HomeMy Public PortalAboutr 15-121�Reovftltloll of t4e Poruxrg4 o�' (farteref, No. L Date of Adoption June 4 2015 AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES WITH HATCH MOTT MACDONALD — REVIEW OF TOWNSHIP OF WOOD13RIDGE SULFIDE CONTRIBUTION ASSESSMENT REPORTS WHEREAS, the Borough of Carteret is in need of specialized engineering services in connection with the Township of Woodbridge Sulfide Contribution Assessment Reports; and WHEREAS, the Borough's Consulting Engineers, Hatch Mott MacDonald, possess the requisite skill and expertise to provide said services; and WHEREAS, Hatch Mott MacDonald has submitted a proposal to provide said engineering services at a total cost not to exceed $18,000.00; and WHEREAS, tine Mayor and Council have reviewed said proposal; and WHEREAS, the Chief Financial Officer has certified that fiends are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. That the proposal from Hatch Mott MacDonald for engineering services related to the Review of Township of Woodbridge Sulfide Contribution Assessment Reports, in a total amount of $18,000.00 billable in accordance with Hatch Mott MacDonald's existing contract with the Borough is hereby approved. 2. That annexed hereto is a copy of said proposal. 3. That this action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. DuPont, PE, CME, PP Director of Municipal Engineering & Public Works Memorial Municipal Building 61 Cooke Avenue Carteret, NJ 07008 RE: Proposal for Professional Engineering Services for Review of Township of Woodbridge Sulfide Contribution Assessment Reports HMM P #MCS050P00HR01 Dear Mr. DuPont: The Borough of Carteret (Borough) was recently presented with a report entitled: "Sulfide Contribution Assessment Woodbridge Interceptor Sewer System ", dated March 2015, prepared by Alaimo Group in conjunction Bowker and Associates, Inc., for the Township of Woodbridge and had previously been presented a report entitled: "Control of Odors and Corrosion in the Port Reading Interceptor, Conceptual Design Report" dated December 2009, prepared by Alaimo Group for the Township of Woodbridge. The 2015 report in general summarizes the results of a study on sulfide concentrations and contributions for the Woodbridge Interceptor. The study findings were used to assess a contribution percentage for costs to repair the Interceptor based on the Borough's mass contribution of sulfides the interceptor. The Borough has requested a proposal from Hatch Mott MacDonald (I-IMM) for Professional Engineering services to review the findings in the report and determine if the proposed assessment is fair to the Borough. BACKGROUND The Borough of Carteret conveys its sanitary wastewater to the Township of Woodbridge (Township) Interceptor Sewer through the Roosevelt Avenue Pump Station and force main system. The Woodbridge Interceptor downstream of the BOC's Roosevelt Avenue pump station and force main has experience corrosion attributed to hydrogen sulfide (1-12S) formation in the sewer. In 2009 and again in 2015 Woodbridge Township, through their Engineering consultants, has performed studies of the sulfide concentrations in the interceptor wastewater. These studies appear to be have undertaken to develop a means assess cost contributions from the various municipalities that use the interceptor to be used to repair the Woodbridge Interceptor. Hatch Mott MacDonald 3 Paragon Way Freehold, NJ 07728 T 732.780.6565 www.hatchmott.com A preliminary review of the 2009 Alaimo report and 2015 Alaimo / Bowker report indicates the following: i A Hatch Mott MacDonald While the mass balance appears to be reasonable means to assess contributions, the report did not include an evaluation of other possible methods that may be more equitable. Other methods may include evaluating parameters such as continual generation and depletion of sulfides along the sewer, flows and other pollutants like BOD. The report does not indicate if other methods of assessment were considered and why these may have been eliminated from consideration. 2. The 2015 repot used flow data from a different time frame than the wastewater analysis data. Use of flow data may from the sampling timeframe may be more representative and impact the assessment results. The flow data from the sampling timeframe should now be available so the mass balance could be rechecked using these flows. 3. The 2015 report assessment is based on only four (4) days of sulfide data collection. The Township of Woodbridge however, reports that corrosion to the sewer has occurred over a much longer timeframe. While there is likely no historical sulfide concentration data, historical flow and BOD data should be available for review and analysis to see if wastewater characteristics have changed over time. Due to the redevelopment that has occurred in the Borough of Carteret it is likely that factors such as industrial flow contributions have also changed over time and these may also impact sulfide generation. 4. Note that sulfides are likely not discharged — they are seasonally generated in the sewers based on conditions such as temperature, residence time, BOD concentrations, the presence of sulfide precursors such as sulfites, and sulfide volatilization factors (drops, turbulence, slope, manholes), surface re- aeration rate. While the report discusses conditions such as temperature, residence time, BOD etc., there is no evaluation of the discharge or concentration of sulfide precursors. 5. There was no discussion in the report if the proposed method of assessment satisfied the conditions of the agreement between Borough and Township including any agreed upon sulfide concentration limits. 6. It is not clear if Woodbridge provided Carteret the opportunity to review the study protocol and proposed method of assessment. HMM believes that the Borough and Township agreement may require upfront agreement of these types of studies and assessments. 7. The repot indicated that the use of chemicals and air were used to control sulfides. The 2009 repot indicates that the chemical were used to reduce sulfides and was ineffective. The 2015 report references air injection but does not mention chemicals. It is not clear if the Borough participated in review and approval of the O &M activities. However, there was no review of historical O &M efforts that may have been taken to show that adequate O &M over the life of the sewer to prevent the corrosion. 8. The report did not address the current sewer design to determine if there were design deficiencies that may increase the impact of sulfides. Mr. John P. DuPont, PE, CME - Page 2 - May 27, 2015 Hatch Mott MacDonald 9. The 2015 report does appear to address the fact that as the sewage flows downstream the sulfides are depleted. The extent of sulfide depletion needs to be confirmed. SCOPE OF WORK In order to address the above concerns and confirm the findings, HIvIM proposes the following scope of work tasks. 1. Borough of Carteret and Township of Woodbridge would provide where available the following information for review: a. Roosevelt Ave. Pump station and force main design drawings b. Woodbridge Twp. sewer interceptor design drawings c. Historical flow and pollutant data for the municipalities contributing flow to the Woodbridge interceptor and Middlesex County Utilities Authority (NICUA) data for as many years as may be available. d. Any other historical data, studies and correspondence between the Borough and Township on sulfides and sewer corrosion. e. Maintenance records for the life of the sewer. f. Summary of sulfide /odor control measures used for the Woodbridge Interceptor and Carteret's Roosevelt Ave. Pump Station force main. g. Roosevelt Ave. Pump Station and force main maintenance records including what may have been contributed to Woodbridge over the years. 2. HMM will perform an analysis of the two (2) reports including the data and findings. This will include a comparison of the report findings to other historical data on flows and pollutant loadings. 3. HMM will evaluate the adequacy /fairness of the mass balance cost assessment approach and determine if there are alternate methods to share the costs. 4. HMM will review the Borough and Woodbridge Township agreement to evaluate if the proposed assessment satisfies the technical conditions of the agreement. The Borough may wish to have the Borough's Law Director evaluate if the proposed assessment satisfies the legal conditions of the agreement. 5. HMM will provide recommendations to the Borough for participating in and or agreeing upon firture studies, designs and construction, and future maintenance in accordance with the terms and conditions of their agreement(s). 6. Prepare a preliminary report which summarizes our findings and schedule a meeting with the Borough to review those findings, answer questions and receive any comments. 7. HMM will then incorporate any comments and /or clarifications and prepare a final report. Mr. John P. DuPont, PE, CME - Page 3 - May 27, 2015 'P l Hatch Mott MacDonald ADDITONAL NOTES It is important to make note that even after performing the above tasks, a different outcome may not be found and if a different outcome is found, it may or may not be more favorable to the Borough. Also note that the City of Perth Amboy has requested HMM to perform a similar analysis of the Woodbridge report and we have included the efficiencies of performing similar reports for both municipalities. This evaluation may not necessarily conclude with a more positive or the same outcome for each municipality and the cost assessment may be greater than, less than or equal to what has been outlined in the Woodbridge report. ENGINEERING FEE Per previous discussions with the Borough, HMM proposes to complete the above study on a time and material basis in accordance with our current Agreement for Professional Engineering Services and prevailing Hourly Rate Schedule on file with the Borough. d7 t L HM1vf estimates a budget of $18,500 to complete the study. This fee includes all labgr J G and expenses to complete the scope of work as described herein. v Invoices for the above work would be submitted monthly and would be due and payable �. within 30 days of submission. The amount of each invoice will be based upon actual hours worked for the month the invoice is prepared. If during the progress of the work it is determined that additional services are required beyond those outlined in the Scope of Work herein, either requested by the Borough or recommended by HMM, we will provide an estimate of the cost of extra work. We will not conduct additional work without prior authorization from the Borough. SUMMARY & SCHEDULE We are prepared to schedule work immediately upon receiving the Borough's verbal or written authorization to proceed. As long as we receive the required reference documents in a timely manner we will strive to have a draft report prepared within four (4) to six (6) weeks. Mr. John P.
