HomeMy Public PortalAbout01-19-1981 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, JANUARY 19, 1981 1 The Common Council of the City of Richmond, Indiana, met in regular 2 session January 19, 1981 at the hour of 7:30 p.m. in the Council Chambers 3 in the Municipal Building in said City. President Mills presided with 4 the following members present: Messrs. Elstro, Williams, Ahaus, 5 Hankinson, Welch, Parker and Paust. Absent: Carter. The following 6 business was had, to-wit : 7 8 DEVOTIONS 9 10 Councilman Hankinson gave devotions with a moments silence for the 11 hostages in Iran. 12 13 APPROVAL OF MINUTES 14 15 Councilman Williams moved, to approve the minutes of the previous 16 meeting as prepared, seconded by Councilman Hankinson and on unanimous 17 voice vote the motion was carried. 18 19 RESOLUTION NO. 2-1981 20 21 Councilman Welch moved to suspend the rules and read Resolution No. 2- 22 1981 by title only, seconded by Councilman Parker and on unanimous voice 23 vote the motion was- ' carried. 24 25 The Clerk read by title only Resolution No. 2-1981 - A RESOLUTION OF THE 26 CITY OF RICHMOND TO INDUCE CARDON III, INC. TO CONSTRUCT AND ERECT A NEW 27 BUILDING TO BE ATTACHED TO AN EXISTING BUILDING WHICH WILL BE RENOVATED, 28 REMODELED AND SUBSTANTIALLY IMPROVED; TO ACQUIRE NEW AND ADDITIONAL 29 EQUIPMENT AND FURNITURE; TO REMOVE OR RAZE BUILDINGS NOT UTILIZED FOR 30 THE ACCOMODATION OF PATIENTS AND TO PAVE ITS PARKING AREA AND IMPROVE 31 THE GROUND OF ITS HEALTH FACILITY, AND TO UNDERTAKE TO SELL AND DELIVER 32 REVENUE BONDS TO PAY THE COSTS THEREOF, AND OTHER MATTERS RELATING 33 THERETO. 34 35 Speaking for. Resolution No. 2-1981 were Attorney Andrew Cecere, 101 South 36 10th Street; Mr. Art Vivian, 3587 Wernle Road, Member of the Board of 37 Economic Development Commission, who read a letter from County Health 38 Officer Dr. Francis Warrick; Mr. Kenneth Spoon, 1915 Reeveston Road, 39 President of Reid Memorial Hospital; Mr. Carroll Moore, 9245 E. Woodview 40 Drive, Bloomington, IN, President of Cardon III, Inc. ; Mr. Don Wagner, 41 1811 South 9th, Administrator of present facility. It was noted these 42 beds are certified under the Indiana State Board of Health and they are 43 qualified for Medicaid. 44 45 Councilman Elstro moved for adoption of Resolution No. 2-1981, seconded 46 by Councilman Welch and on unanimous voice vote the motion was carried. 47 48 CHAIRMEN`S REMARKS 49 50 Chairman of the Committee of the Whole Ahaus reminded Council of a 51 meeting of his Committee January 20 in the Board of Works at 7:00 p.m. 52 to discuss Ordinance No. 78-1980. 53 54 Chairman Mills reminded Council of a meeting with Department Heads on 55 Saturday, January 31 from 9:00 to 3:30 in the Board of Works Room. 56 57 ORDINANCES ON 1ST READING 58 59 Councilman Welch moved to suspend the rules and read Ordinance No. 2- 60 1981 on first reading by title only, seconded by Councilman Parker and 61 on unanimous voice vote the motion was carried. 62 63 The Clerk read on first reading by title only Ordinance No. 2-1981 - 64 AN ORDINANCE AMENDING CHAPTER 154 OF THE MUNICIPAL CODE, BEING ORDINANCE 8® Common Council Minutes Cont'd. January 19, 1981 Page 2 1 NO. 2325-1968 AS AMENDED, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE 2 CITY OF RICHMOND, INDIANA, TO PERMIT CERTAIN BEAUTY PARLORS AND BARBER 3 SHOPS AS AN ACCESSORY USE IN R-3 AND LESS-RESTRICTED DISTRICTS AND TO 4 ALTER THE NUMBERING OF CERTAIN SECTIONS OF SAID ORDINANCE. 5 6 President Mills announced Ordinance No. 2-1981 is referred to the Plan 7 Commission. 8 9 APPOINTMENT TO TOURISM/CONVENTION BOARD 10 11 Council unanimously appointed Mr. Albert Barzacchini, manager of the 12 Holiday Inn as their representative in the motel industry to the 13 Tourism/Convention Board. 14 15 CONGRATULATIONS OFFERED 16 17 Councilman Welch commended Councilman Paust for being named Citizen 18 of the Year by the Chamber of Commerce. 19 20 ADJOURNMENT 21 22 There being no further business on motion duly made, seconded and 23 passed the meeting was adjourned. 24 25 Kenneth Mills 26 President 27 28 ATTEST: JoEllen Trimble 29 City Clerk
