Ordinance No. 32- 54 1981 on third and final reading by title only, seconded by Councilman 55 Carter and on unanimous voice vote the motion was carried. 56 57 - The Clerk read on third reading by title only Ordinance No. 32-1981. 58 59 Ordinance No. 32-1981 was adopted by the following vote : 60 AYES: Elstro, Williams, Ahaus, Hankinson, Welch 61 Parker, Carter, Paust, Mills (9) 62 NOES: None (0) 63 64 ORDINANCES ON 2nd.READING Common Council Minutes Cont'd.
