CITY OF RICHMOND, INDIANA, FEBRUARY 17, 1981
1 The Common Council of the City of Richmond, Indiana, met in regular
2 session February 17, 1981 at the hour of 7:30 p.m. in the Council
3 Chambers in the Municipal Building in said City. President Mills
4 presided with the following members present: Messrs. Elstro, Williams,
5 Ahaus, Hankinson, Welch, Parker, Carter and, Paust. Absent: None.
6 The following business was had, to-wit:

10 Councilman Parker gave devotions.

12 APPROVAL OF MINUTES

14 Councilman Williams moved to approve the minutes of the previous
15 meeting as prepared, seconded by Councilman Hankinson and on unanimous
16 voice vote the motion was carried.

18 RESOLUTION NO. 3-1981

20 Councilman Welch moved to suspend the rules and read Resolution No. 3-
21 1981 by title only, seconded by Councilman Williams and on unanimous
22 voice vote the motion was carried.

24 The Clerk read by title only Resolution No. 3-1981 - A RESOLUTION OF
25 THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA.

27 Speaking for Resolution No. 3-1981 was Attorney Tom Milligan, 532
28 Farlow Road, representing Friends Fellowship Community, requesting
29 industrial revenue bond financing. This is to add fifty-six (56)
30 additional residential apartments with no expansion to the nursing
31 home facility.

33 Councilman Williams moved for adoption of Resolution No. 3-1981,
34 seconded by Councilman Ahaus. Resolution No. 3-1981 was adopted
35 by the following vote:

37 AYES: Elstro, Williams, Ahaus, Hankinson, Welch, Parker, Carter,
38 Paust and Mills. (9)

41 REQUEST TO FILE APPLICATION FOR HUD SECTION 8 FUNDS

43 Mr. Keith McGathey, Director of Richmond Housing Authority, informed
44 the Council that the area office of Housing and Urban Development
45 began accepting applications for existing Section 8 units. There are
46 presently 155 units available and the Board of the Housing Authority
47 approved requesting these units with Councils approval. President
48 Mills requested Mr. McGathey bring a resolution to Council at their
49 next meeting. Mr. McGathey stated the applications should be sub-
50 mitted by February 27. City Attorney Ed Anderson ruled Council could
51 accept the report and it could be made a part of the formal record
52 by a post facto resolution at the next meeting.

54 Councilman Williams moved to accept the report of Mr. McGathey,
55 seconded by Councilman Paust and on unanimous voice vote the motion
56 was carried.

60 Councilman Welch moved to suspend the rules and read Ordinance Nos.
61 6-1981 and 7-1981 on first reading by title only, seconded by Councilman
62 Parker and on unanimous voice vote the motion was carried.

10 The Clerk read on first reading by title only Ordinance No. 7-1981 -
11 AN ORDINANCE TO AMEND TITLE XV, LAND USAGE, OF THE MUNICIPAL CODE
12 OF THE CITY OF RICHMOND, INDIANA BY ADDING THERETO CHAPTER 155.

14 President Mills announced Ordinance No. 7-1981 is referred to the
15 Committee of the Whole.

17 MEETING OF COMMITTEE OF THE WHOLE SET

19 Chairman of the Committee of the Whole Ahaus announced the Committee
20 would meet on Monday, March 9 at 7:00 p.m. in the Board of Works Room.

22 President Mills requested Mr. Roberts, Mr. Anderson and Chief Chris
23 attend this meeting.

25 ORDINANCES ON 2ND READING

27 The Clerk read on second reading Amended Ordinance No. 78-1980 -,`AN
28 ORDINANCE ESTABLISHING CERTAIN FEES AND PERMITS FOR THE SEVERAL
29 DEPARTMENTS OF THE CITY OF RICHMOND, INDIANA, AMENDING CHAPTER 23
30 OF THE MUNICIPAL CODE AND AMENDING OTHER ORDINANCES IN CONFLICT
31 HEREWITH.

33 President Mills announced Amended Ordinance No. 78-1980 is on public
34 hearing. Speaking against this Ordinance was Mr. Ralph Wiwi, 241
35 South 46th Street.

37 President Mills noted a letter from Building Commissioner Charles
38 Roberts suggesting additional changes to the Amended Ordinance by
39 the Bureau of Buildings.

41 Councilman Ahaus moved to amend Amended Ordinance No. 78-1980 per
42 letter of Mr. Roberts, seconded by Councilman Hankinson and on
43 unanimous voice vote the motion was carried.

45 Councilman Ahaus moved to amend Section 1 Sewer Tap Fee to read
46 $30.00, seconded by Councilman Carter and on a call of the roll
47 the motion was defeated.
48 AYES: Elstro, Ahaus, Parker and Carter (4)
49 NOES: Williams, Hankinson, Welch, Paust and Mills (5)

51 Councilman Hankinson moved for engrossment, seconded by Councilman
52 Welch and on unanimous voice vote the motion was carried.

54 Councilman Welch moved to suspend the rules and read Amended Ordi-
55 nance No. 78-1980 on third and final reading by title only, seconded
56 by Councilman Hankinson and on voice vote Councilman Elstro voted no.

60 Councilman Welch moved to suspend the rules and read Ordinance No. 2-
61 1981 on third reading by title only, seconded by Councilman Parker
62 and on unanimous voice vote the motion was carried.

3 - ORDINANCE OF THE CITY OF RICHMOND, INDIANA, TO PERMIT ,CERTAIN
III 4 BEAUTY PARLORS AND BARBER SHOPS AS AN ACCESSORY USE IN R-3 AND
5 LESS-RESTRICTED DISTRICTS AND TO ALTER THE NUMBERING OF CERTAIN
6 SECTIONS OF SAID ORDINANCE.

13 MEETING OF COUNCIL ON USER FEES FROM SANITATION DEPARTMENT

15 Councilman Paust reminded Council of a meeting Thursday, February
16 19 at 7:00 in the Board of Works Room on User Fees from the
17 Sanitation Department.

21 There being no further business on motion duly made, seconded and
22 passed the meeting was adjourned.
