PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, NOVEMBER 3, 1980
1 The Common Council of the City of Richmond, Indiana, met in regular
2 session November 3, 1980 at the hour of 7:30 p.m. in the Council Chambers
3 in the Municipal Building in said City. President P.aust presided with
4 the following members present: Messrs. Elstro, Williams, Ahaus,
5 Hankinson, Welch, Parker, Carter and Mills. Absent: None. The
6 following business was had, to-wit:

10 Councilman Welch gave devotions.

12 APPROVAL OF MINUTES

14 Councilman Williams moved to approve the minutes of the previous meeting
15 as prepared, seconded by Councilman Mills and on unanimous voice vote
16 the motion was carried.

18 RESOLUTIONS

20 Councilman Ahaus moved to suspend the rules on Resolution Nos. 19-1980,
21 20-1980 and 21-1980 and read by title only, seconded by Councilman Mills
22 and on unanimous voice vote the motion was carried.

11/ 27 AUTHORIZING THE FILING OF AN APPLICATION FOR A GRANT UNDER SECTION 18
28 OF THE URBAN MASS TRANSPORTATION ACT OF 1964, AS AMENDED.

30 Speaking for Resolution No. 19-1980 was Matt Nepote, Deputy Director of
31 Community Development and Federal Grantsman. This is for the operating
32 subsidy for 1981 for CORTA. The State will pay two-thirds of the City's
33 share. The estimate is $245,000 with $140,000 Federal, $69,000 State
34 and $34,000 local. In 1980 the amounts were $101,870 Federal and
35 $37,000 State.

37 Councilman Mills moved for adoption of Resolution No. 19-1980, seconded
38 by Councilman Elstro and on unanimous voice vote the motion was carried.

43 TRANSFER WITHIN THE GENERAL FUND.

45 Councilman Mills moved for adoption of Resolution No. 20-1980, seconded
46 by Councilman Welch and on unanimous voice vote the motion was carried.

53 Speaking for Resolution No. 21-1980 was Attorney Gayle Gardner repre-
54 senting City West Realty and Hoffco, Inc.

56 Councilman Mills moved for adoption of Resolution No. 21-1980, seconded
57 by Councilman Carter and on unanimous voice vote the motion was carried.

59 MISCELLANEOUS

61 Councilman Carter requested the City Administration look into solid
62 waste incineration and waste heat generation system. He recommended
63 the Sanitary Department look into this possibility. City Engineer
64 George Webb noted the Sanitary Board has been investigating this line

1 of thought for over four (4) years.

3 Councilman Elstro asked whose responsibility it is to enforce the 8:00
4 p.m. cut off time for leaf burning. Mr. Meredith stated the Fire De-
5 partment responds to calls it receives.

7 Councilman Williams presented a petition of fourteen (14) names to the
8 Board of Works from residents of River Court to have three (3) property
9 owners move their fences off of right-of-way. Mr. Meredith noted the
10 City Attorney has about concluded his study of the controversy as to
11 whether or not River Court is a street.

13 President Paust stated he has received a letter from Mr. Ken Spoon,
14 Reid Memorial Hospital, asking that a resolution be drafted establishing
15 a Hospital Authority. There should be a resolution to that effect
16 for the November 17 meeting.

20 Councilman Mills moved to suspend the rules and read Ordinance No. 88-
21 1980 on first reading by title only, seconded by Councilman Welch and
22 on unanimous voice vote the motion was carried.

29 Councilman Mills moved to suspend the rules and read Ordinance No. 88-

31 voice vote the motion was carried.

38 Councilman Mills moved for engrossment, seconded by Councilman Welch
39 and on unanimous voice vote the motion was carried.

41 Councilman Mills moved to suspend the rules and move Ordinance No. 88-
42 1980 to third and final reading by title only, seconded by Councilman
43 Welch and on unanimous voice vote the motion was carried.

62 Deputy Fire Chief Bill Smith_presented amendmentsito the original ordi-
63 nance for Section 6 and_ Section 3. Councilman Mills moved to amend the
64 ordinance, seconded by Councilman Parker and on unanimous voice vote
65 the motion was carried.

1 President Paust announced Amended Ordinance No. 81-1980 is on public
2 hearing. Speaking against this Ordinance was Ms. Susan DeHeer, 8455
3 Keystone Crossing, Indianapolis representing Chester Heights Apartments,
4 who recommended changes in the ordinance.

6 Speaking for this Ordinance were Mr. Larry Spindler, representing the
7 Chamber of Commerce and Mr. Robert Burton, 25 North 7th.

9 Councilman Mills moved for engrossment of Amended Ordinance No. 81-
10 1980, seconded by Councilman Parker and on unanimous voice vote the
11 motion was carried.

13 Councilman Mills moved to suspend the rules and read Amended Ordinance
14 No. 81-1980 on third and final reading by title only, seconded by
15 Councilman Welch and on unanimous voice vote the motion was carried.

44 Councilman Mills announced there will be a meeting November 10 at 7:00
45 p.m. in the Board of Works Room for discussion of the Ordinance on fees.

47 Mr. Tom Lind, 2425 South "G", urged that a plan of action be promoted
48 should a smoke detector go off.

50 There being no further business, the meeting was adjourned by general
51 consent.
