HomeMy Public PortalAbout03-02-1981 • PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, MARCH 2, 1981 1 The Common Council of the City of Richmond, Indiana, met in regular 111 2 session March 2, 1981 at the hour of 7:30 p.m. in the Council Chambers 3 in the Municipal Building in said City. President Mills presided 4 with the following members present: Messrs. Elstro, Williams, Ahaus, 5 Hankinson, Welch, Parker, Carter and Paust. Absent: None. The 6 following business was had, to-wit: 7 8 DEVOTIONS 9 10 Councilman Paust gave devotions. 11 12 APPROVAL OF MINUTES 13 14 Councilman Williams moved to approve the minutes of the previous 15 meeting as prepared, seconded by Councilman Paust and on unanimous 16 voice vote the motion was carried. 17 18 RESOLUTIONS 19 20 Councilman Welch moved to suspend the rules and read Resolution Nos. 21 4-1981 and 5-1981 by title only, seconded by Councilman Paust and on 22 unanimous voice vote the motion was carried. 23 24 RESOLUTION NO. 4-1981 25 26 The Clerk read by title only Resolution No. 4-1981 - A RESOLUTION III 27 TO AUTHORIZE THE AMENDMENT OF AN APPLICATION WITH THE UNITED STATES 28 OF AMERICA, DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, FOR EXISTING 29 HOUSING ASSISTANCE PAYMENTS FOR ONE HUNDRED FIFTY FIVE (155) LOW 30 INCOME FAMILIES, AS PROVIDED IN SECTION 8''0F THE HOUSING AND COMMUNITY 31 DEVELOPMENT ACT OF 1974. 32 33 President Mills noted this is a post facto resolution requested from 34 the Housing Authority at the last meeting. 35 36 Councilman Carter moved for adoption of Resolution 4-1981, seconded 37. by Councilman Ahaus and on unanimous voice vote the motion was carried. 38 39 RESOLUTION NO. 5-1981 40 41 The Clerk read by title only Resolution No. 5-1981 - A RESOLUTION 42 CONCERNING THE CONVERSION OF RICHMOND STATE HOSPITAL TO A MINIMUM 43 SECURITY PRISON. 44 45 Speaking for this resolution were Mr. Kevin Rice, 23 So. 9th, Chamber 46 of Commerce Chairman of Legislative Review Committee and Mr. Jack 47 Shaffer, 409 So. 18th, Executive Secretary of the Chamber. 48 49 Councilman Welch moved for adoption of Resolution No. 5-1981, 50 seconded by Councilman Paust and on unanimous voice vote the motion III 51 was carried. 52 53 REPORT TO BOARD OF WORKS 54 55 Councilman Williams reported a broken sewer line in the back yard of 56 230 South 10th. He noted it is on the landowners property. 57 58 Councilman Elstro noted a sludge spillage problem in the removal of 59 the sludge from the Department of Sanitation and suggested an 60 alternate route. 61 62 COMMITTEE OF THE WHOLE MEETING 63 64 Chairman of the Committee of the Whole Ahaus reminded Council of a eJ 0 Common Council Minutes Cont'd. March 2, 1981 Page 2 1 meeting Monday, March 9, at 7 :00 p.m. in the Board of Works Room to 2 study Ordinance Nos. 6-1981 and 7-1981. 3 4 ORDINANCES ON 3RD READING 5 6 Councilman Welch moved to suspend the rules and read Amended Ordinance 7 No. 78-1980 on third and final reading by title only, seconded by 8 Councilman Hankinson and on unanimous voice vote- the motion was carried. 9 10 The Clerk read on third reading by title Amended Ordinance No. 78-1980 - 11 AN ORDINANCE ESTABLISHING CERTAIN FEES AND PERMITS FOR THE SEVERAL 12 DEPARTMENTS OF THE CITY OF RICHMOND, INDIANA, AMENDING CHAPTER 23 13 OF THE MUNICIPAL CODE AND AMENDING OTHER ORDINANCES IN CONFLICT 14 HEREWITH. 15 16 Amended Ordinance No. 78-1980 was adopted by the following vote: 17 AYES: Ahaus, Hankinson, Welch, Parker, Paust, Mills (6) 18 NOES: Elstro, Williams, Carter (3) 19 20 Councilmen Elstro and Williams, noted they voted against the Ordinance • 21 due to the increase in the sewer tap fee. 22 23 ADJOURNMENT 24 25 There being no further business on motion duly made, seconded and 26 passed the meeting was adjourned. 27 28 Kenneth Mills 29 President 30 31 ATTEST: JoEllen Trimble 32 City Clerk
