HomeMy Public PortalAbout03-16-1981 91 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, MARCH 16, 1981 1 The Common Council of the City of Richmond, Indiana, met in regular 2 session March 16, 1981 at the hour of 7:30 p.m. in the Council Chambers 3 in the Municipal Building in said City. President Mills presided with 4 the following members present: Messrs. Elstro, Williams, Ahaus, 5 Hankinson, Welch, Parker, Carter and Paust. Absent: None. The 6 following business was had, to-wit: 7 8 DEVOTIONS 9 10 Councilman Welch gave devotions 11 12 APPROVAL OF MINUTES OF MARCH 2, 1981 13 14 Councilman Williams moved to approve the minutes of the previous meeting 15 as received, seconded by Councilman Paust and on unanimous voice vote 16 the motion was carried. 17 18 RESOLUTION NO. 6-1981 - 19 20 Councilman Welch moved to suspend the rules and read Resolution No. 6- 21 1981 by title only, seconded by Councilman Paust and on unanimous 22 voice vote the motion was carried. 23 24 President Mills announced a replacement Resolution for Resolution No. 25 6-1981 has been presented and requested a motion from Council to 26 consider the replacement resolution instead of the one received in 27 their packets. He noted this will take unanimous consent. Council- 28 man Carter so moved, seconded by Councilman Welch and on unanimous 29 voice vote the motion was carried. 30 31 The Clerk read by title only Resolution No. 6-1981 - RESOLUTION OF THE 32 COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, TO INCREASE THE AMOUNT 33 OF ECONOMIC DEVELOPMENT REVENUE BONDS FROM $1,075,000 TO $1,200,000, 34 THIS RESOLUTION AMENDING ORIGINAL RESOLUTION NO. 23-1980 PASSED ON 35 NOVEMBER 17, 1980, REGARDING INDIANA TOOL COMPANY. 36 37 Speaking for Resolution No. 6-1981 was Attorney Gayle Gardner, 38 representing Indiana Tool Company. 39 40 Councilman Ahaus moved for adoption of Resolution No. 6-1981, seconded 41 by Councilman Welch and on unanimous voice vote the motion was carried. 42 43 LETTER FROM WAYNE COUNTY YOUTH CENTER, INC. 44 45 President Mills read a letter to Council from the Wayne County Youth, 46 Inc. Dedication Committee inviting them to the dedication of the 47 Kuhlman Memorial Building on March 22, 1981 . 48 49 1980 ANNUAL REPORT 50 51 Mayor Clifford Dickman presented Council members their copies of the 52 Annual Report. The Mayor reported on his recent trip to Washington 53 noting that we are in a tough time when it comes to money. The City 54 will be getting the job done with fewer people. We need to maintain 55 the Police & Fire Departments; however, if a road is built between 56 U.S. 27 and Union Pike, perhaps it may allow the closing of one fire 57 station on N. W. 5th. The Sanitation Department is continuing their 58 sewer separation project. It doesn't look as if we will be getting 59 additional funds for streets from the Legislature, so funding will 60 have to come';from 'Federal Revenue Sharing. More help is needed from • 61 the people doing their job helping clean up. More emphasis must be 62 placed on the user charge. The busses are the most expensive service 63 in the City and, if funds are cut, the price must be increased to the 64 user. We are looking at some tough times but we can still deliver 65 the basic needs for the citizens by working together. 92 Common Council Minutes Cont'd. March 16, 1981 Page 2 1 Councilman Paust suggested the City look at the land where Wayne Dairy 2 and Westcott Hotel were located to land bank these areas and perhaps 3 to 'use for parking until a good use of the area is available. 4 5 REQUEST TO BOARD OF PUBLIC WORKS & SAFETY 6 7 Councilman Williams requested the Board check a brick and cement wall 8 on North "G" behind Mather..Brothers Coal and Standard Oil which has a 9 hole in it and should be torn down. 10 11 REPORT FROM CITY CONTROLLER 12 13 City Controller Don Meredith reported he will be holding a planned use 14 hearing for Federal Revenue Sharing in the near future. 15 16 Mr. Meredith stated he feels the City is in need of an internal auditor. 17 The State Board of Accounts has changed their methods and are putting ' 18 more burden on the cities: to do some internal auditing. There are a 19 number of satellite-type stations where funds are being collected by 20 persons who have no training in collection. An internal auditor could 21 follow up on these collections and also audit purchasing methods and in 22 inventories. He requested feed back from Council members and stated, 23 if he did not receive negative feed back, he will be preparing an 24 amendment to the salary and position ordinance and an ordinance for 25 the funding. President Mills requested this be put on the agenda for 26 the upcoming Committee of the Whole. 27 28 SET DATE FOR COMMITTEE OF THE WHOLE 29111 30 Chairman Ahaus set Monday, March 30 at 6:30 p.m. in the Board of Works 31 Room for a Committee of the Whole meeting to hear a report from the 32 Wayne Co. Resource Inventory Council and a report on an Internal 33 Auditor. 34 35 ORDINANCES ON 1ST READING 36 37 Councilman Welch moved to suspend the rules and read Ordinance No. 8- 38 1981 on first reading by title only, seconded by Councilman Parker and 39 on unanimous voice vote the motion was carried. 40 41 The Clerk read on first reading by title only Ordinance No. 8-1981 - 42 ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO ISSUE ITS "ECONOMIC 43 DEVELOPMENT REVENUE BONDS, SERIES 1981 (CITY-WEST REALTY COMPANY 44 PROJECT)" AND APPROVING OTHER ACTIONS IN RESPECT THERETO. 45 46 Councilman Welch moved to suspend the rules and read Ordinance No. 8- 47 1981 on second reading, seconded by Councilman Paust and on unanimous 48 voice vote the motion was carried. 49 50 The Clerk read on second reading Ordinance No. 8-1981 51 52 President Mills announced Ordinance No. 8-1981 is on public hearing. 53 Speaking for this Ordinance was Attorney Gayle Gardner, representing 54 City-West Realty Company. Present representing Hoff co was Secretary- 55 Treasurer Charles Short. 56 57 Councilman Welch moved for engrossment of Ordinance No. 8-1981, 58 seconded by Councilman Carter and on unanimous voice vote the motion 59 was carried. 60 61 Councilman Ahaus moved to suspend the rules and read Ordinance No. 8- 62 1981 on third and final reading by title only, seconded by Councilman 63 Parker and on unanimous voice vote the motion was carried. March 16, 1981 Page 3 1 The Clerk read on third reading by title only Ordinance No. 8-1981. 2 3 Ordinance No. 8-1981 was adopted by the following vote: 4 AYES: Elstro, Williams, Ahaus, Hankinson, Welch (9) 5 Parker, Carter, Paust and Mills. 6 NOES: None (0) 7 8 ORDINANCES ON 2ND READING 9 10 The Clerk read on second reading Ordinance No. 6-1981 - AN ORDINANCE 11 TO AMEND CHAPTER 130 OF THE MUNICIPAL CODE OF THE CITY OF RICHMOND, 12 INDIANA. 13 14 Committee of the Whole. Chairman Rick Ahaus reported the committee 15 met with Chief of Police Charles Chris last week and this Ordinance 16 is a clarification of an old Ordinance which was very vague. 17 18 President Mills announced this Ordinance is on public hearing. 19 Speaking for this Ordinance was Mayor Cliff Dickman who noted the 20 request came from Richmond Community Schools. 21 22 Councilman Carter moved for engrossment of Ordinance No. 6-1981, 23 seconded by Councilman Hankinson and on unanimous voice vote the 24 motion was carried. 25 26 Councilman Carter moved to suspend the rules and read Ordinance No. 27 6-1981 on third and final reading by title only, seconded by Council- 28 man Hankinson and on unanimous voice vote the motion was carried. 29 30 The Clerk read on third reading by title only Ordinance No. 6-1981. 31 32 Ordinance No. 6-1981 was adopted by the following vote: 33 AYES: Elstro, Williams, Ahaus, Hankinson, Welch 34 Parker, Carter, Paust and Mills.
