HomeMy Public PortalAbout02-24-2003 Workshop Session Town of .H~Ul~ 191 gh MINUTES Board of Commissioners Monthly Workshop Monday, February 24, 2003 -7:30 PM Town Barn The Hillsborough Town Board held a monthly workshop on February 24,2003 at 7:30 PM in the Hillsborough Town Barn. Present for the Board Meeting were Mayor Joe Phelps, and Commissioners Frances Dancy, Kenneth Chavious, Evelyn Lloyd, and Mark Sheridan. Absent from the meeting was Commissioner Michael Gering. Staff present were Planning Director Margaret Hauth, and Assistant Town Manager/Public Works Director Demetric Potts. 1. Open the Workshop Mayor Joe Phelps opened the Workshop at approximately 7:30 PM. 2. Agenda Changes & Agenda Approval . Assistant Town Manager/Public Works Director Demetric Potts added to the printed Agenda an Item as 3.A Consideration of a FEMA Resolution. 3. Updates from the Mayor & Board on Key Committees/Issues Planning Director Margaret Hauth presented an update on the Schools/Land Use Committee and relayed concerns about Mebane & Durham. She reported that the Orange County staff will be reporting on their impact to allow us to determine whether it is substantial enough to require Mebane to sign a Memorandum Of Understanding. Hauth also relayed concerns about double counting -they are fairly sure that has been addressed, but staff is looking to have a worksession on the spreadsheet Orange County staff developed to be comfortable. Commissioner Sheridan reported that he and Commissioner Chavious attended a walking tour of Fairview and the status meeting the following day to begin to see what can reasonably be placed on the property. Commissioner Dancy reported that she had attended an all-day affordable housing meeting. She also reported that the new visitors center is open in Chapel Hill and Hillsborough is prominently featured. She recommended visiting new center. . Mayor Phelps reminded the Board that now is the time to suggest Assembly of Governments topics and requested they be given to the Town Manager as soon as possible. Commissioner Lloyd suggested talking about the clock and cupola to ensure Orange County proceeds with the renovations as planned. 1 192 ADDED ITEM 3.A Consideration of a FEMA Resolution . Assistant Town Manager/Public Works Director Demetric Potts presented the Resolution for the Board's consideration. Upon a motion by Commissioner Lloyd, seconded by Commissioner Chavious, the Board moved to approve the FEMA Resolution as presented by a vote of 4-0. The motion was declared passed. 4. Discussion of retirement center issues and information a. Basic terminology (handout at meeting) b. Preferences from the Orange County Aging Advisory Board c. Information about example developments (information attached) d. Consequences of unsuccessful developments (information attached) Planning Director Margaret Hauth distributed a table describing the 3 levels of elderly housing monitored by the state and what the different requirements are for each. She also distributed additional information from Commissioner Gering about Woodland Terrace. Hauth noted that the packet contained information on Windsor Point, CCRC in Fuquay-Varina. Both Windsor Point & Woodland Terrace are willing to give tours at our request. The Board was also given information from a development in Pittsboro that failed - predominately due to slow lease-up. Jack Chestnut, Jill Passmore, & Jerry Passmore were present. . Jack provided a list of "mistakes" or concerns that he has learned in his years dealing with the issue of elderly housing: 1. Parking (more than one per unit) 2. Sidewalk lights 3. Transportation to Doctors 4. Recycling (location/cost) 5. Generators 6. Alarms (smoke/fire) 7. Emergency pull cords (locations) 8. Capital repair/replacement 9. Housekeeping/maintenance 1 O. Steps vs. ramps Jack said that he sees the need for a HUD 202 project in the county. He suggested the Board ask for the budgets of the projects so they can get a clear understanding of all the rates. He basically asked that the Board ensure a project is well thought out before its approved. He said AARP conducted a survey in 2000 in which the overwhelming majority of folks over 50 preferred to stay in their house throughout their lives. A needs survey in underway in Orange County with results available in late summer. . Commissioner Chavious asked why this type of facility folds; are residents protected or put out on the street. Jill Passmore stated that in the case of a Methodist facility, another CCRC honored the contracts. She said generally, the development is sold to someone else and reopened. 2 . . . 193 Commissioner Dancy asked about options other than a HUD 202 to address the affordability housing. Jill Passmore stated some developments accept special assistance provided by the state and county. She indicated that State and County special assistance would run approximately $1,200/month. Not all retirement centers accept this type of assistance. She also reported that Brookshire has an impeccable reputation. Jerry Passmore provided a handout of Census 2000 information detailing age and income information for the Hillsborough area. He higWighted the large number of people currently 50 who will be aging into the 60+ category over the coming years. Commissioner Sheridan asked for opinions of these different types of housing options presented in the proposed projects; is one type preferred or more likely to succeed. Jack responded that an age restriction is popular with retirement centers and having a range of housing options on one site is good. Residents who can progress from a house to an apartment in the same complex feel more secure. He added that it still doesn't really get to the aging in place concept though without skilled nursing. Mayor Phelps asked if the type of mix matters; ownership versus rental. Jack stated that it depends on the individual and that a range is good. Mayor Phelps inquired if there was a mechanism to allow preference to Orange County residents. Jerry Passmore said the Adelaide Walters development, a 202 in Chapel Hill, had it, but.it was done away with due to limited marketing. Since there are so many choices in the southern part of the county, a residency requirement did not make them competitive. Jill Passmore informed the Board that they can ask for a fee history of other projects to monitor increases. Ellis Coleman stated they would be glad to provide the Board their working budgets. Karen Moriarty, of Carollon Assisted Living, described their product and services. Andrea Shapiro asked if the age restriction proposed in Corbinton applies to whole development. Ellis Coleman stated that it applied for the sale and rental of units. Whether or not that would be assisted, depended on the operator. Moriarty noted that with her company, they do watch the age of residents to not mix in younger, mentally ill patients with elderly clients. 5. Other There was no other business. 6. Adjourn Upon a motion by Commissioner Chavious, seconded by Commissioner Lloyd, the Board moved to adjourn the meeting at 9:40 PM by a vote of 4-0. The motion was declared passed.
