HomeMy Public PortalAbout11-17-1980 59 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, NOVEMBER 17, 1980 • 1 The Common Council of the City of Richmond, Indiana, met in regular 2 session November 17, 1980 at the hour of 7:30 p.m. in the Council 3 Chambers in the Municipal Building in said City. President Faust 4 presided with the following members present: Messrs. Elstro, Williams, 5 Ahaus, Hankinson, Welch, Parker, Carter and Mills. Absent: None. 6 The following business was had, to-wit: 7 8 DEVOTIONS 9 10 Councilman Williams gave devotions. 11 12 APPROVAL OF MINUTES 13 14 Councilman Williams moved the minutes of the previous meeting be 15 approved as prepared, seconded by Councilman Hankinson and on 16 unanimous voice -vote the motion was carried. 17 18 PETITIONS 19 20 Councilman Ahaus presented a petition from forty-four (44) individuals 21 requesting Building Commissioner Charles Roberts look into properties 22 located at 113-115 South 15th Street and 121-123 South 15th Street in 23 an effort to get the properties ungraded. 24 25 The Clerk presented a petition with pages 1 through 17 from residents 26 of the proposed annexation area in Center Township showing their III 27 opposition. 28 29 RESOLUTIONS 30 31 Councilman Mills moved to suspend the rules and read Resolution Nos. 32 22-1980, 23-1980 and 24-1980 by title only, seconded by Councilman 33 Welch and on unanimous voice vote the motion was carried. 34 35 RESOLUTION NO. 22-1980 36 37 The Clerk read by title only Resolution No. 22-1980 - RESOLUTION 38 AUTHORIZING THE FILING OF AN APPLICATION WITH THE DEPARTMENT OF 39 HOUSING AND URBAN DEVELOPMENT, FOR URBAN DEVELOPMENT ACTION GRANT 40 FUNDS, AS PROVIDED IN TITLE I OF THE COMMUNITY DEVELOPMENT ACT 41 1974, P.L. 93-383 AS AMENDED. 42 43 Speaking for Resolution No. 22-1980 was Director of Community De- 44 velopment Tim Ryder, 1804 S. President Paust announced he has received a letter from Attorney Keith 12 Dilworth, representing Mr. & Mrs. Carrico at 600 South -16th Street, '13 requesting a continuance until the next regularly scheduled meeting as 14 he .is out of town. President Paust stated if there is no-objection from 15 Council, he will deny the request. There being none, the request was - 16 denied. 17 • . 18 President Paust announced Ordinance No. -96-1980 is on public hearing. 19 Speaking against this Ordinance were Mr. Mark Liebert, 516 South 16th; 20 Mrs. Pete Chagares, 612 South 16th; and Mrs. Anna Marie Brandenburg, 21 524 South 16th Street. • 22 23 President Paust noted an attached letter from the Plan Commission noting 24 they voted eight (8) to zero :(0) to deny this request. . 25 • 26 Councilman Mills moved for engrossment of Ordinance No. 96-1980, 27 seconded by Councilman Parker and on unanimous voice vote the motion was III 28 . carried. 29 30 Councilman Elstro moved to suspend the rules and read' Ordinance No. 31 96-1980 on third and final readingbytitle only, seconded by Councilman 32 Williams and on unanimous voice vote the motion was carried. 33 34 The Clerk read on third reading by title only' Ordinance No. 96-1980. 35 36 Ordinance No. 96-1980 was defeated by the following vote: 37 AYES: None (0) 38 Noes: Elstro, Williams, Ahaus, Hankinson, Welch, Parker, Carter, Mills 39 . and 'Faust.
